This document proposes developing financial stability metrics to evaluate the impact of United Way programs in three locations. It would track changes in credit profiles of participants compared to controls, and develop dashboards to monitor progress. This would allow for more accurate needs identification, resource allocation, and program assessment over time. The goals are to quantify the real effects on people and places, identify best practices, and provide better quality services for more communities.
