5. Strengths
• Priorities grounded in better evidence of
need through single needs assessment –
analytical community coming together
• An integrated plan with greater degree of
common ownership – smaller, more tightly
focused LSBs
• Broad agreement on scope of outcomes
and better local – national alignment
• Some evidence of integrated delivery
6. Challenges
• Evidence is informing plans not delivery:
what needs to be done / what makes a
difference
• Citizen engagement remains consultative
rather than transformational
• Outcomes limited by duties – not strong
on economy and environment
• Accountability mechanisms remain weak
• Still too many partnerships?
7. Discussion 1
• Strengthening the impact of single
integrated plans 2013-2016
– How can citizen voice play a more
transformative role in integrated planning and
delivery?
– What are the examples of current good
practice?
– What are the barriers?
8. SD Bill White Paper
• The Programme for Government sets out
the Welsh account of sustainable
development:
– “an emphasis on social, economic and
environmental well-being for people and
communities, embodying our values of
fairness and social justice. We must also look
to the longer term in the decisions we make
now, to the lives of our children’s children as
well as current generations.”
9. Main provisions
• Duty which will make sustainable
development the central organising
principle of the public service in Wales
• Establish an independent Sustainable
Development Body
• Duty on Auditor General Wales to assess
compliance with the duty
10. SD Duty
• Duty which will make SD the central organising
principle of public service organsations
• SD duty will effect
– what: require organisations to show outcomes that
improve well-being
– how: strategic decisions are taken with consideration
of their effect on long term social, environmental and
economic well-being
• Require a single integrated plan in each area,
ensuring the duty applies to collaboration
11. SD Body
• Provide expert advice and guidance to
organisations to help them embed SD as
the central organising principle
• Support collaboration between
organisations, emphasising an integrated
and collaborative approach to SD
• Be an independent advocate for future
generations
• Ensure strong civil engagement
12. Role of AGW
• Report on how SD has been embedded within
the systems and processes that govern how
strategic decisions are made, including joint
strategic planning with other organisations, such
as in the preparation of a strategic needs
assessment, single integrated plan or spatial
plan.
• AGW reports will not question the policy
objectives of an organisation nor the outcomes
of a particular decision.
13. Implementation
• 2015
– Welsh Government; Natural Resources
Wales; NMW; NLW; Sport Wales; ACW ;
establish SD body
• 2016
– Local Authorities; FRAs; NPAs; LHBs; NHS
Trusts; HEFCW; HEIs; FECs

15. Discussion 2
• Thinking of statutory integrated planning
after 2015
– If you had your way, how would you design
the system?
– Is there anything we might say in legislation
which would strengthen citizen voice?
