Background
Forty-nine years experience in various aspects of telecommunications, logistics, leadership and management. I am retired
from the United States Army and the United States Government Civil Service System, and recently terminated my
position as the Senior Vice President of Government Operations at AIS Engineering, Inc., 804 Pershing Dr., Ste 208,

Business Development: Searched and wrote U.S. Government requests for quotes in the field of
communications to include engineering, design, installation and training. Also includes sustainment operations, logistics,
storage, equipment tracking, suspense documents, RMA services, shipping and receiving, trend analysis, equipment and
system failure, modifications, upgrades and software and security related to the program. Capture Manager and won
FCSA CS2-SB, Pentagon Prisoner Detainee Network, Department of Veteran Affairs mobile disaster response network,
Department of Veteran Affairs warranty and maintenance program for disaster relief network.
Program Management: Program Managed the U.S. Air Force (AFTAC), United States Atomic
Energy Detection Network in support of the Comprehensive Nuclear Test Ban Treaty Organization. The requirements
included travel and work in multiple countries spanning 6 continents. Host Nation Agreements, customs and duty
requirements, ITAR requirements for safeguarding security and intellectual property in regards to foreign countries.
Program Managed the Pentagon Prisoner Detainee Network, IRAQ. Program managed three contracts for sensitive
customers in the U.S. Government, including storage of equipment, tracking, RMA and warranty services, replacement of
equipment, basic level spare parts and trend analysis to increase or reduce inventory based on demand. Program Managed
the Department of Veteran Affairs incident response Network. Comprised of two separate contracts, first the VSAT
network operated from two independent teleports providing a full transponder space segment and HUB equipment, and a
second for the complete 100% warranty and maintenance of 138 mobile hospitals, pharmacies and incident response
vehicles. The requirements included spare parts, parts for modifications and upgrades, software, an Information assurance
program to the moderate level or MAC-II compliant as required by the U.S. Congress and the Department of Veteran
Affairs. RMA services, shipping and receiving, inventories, monthly reports and other services for historical data and

support.
Operations: Responsible for the management and leadership to institute a 24 X 7 Network
Operations Center in Melbourne, FL to support all contracts, included 10,000 square feet of storage space, relational
database services for inventory, tracking, suspense documents, invoices, purchases and warranty tracking. RMA services,
shipping and receiving all tied to a trouble ticket system which allowed for short and long term trend analysis of the
equipment and the services.
Installation and Troubleshooting: Traveled to numerous countries to install, train and commission
VSAT networks to support the contracts. Established host nation agreements for customs, duty and import of equipment,
type certification of equipment and to provide services to either commercial or other Government resources.
Logistics/Sustainment: Provide necessary guidance to set up a logistic tracking system patterned
after Department of Defense accountability. Partial, random cyclic and annual inventories for property book officers
within the contract deliverables. Details included but are not limited to spare parts accountability and tracking demands
based on trouble ticket systems to increment or decrements to part storage. Requirements involved life cycle management
for equipment and/or software and back-end services. Information Assurance programs and quality control and quality
assurance support using tangible and measurable metrics from the reliability figures gained from an efficient logistics and
sustainment process.
2002-Present Spacewave, Inc. Owner/CEO
CEO and President of Spacewave, Inc., a Chapter S Maryland Corporation performing support to the
U.S. Government and Civilian Agencies in Telecommunications. Consultant and provider of Program Management and
Satellite technical services for the DISA/GSA FCSA CS2-SB to AIS Engineering. During this period, acted as the
Program Manager and technical engineer for numerous contracts involving travel and technical work in Jordan, Germany,
Afghanistan and Sri-Lanka for the prime contractor, Communications Connection in support of the Voice of America,
International Broadcast Bureau. Spacewave designed, procured, staged, shipped, wrote and provided full documentation
for a four (4) earth station satellite network for the U.S. Air Force Tactical Applications Group at Patrick Air Force Base
(AFTAC) to be installed in a sensitive overseas location. This project involved the satellite dishes, the satellite amplifiers,
converters, racks, modems, routers, IP topology, with all the wiring, nuts and bolts to complete an exact installation.
Spacewave also designed the bill of materials for a complete grounding system which followed that contract. Provided
and supported mobile radio system as a subcontractor for the FBI and a VSAT system with installation to support the
United States Atomic Energy Detection System on Wake Island. As an Operations and Maintenance Technical Engineer,
sold, shipped, and installed VSAT equipment to Intelsat General for five (5) locations in Kazakhstan. Spacewave
prepares, writes and submits Requests for Quotes. Prepares training courses and delivers training in logistics, leadership
and management development and satellite communications. Provides consulting for business development, quote
writing, technical editing and compliance.
1991-July 2002 International Broadcast Bureau, (formerly USIA, Voice of America)
Beginning Grade GS-11, ending Grade GM-15/391 Communications Manager
Chief of Operations/Maintenance, Washington D.C.
Managed the operation and maintenance of the global $80M Satellite Interconnect System. Managed the 24x7 operation
of the Agency’s Network Control Center (NCC) with direct supervision of the NCC personnel to include Foreign Service
Personnel assigned during rotation from overseas. Monitored shift scheduling, developed and modified Standard
Operating Procedures (SOP), coordinated radio broadcast schedules with various Agency entities, perform equipment
modification, calibration and repair, coordinate contractor training, and handled a variety of positive and negative
personnel actions. At the table in all negotiations with the Labor Relations group and Union representatives concerning
the work requirements and the personnel within the Center. Developed and implemented contracts, procured equipment,
maintained logistic accountability and trailed the “life cycle” of every dollar spent, and directed staff activities for the
continued technical evolution of the NCC. Exercised operational control over all SIS assets to include all remote stations
and repair/restoration or cross leveling of equipment to insure reliability. Maintain the current global maintenance budget
at $2.8M per annul and insure that $80M worth of satellite delivery equipment within the system was constantly in a state
of good repair and calibration for system operation. When required, traveled to remote stations to make technical
modifications, repairs and to provide training. Direct responsibility for the procurement, operation and upkeep of all
transmission and support systems to include fiber networks, microwave systems, high speed data circuits, satellite down-
links in support of WorldNet Television Services and occasional use feeds to the Cohen building, automated audio and
video switching systems, upfront switch controllers, ROLM CBX telephone network internal and external and

redistribution of all input circuits from RFE/RL Prague, RFA, OCB, VOA and WorldNet. Maintained and kept current all
documentation and “as-built” drawings using Auto CAD and Visio for the Network Control Center and the global system.
Operate “test beds” as required for various Engineering projects within the agency using NCC assets and personnel.
Installed two-way satellite systems, dish certification, SSOG testing and validation of broadcast service.
1989-1990 Active Army Defense Logistics Command, Ft. Ritchie, MD Logistics and Accountability Inspector
Responsible for the inspection of numerous property book holder accounts, tracking the life cycle of
the dollar from cradle to grave. Suspense documents, shipping, tracking, receipts, maintenance records and authority
documents, physical annual inventory procedures and monthly random cyclic inspections were done to insure the integrity
of the public monies and assets. Assets were part of the 7th
Signal Command.
1983-1989 Active Army 1st
Signal Brigade, South Korea Acting Command Sergeant Major - 36th
Sig. Bn,
Taegu, South Korea - First Sergeant 293 Signal Company DCS-OPS.
During the period prior to transition to retirement, was assigned as the Acting Command Sergeant Major of the 36th
Signal
Bn. Directly responsible for the morale, health, welfare and training of four (4) companies of geographically distributed
soldiers. Previous: First Sergeant of the 293d Signal Company (DCSOPS) supporting the South Half of South Korea and
critical and sensitive communications to the United States. Previous: Detachment Non-Commissioned Officer 257th
Signal Command, Forward Area Support Team, Taegu Korea. Responsible for the maintenance and calibration, annual
maintenance of numerous microwave systems in support of the Southern Backbone of South Korea, provided Depot
Support maintenance and logistics, life cycle of the dollar, tracking, trend analysis, parts stockage and re-order
computation.
1965-1983 U.S. Army U.S. Military Electronics Maintenance Chief
Over this period in the U.S. Army, was assigned as a Communications Station Manager at 6 different geographical
locations in South Korea. Stations included Microwave, Satellite, PCM, Dial Central Exchange Services, Secure and
unsecured Communications Centers and Outside Plant cable sections. Directly managed 16 to 350 personnel consisting of
a mix of U.S. Army, U.S. Government Civil Service and Korean National personnel. Directly responsible for procurement
activities, contract activities, and the safety, security and training of all personnel. During this period, I established the
first Forward Area Support Team (FAST) which included a depot support system for all communications within the
southern half of the Republic of Korea. Maintenance teams, deployment, historical data and computer support and
personnel management have been my responsibility for the full period. Fort Ritchie, Maryland worked as a Logistics and
Accountability inspector for the Directorate of Logistics.
OTHER/ACCOMPLISHMENTS:
 Worked in over 100 countries as a Government Diplomat, a Government Engineer, and as a contractor to the
Government.
 Designed and constructed a complete Earth Station to backup the Washington D.C. International Broadcast Bureau
Global Satellite distribution system in the aftermath of the World Trade Center bombing on 9 September.
 As the Program Manager/CEO of Spacewave, Inc., traveled to Jordan and Afghanistan to rebuild and commission
Jordan Radio and Television; and, Kabul radio and television station ravaged by war in Afghanistan.
 Installed equipment and made functional the satellite delivery of the Radio Farda/Sawa Network in preparation for
the War in Iraq, and worked as a subcontractor on the Middle East DAMA Network. Used Commando Solo as a
delivery method.
 Assigned as a liaison between the U.S. Military and the White House Communications Agency for special
communication requirements in support of U.S. Presidents Gerald R. Ford and Jimmy Carter.
 Designed, built and installed Satellite Interconnect System (SIS) receive only timeplex terminal in Morocco,
Botswana, Portugal, Sao Tome, Chilworth UK, Prague, Munich Germany, Greenville N.C., Greece, and Thailand.
 Heavily involved in the design, development, implementation and documentation of a global IBB two-way Satellite
Interconnect System (SIS) which supports VOA, RFE/RL, RFA, Office of Cuban Broadcasting, WorldNet
Television Services and Radio Free Iraq. Reduced Agency leased service costs approximately $3.0 million dollars

over 6 years. Increased program channel capacity by 50%, added full duplex data (LAN) and order-wire capability,
and increased system availability from 98.7% to 99.97%.
 Jointly negotiated telecommunications agreements in the Czech Republic to allow for the installation of a C band
Earth Station in the center of Prague to secure the move of Radio Free Europe/Radio Liberty from Munich Germany
to the Czech Republic.
 Designed, built and managed the installation of a complete C band uplink Satellite system in the Cohen building
(Washington DC) to transmit all services previously contracted. It allowed for the cancellation of a $3.5M annual
contract, and circumvented the use of a failure ridden fiber network system to Greenville N.C. for primary feeds. The
uplink system supported all VOA programs, seven (7) Worldnet Television Systems, the RFE/RL system, and the
RFA broadcast entities.
 Invited by the Maryland State Board of Education to participate and consult in the modernization of
telecommunications in the Frederick County School systems. This first digital communication oriented upgrade to
ultimately tie the state together for information interchange, allow for “at home” instruction via on-line classes, and
expand school library service without the purchase of additional books and printed matter..

saving millions of dollars in tax payer money while quadrupling information distribution via satellite to the global

March 3, 2016 Senior Vice President, Government Operations Business Development: Searched and wrote U.S. Government requests for quotes in the field of communications to include engineering, design, installation and training. Also includes sustainment operations, logistics, storage, equipment tracking, suspense documents, RMA services, shipping and receiving, trend analysis, equipment and system failure, modifications, upgrades and software and security related to the program. Capture Manager and won FCSA CS2-SB, Pentagon Prisoner Detainee Network, Department of Veteran Affairs mobile disaster response network, Department of Veteran Affairs warranty and maintenance program for disaster relief network. Program Management: Program Managed the U.S. Air Force (AFTAC), United States Atomic Energy Detection Network in support of the Comprehensive Nuclear Test Ban Treaty Organization. The requirements included travel and work in multiple countries spanning 6 continents. Host Nation Agreements, customs and duty requirements, ITAR requirements for safeguarding security and intellectual property in regards to foreign countries. Program Managed the Pentagon Prisoner Detainee Network, IRAQ. Program managed three contracts for sensitive customers in the U.S. Government, including storage of equipment, tracking, RMA and warranty services, replacement of equipment, basic level spare parts and trend analysis to increase or reduce inventory based on demand. Program Managed the Department of Veteran Affairs incident response Network. Comprised of two separate contracts, first the VSAT network operated from two independent teleports providing a full transponder space segment and HUB equipment, and a second for the complete 100% warranty and maintenance of 138 mobile hospitals, pharmacies and incident response vehicles. The requirements included spare parts, parts for modifications and upgrades, software, an Information assurance program to the moderate level or MAC-II compliant as required by the U.S. Congress and the Department of Veteran Affairs. Operations: Responsible for the management and leadership to institute a 24 X 7 Network Operations Center in Melbourne, FL to support all contracts, included 10,000 square feet of storage space, relational database services for inventory, tracking, suspense documents, invoices, purchases and warranty tracking. RMA services, shipping and receiving all tied to a trouble ticket system which allowed for short and long term trend analysis of the equipment and the services. Installation and Troubleshooting: Traveled to numerous countries to install, train and commission VSAT networks to support the contracts. Established host nation agreements for customs, duty and import of equipment, type certification of equipment and to provide services to either commercial or other Government resources. Logistics/Sustainment: Provide necessary guidance to set up a logistic tracking system patterned after Department of Defense accountability. Partial, random cyclic and annual inventories for property book officers within the contract deliverables. Details included but are not limited to spare parts accountability and tracking demands based on trouble ticket systems to increment or decrements to part storage. Requirements involved life cycle management for equipment and/or software and back-end services. Information Assurance programs and quality control and quality assurance support using tangible and measurable metrics from the reliability figures gained from an efficient logistics and sustainment process. 2002-Present Spacewave, Inc. Owner/CEO CEO and President of Spacewave, Inc., a Chapter S Maryland Corporation performing support to the U.S. Government and Civilian Agencies in Telecommunications. Consultant and provider of Program Management and Satellite technical services for the DISA/GSA FCSA CS2-SB to AIS Engineering. During this period, acted as the Program Manager and technical engineer for numerous contracts involving travel and technical work in Jordan, Germany, Afghanistan and Sri-Lanka for the prime contractor, Communications Connection in support of the Voice of America, International Broadcast Bureau. Spacewave designed, procured, staged, shipped, wrote and provided full documentation for a four (4) earth station satellite network for the U.S. Air Force Tactical Applications Group at Patrick Air Force Base (AFTAC) to be installed in a sensitive overseas location. This project involved the satellite dishes, the satellite amplifiers, converters, racks, modems, routers, IP topology, with all the wiring, nuts and bolts to complete an exact installation. Spacewave also designed the bill of materials for a complete grounding system which followed that contract. Provided and supported mobile radio system as a subcontractor for the FBI and a VSAT system with installation to support the United States Atomic Energy Detection System on Wake Island. As an Operations and Maintenance Technical Engineer, sold, shipped, and installed VSAT equipment to Intelsat General for five (5) locations in Kazakhstan. Spacewave prepares, writes and submits Requests for Quotes. Prepares training courses and delivers training in logistics, leadership and management development and satellite communications. Provides consulting for business development, quote writing, technical editing and compliance. 1991-July 2002 International Broadcast Bureau, (formerly USIA, Voice of America) Beginning Grade GS-11, ending Grade GM-15/391 Communications Manager Chief of Operations/Maintenance, Washington D.C. Managed the operation and maintenance of the global $80M Satellite Interconnect System. Managed the 24x7 operation of the Agency’s Network Control Center (NCC) with direct supervision of the NCC personnel to include Foreign Service Personnel assigned during rotation from overseas. Monitored shift scheduling, developed and modified Standard Operating Procedures (SOP), coordinated radio broadcast schedules with various Agency entities, perform equipment modification, calibration and repair, coordinate contractor training, and handled a variety of positive and negative personnel actions. At the table in all negotiations with the Labor Relations group and Union representatives concerning the work requirements and the personnel within the Center. Developed and implemented contracts, procured equipment, maintained logistic accountability and trailed the “life cycle” of every dollar spent, and directed staff activities for the continued technical evolution of the NCC. Exercised operational control over all SIS assets to include all remote stations and repair/restoration or cross leveling of equipment to insure reliability. Maintain the current global maintenance budget at $2.8M per annul and insure that $80M worth of satellite delivery equipment within the system was constantly in a state of good repair and calibration for system operation. When required, traveled to remote stations to make technical modifications, repairs and to provide training. Direct responsibility for the procurement, operation and upkeep of all transmission and support systems to include fiber networks, microwave systems, high speed data circuits, satellite down- links in support of WorldNet Television Services and occasional use feeds to the Cohen building, automated audio and video switching systems, upfront switch controllers, ROLM CBX telephone network internal and external and P.   • 3. redistribution of all input circuits from RFE/RL Prague, RFA, OCB, VOA and WorldNet. Maintained and kept current all documentation and “as-built” drawings using Auto CAD and Visio for the Network Control Center and the global system. Operate “test beds” as required for various Engineering projects within the agency using NCC assets and personnel. Installed two-way satellite systems, dish certification, SSOG testing and validation of broadcast service. 1989-1990 Active Army Defense Logistics Command, Ft. Ritchie, MD Logistics and Accountability Inspector Responsible for the inspection of numerous property book holder accounts, tracking the life cycle of the dollar from cradle to grave. Suspense documents, shipping, tracking, receipts, maintenance records and authority documents, physical annual inventory procedures and monthly random cyclic inspections were done to insure the integrity of the public monies and assets. Assets were part of the 7th Signal Command. 1983-1989 Active Army 1st Signal Brigade, South Korea Acting Command Sergeant Major - 36th Sig. Bn, Taegu, South Korea - First Sergeant 293 Signal Company DCS-OPS. During the period prior to transition to retirement, was assigned as the Acting Command Sergeant Major of the 36th Signal Bn. Directly responsible for the morale, health, welfare and training of four (4) companies of geographically distributed soldiers. Previous: First Sergeant of the 293d Signal Company (DCSOPS) supporting the South Half of South Korea and critical and sensitive communications to the United States. Previous: Detachment Non-Commissioned Officer 257th Signal Command, Forward Area Support Team, Taegu Korea. Responsible for the maintenance and calibration, annual maintenance of numerous microwave systems in support of the Southern Backbone of South Korea, provided Depot Support maintenance and logistics, life cycle of the dollar, tracking, trend analysis, parts stockage and re-order computation. 1965-1983 U.S. Army U.S. Military Electronics Maintenance Chief Over this period in the U.S. Army, was assigned as a Communications Station Manager at 6 different geographical locations in South Korea. Stations included Microwave, Satellite, PCM, Dial Central Exchange Services, Secure and unsecured Communications Centers and Outside Plant cable sections. Directly managed 16 to 350 personnel consisting of a mix of U.S. Army, U.S. Government Civil Service and Korean National personnel. Directly responsible for procurement activities, contract activities, and the safety, security and training of all personnel. During this period, I established the first Forward Area Support Team (FAST) which included a depot support system for all communications within the southern half of the Republic of Korea. Maintenance teams, deployment, historical data and computer support and personnel management have been my responsibility for the full period. Fort Ritchie, Maryland worked as a Logistics and Accountability inspector for the Directorate of Logistics. OTHER/ACCOMPLISHMENTS:  Worked in over 100 countries as a Government Diplomat, a Government Engineer, and as a contractor to the Government.  Designed and constructed a complete Earth Station to backup the Washington D.C. International Broadcast Bureau Global Satellite distribution system in the aftermath of the World Trade Center bombing on 9 September.  As the Program Manager/CEO of Spacewave, Inc., traveled to Jordan and Afghanistan to rebuild and commission Jordan Radio and Television; and, Kabul radio and television station ravaged by war in Afghanistan.  Installed equipment and made functional the satellite delivery of the Radio Farda/Sawa Network in preparation for the War in Iraq, and worked as a subcontractor on the Middle East DAMA Network. Used Commando Solo as a delivery method.  Assigned as a liaison between the U.S. Military and the White House Communications Agency for special communication requirements in support of U.S. Presidents Gerald R. Ford and Jimmy Carter.  Designed, built and installed Satellite Interconnect System (SIS) receive only timeplex terminal in Morocco, Botswana, Portugal, Sao Tome, Chilworth UK, Prague, Munich Germany, Greenville N.C., Greece, and Thailand.  Heavily involved in the design, development, implementation and documentation of a global IBB two-way Satellite Interconnect System (SIS) which supports VOA, RFE/RL, RFA, Office of Cuban Broadcasting, WorldNet Television Services and Radio Free Iraq. Reduced Agency leased service costs approximately $3.0 million dollars P. Chapple Page 3 of 4

Increased program channel capacity by 50%, added full duplex data (LAN) and order-wire capability, and increased system availability from 98.7% to 99.97%.  Jointly negotiated telecommunications agreements in the Czech Republic to allow for the installation of a C band Earth Station in the center of Prague to secure the move of Radio Free Europe/Radio Liberty from Munich Germany to the Czech Republic.  Designed, built and managed the installation of a complete C band uplink Satellite system in the Cohen building (Washington DC) to transmit all services previously contracted. It allowed for the cancellation of a $3.5M annual contract, and circumvented the use of a failure ridden fiber network system to Greenville N.C. for primary feeds. The uplink system supported all VOA programs, seven (7) Worldnet Television Systems, the RFE/RL system, and the RFA broadcast entities.  Invited by the Maryland State Board of Education to participate and consult in the modernization of telecommunications in the Frederick County School systems. This first digital communication oriented upgrade to ultimately tie the state together for information interchange, allow for “at home” instruction via on-line classes, and expand school library service without the purchase of additional books and printed matter..
