The big resistance to progress in the CIT
operation is the armoured car legacy.
About 90% of the CIT transports world-
wide is done with an armoured car and a
two or three man crew. It is known that
armoured cars have no absolute secu-
rity. Thicker walls and stronger guns are
overcome with even more brutal and
shocking methods. Some compare the

Markets and Cash
The European markets are deep in the
crisis. Even if some would say the real
crisis did not even start.
Banks have probably the most impor-
tant role to manage a country out of
recession, and it is a tightrope walk for
them. On the one side they stop lend-
ing money to business’ to reduce their
short-term risk, on the other side this
hinders business growth in the country
which makes it worse.
In the crisis the importance of cash
increases in relation to card transac-
tions. The feel good factor to feel money
in your pocket, the ease of use and
the lower cash handling costs for the
receiver are real and emotional factors
that favour the use of cash.
CIT Industry
The reputation of the CIT industry is con-
tinually at risk. On one hand the news
about attacks on CIT transport makes
headline news, on the other hand the
shocking news is when internal crime
happens. And why can this happen? If
the transparency of cash handling proc-
esses is not sufficient then the temp-
the CIT and agriculture industries; fun-
damentally CIT is done the same way as
it was 80 years ago.
Moreover, the example of Belgium in the
1990s has dramatically proven that an
armoured car has no protection against
brute attacks.
But why is it that the CIT managers obvi-
ously do not change this old concept?
Maybe as the CIT business is very risky, it
keeps higher service prices, however I‘m
convinced that if they had to join a crew
only for one hour per month, they would
never use this high risk system again.

Much more significant than the direct
costs of attacks on cash are the huge
losses in the cash handling circle due to
missing transparency. The only logical
step for VILLIGER was that the powerful
existing ink staining electronics manages
as well the data about the transported

I believe a role model vision statement
for a CIT company should include key-
words like confidence, reliability, secu-
rity, and innovation. But it also must
include partnerships, promoting cash,
and environmental considerations.
I strongly hope that the CIT industry have
or develop the right visions and strate-
gies to master the increasing challenges
of the current long-lasting crisis.
Breaking with the past
With the current VILLIGER SECURITY

Intelligent Cash Logistics
It is surprising that in moving cash the
state of the art concepts of goods logis-
tics are not yet fully implemented.
For example in meat logistics you can
nearly online track and trace your beef
from your plate back to the cow some-
where in the Scottish highlands with
every single data detail you wish to
know. E.g. RFID chips measure the tem-
perature of the frozen meat every single
minute on the journey to the shelf of the
retailer where you buy your beefsteak.

This marker technology offers the pos-
sibility of infinite encodings (e.g. each
cash protection box can possess its own
encoding) and thus facilitates the retrac-
ing of a note to its origin and conse-
quently to the criminal act.

There are Security Inks available in a
Standard Version, fulfilling all require-
ments for a successful and irreversible
staining of banknotes. To allow for the

Markers
The very special colour tone is very dis-
tinct to conventional products and thus
can be considered already as a primary
attribute. We apply different colours for
each product family.
Secondary Attributes
The ink equipped with a very robust
Audio signalling marker interacts with
Infra-Red light. The marker is invisible to
the human eye and thus does not mod-
ify the appearance and properties of the
ink. Special apparatuses for detection
will be provided and allow for an instant
detection. Conventional staining inks
do not give a signal with the respective
detection unit.
The luminescence marker is invisible to
the human eye but appears with a bright
colour when irradiated with UV-lamps
(365 nm). The marker absorbs light in
the UV-spectral range but emits visible
light. It resists wash-out and is easy to
detect for Bank Tellers or Cashiers with
existing detection technique. The lumi-
nescence is very obvious even for little
stains and an untrained eye.

Cash Protection in Belgium and
Luxemburg
Two of the smallest and quietest coun-
tries in the world, had a tough time from
the criminals between 1980 and 2005.

Many attacks inside Bank branches, at
ATM installations, in large department
stores and of course also attacks on the
CIT transport services. Only in 1982 28
people have been
killed during cash
attacks.
The Post Office
value transport
also had hundreds
of attacks over a
couple of years;
the other CIT com-
panies as well, too
many losses in cash, and unfortunately
in people!
The first natural solution, was to increase
the protection by building heavier safes
around the ATM’s, also to buy very high
quality armoured trucks, that was all
very expensive, and not efficient at all.
Higher protection meant that the attacks
could become more and more bru-
tal - and in consequence people were
killed, and the costs associated with this
approach would be high.
The ATM attacks were not ram raids
or stolen from the bank, but the ATMs
where exploded with the whole building
- the CIT trucks were also exploded, too
many people on board were killed.
Even the Insurance Companies did not
want to cover the risk anymore, with all
consequences.
The government together with indus-
try specialists, decided to offer support
to the local CIT companies , at the time
G4S, Brink’s, and GMIC, as long as they
would commit to use “Intelligent Sys-
tems” for the cash protection during
transport.
VILLIGER and Axytrans were the two
first companies to be homologated and
active on the BeLux market - and since
then, no single truck equipped with VIL-
LIGER cases have been attacked success-
fully.
The criminals made some last attacks
about 2005, during the traffic hours
when they attacked a Brink’s truck with
explosives. Five VILLIGER cases were
moved out of the cabin, but none of
them were taken away by the criminals,
they knew that VILLIGER cases would
offer them not one single euro, as the
cases were activated.
Thanks to our VILLIGER Intelligent Solu-
tions, all objectives where achieved, in
Belgium and Luxemburg. Violence pro-
vides no reward during an attack on
value transport and hold-ups will not

1988 Peter Villiger founded his com-
pany in the central part of Switzerland.
30 km south of the Zurich airport the HQ
of VILLIGER is in Sins, a village between
Zurich and Lucerne.
The famous Swiss mountains Eiger,

the left is near the city Interlaken. This
“must see” area is 100 km away from

ROI is the most important key figure in
order to take good decisions about busi-

Lessons learned
One of the most important lessons from
the successes and failures around effi-
cient and secure cash handling is that
all stakeholders should work together in
order to achieve the best results for our
society.
Key role of government
The government of each country has the
responsibility to set up good living and
working conditions for its citizens.
Together with the National or State
Banks the framework for electronic and
cash payments are set.
In order to fight against or prevent crime
on cash an active role of the state is nec-
essary to bring all stakeholders around
cash handling together.
Unfortunately we observe still lots of
very passive stakeholders, worst case
defending short term and egoistic objec-
tives.
Technical collaboration
Japanese companies have proven in the
past that collaboration in the area of
base technology is a major advantage
for all participants, even being very com-
petitive against each other in the sales
markets.
Today it would make a lot of sense that
ATM manufacturers work together in
the area of security base technology.
Today the threat to them is that no ATM’s
are sold anymore into risky markets.
Banks do not buy ATM’s today as they
did before. ATM sales numbers did drop
dramatically and world leaders in ATM
production are executing though cost
reduction programs.
On the other side Banks should satisfy
the basic need for the society to have
access to cash anytime. Cash that is even
more important in crisis times.
And it is a very expensive solution to
empty all ATM’s in a shopping mall in
Brazil and to refill the ATM’s again next
morning.
Breakthrough potential
The VILLIGER ATM solution with its elec-
tronic core part and the ink staining
mechanism could be deployed in any
existing multivendor environment. And
multivendor is very important. Not only
for banks, it is very important for an effi-
cient CIT operation.
Not working together, or even
worse against each other in the
past did cost the society billions of
dollars and euros.
Unfortunately we
observe still lots
of very passive
stakeholders, worst
case defending short
term and egoistic
objectives.

Peter Villiger in person
Peter Villiger is the main character at
VILLIGER SECURITY. He did found
the company 29 years ago and he is
the majority shareholder. His vision,
his experience and his genius nature
do impress people around the world.

Young days
Peter wanted to become a priest until
the age of 14. The reason was because
his uncle was a padre and his aunt is a
nun (today 97 years old) and at that
times it was a practice that one family
member becomes a priest. Good luck
Peter decided then to take the engi-
neering road. But preaching is somehow
in his blood and when he is convinced
about a new solution that does any-
thing good to the stakeholders of the
cash industry, he can preach like a priest
from the pulpit. Or he can get very pas-
sionate and angry if anybody prohibits
progress and innovation in the cash han-
dling industry. For example homologa-
tion procedures in some countries are
only protecting some suppliers, making
it difficult for customers to buy innova-
tive products at affordable prices.
Inventor of ink protection
The first cash case in the world with
ink protection was developed by Peter
Villiger in 1988. Up to then there have
been some cash cases in use with
smoke. And Peter already at that time
didn’t accept the negative aspects of
smoke and did launch the ink security
case, which is the world standard for
intelligent banknote neutralisation sys-
tems today (IBNS).
Peter invests all his energy, time and
money into his business future. He is
much more fascinated about a new
product prototype he did create over-
night than anything else. Ok, there is
one exception where Peter can forget
his business for a while, when he drives
his dragster style customised Harley
Davidson.
Peter is a visionary
Those who know Peter already, appreci-
ate his energy and his passion for cus-
tomer solutions that are better than
anything else in the market.
Nothing seems to him impossible. Peter
challenges industry issues head on.
Sometimes receivers of his messages are
at first taken back. After some thought
most understand Peter’s view, even if
some may not agree yet. Some years
later most agree.
IP protected by patents
Peter Villiger is very proud of all the
patents he made. These patents pro-
tect his inventions and the investments
of customers. For example the infrared
communication between cassettes and
checkpoint is one of the key inventions
and patents from Peter Villiger found
in many of the VILLIGER solutions. If
competitors copy Peter’s solutions they
may get a knock on the door sooner or
later.
