 Chartered Engineer and Member of the Institution of Civil Engineers with wide
ranging technical and managerial experience within the civil engineering industry
across private and public sectors. Member of the Chartered Institution of

Multi-Disciplinary Project & Commercial Management - Project management and
preparation of contract documentation for schemes involving multi-disciplinary input from
various specialist resources including building services engineers, architects and
environmental scientists . Preparation and approval of Project Execution Plans,
Communication Plans, Internal Works Orders and Technical Approval Documentation.
Primary auditee for external Quality Audits. Responsible for preparation of planning
applications, listed building consent applications, and building control submissions.
Preparation and organisation of pre-acquisition site surveys involving multi-disciplinary
inputs. Financial and commercial management including full responsibility for P&L,
preparation of fee proposals, fee negotiations, project forecasting and debtor management.
Highways, Traffic and Transportation - Development of business cases for major
Greater Manchester Combined Authority Growth Fund and Highway Agency highway
projects. Feasibility study, design, site supervision / monitoring, and project management
for major highway schemes including trunk road motorway extension, by passes and
urban relief roads. Preparation of procedural documentation for major highways schemes
including Line and Side Road Orders, Evidence for Inquiries, and Environmental

Statements. Development and administration of adoption agreements including Section
38,104 and 278, and liaison with highways and drainage authorities to obtain approval.
Design approvals and commuted sum negotiations relating to railway interface with
highway infrastructure including those related to Transport Works Act Orders. Preparation
of Section 8 Highways Act Agreements for joint highway authority schemes. Provision of
traffic and environmental (noise/air quality) evidence for public inquiries into major road
schemes. Design and contract administration for major highway schemes and multi-
modal transport interchanges. Design, assessment and maintenance of bituminous and
concrete pavements. Preparation of traffic impact assessments, traffic safety audits and
scheme cost benefit analyses. Local Authority governance and associated procedures
including Mayoral, elected member and MP briefings, consultation and stakeholder
communications management.
Bridges and Tunnels - Feasibility study, design, inspection, assessment, checking, site
supervision, CDM coordination, supervision and project management / procurement
related to new build, strengthening, maintenance, upgrades and demolition of steel,
concrete and composite bridges, viaducts and tunnels. Overall responsibility for design of
over 20 new bridges and assessment of 400 existing bridges and viaducts. Design of
tunnel cladding systems. and temporary structures required to support existing bridges
during refurbishment schemes. Preparation and sign off of Approval in Principle (AIP)
documentation.
Railways - Design, inspection, assessment and checking related to new build,
strengthening, and maintenance of bridges, railway structures and station improvements.
Designated Contractors Responsible Engineer (CRE) for major bridge assessment
programmes and station improvements. Responsible for preparation and approval of red
zone method statements and work package plans. Feasibility study, design, supervision
and assurance process for bridge assessments and station improvements. Preparation of
evidence for Transport and Works Act Order inquiries, and responsible for Highway
Authority control of Transport and Works Act Order interface with Network Rail.
Building, Industrial and Civil Engineering Structures - Feasibility study, design,
inspection, assessment, checking (including building regulations), site supervision and
project management related to a wide range of new build, refurbishment and demolition
projects including multi-storey offices, apartments, hotels, hospitals, industrial plants and
sewage treatment works. Involved in listed building and planning processes. Expert
witness.
Coast Protection and Maritime - Feasibility study, design, inspection, assessment,
checking, site supervision, planning supervision and project management related to coast
protection and maritime projects including harbour new build and modification schemes,
sea walls, coastal revetments, harbour quays / jetties, lifeboat stations, ferry terminals,
harbour access roads. Involved in preparation of harbour revision orders.
Development Infrastructure- Feasibility study, design, inspection, assessment, checking,
site supervision and project management related to adoptable and non adoptable
drainage and roads for commercial, nuclear and residential developments. Pre-acquisition
site appraisals, flood studies, and multi-disciplinary input associated with acquisition and
planning and for developments. Expert witness for technical disputes relating to drainage
and infrastructure issues.
Environmental – Project management and specialist input to preparation for
environmental impact statements and studies for development and highway schemes.
Preparation of noise and air quality calculations / assessments and associated public
inquiry evidence

2014 to date : Design Director, Capita Property & Infrastructure UK Ltd
Design Director primarily working within Capita's partnership with Salford City Council,
Urban Vision Partnership. Responsible for leading large multi-disciplinary project teams
working on Greater Manchester Combined Authority Growth Fund major projects
progressing through business case, design and implementation. Management of interface
with other highway authorities on shared schemes, and for Transport for Greater
Manchester liaison. Involved in client negotiations/ commercial agreements, operational
management, project delivery. Involved in consultations with City Council Councillors and
Members of Parliament, Stakeholders and members of the public including preparation of
briefing notes and publicity materials. Internal independent technical reviewer for complex
projects. Responsible for highway authority approvals associated with Network Rail
Transport and Works Act Orders ( Ordsall Chord ).Capita Technical Framework Manager
responsible for business development and for negotiating and tendering new and
