call Germany had been 
made up of many separate 
states, Prussia was the 
largest and strongest and 
united all these German 
states into the German 
Reich (empire). 
• From 1888 Kaiser Wilhelm II 
was in charge and he had 
a lot of power, he could 
appoint or dismiss the 
Chancellor and get rid of 
the parliament (Reichstag)
