• Statewide Funding
     – primarily funded by ratepayers
     – SBC, EEPS, etc.

• Services and On-Site Energy Analysis
• Pre-Qualified Consultants
     – Flex Tech and Multifamily Partners
• Services Initially Funded by NYSERDA
     – cost-sharing for expenses above $7,000
• Emphasis on Transition into MPP
     – projects encouraged to continue with additional
       NYSERDA services

Multifamily Performance Program (MPP)

• Launched in May 2007
     – MPP Version 4 was launched September ‘10
• Program for all 5+ Unit New and Existing Buildings
     – benchmarking
     – energy audit & energy reduction planning
• Participant and Partner Relationship
     – pre-qualified energy consultants work to develop a work scope
       detailing how the building will achieve a 15% source energy
       reduction target
• Advanced Modeling Techniques
     – thermodynamic modeling allows for accurate baseline and post-
       retrofit energy saving analysis

     – minimum of 15% source energy reduction projections
     – current annual, average for existing buildings post-retrofit: 25%

     – “building as a whole” approach

     – health and safety just as important as energy savings
• Compliance with Benchmarking Legislation

MPP Incentive Levels: Existing Buildings

                                      Incremental Incentive            $20 / unit (over 100 units)                  $10 / unit (over 100 units

          Incentive payable upon of the Energy Reduction Plan and associated documents, which must include documentation that the building has
             been benchmarked using the NYSERDA Benchmarking Tool. The list of required documents and additional information is located in
                                                              Program Guidelines Section 3.

INSTALL   PAYMENT #2                                                                                 $300 / unit
             Incentive payable at 50% construction complete, based upon a successful Program inspection. The list of required documents and
                                            additional information is located in Program Guidelines Section 4.

MEASURE   PAYMENT #3                                                                                  $300 / unit

             Incentive payable at substantial completion of construction, based upon a successful Program inspection, performance testing (as
           applicable), and verification of active utility accounts. The list of required documents and additional information is located in Program
                                                                       Guidelines Section 4.

INSTALL   PAYMENT #2                                                                               $1.00/ghsf*

          Payment upon approval of the Open-Wall Site Inspection. The list of required documents and additional information is located in Program
                                                                  Guidelines Section 3.

MEASURE   PAYMENT #3                                                                     $0.50/ghsf* minus 10% retainage

          Payable upon approval of the As-Built Energy Reduction Plan (Performance path projects only) and the As-Built Site Inspection.

          PAYMENT #4                                                                   10% retainage held from Payment #3

           Payable upon receipt of the Fuel Release Forms as detailed in the Participation Agreement. The list of required documents

  • 2. New York State Energy R&D Authority • Established in 1975 – administering energy efficiency & clean energy programs since the 1990s • Commercial, Industrial, and Residential Programs • Statewide Funding – primarily funded by ratepayers – SBC, EEPS, etc. 2

NYSERDA Benchmarking Services • Services and On-Site Energy Analysis • Pre-Qualified Consultants – Flex Tech and Multifamily Partners • Services Initially Funded by NYSERDA – cost-sharing for expenses above $7,000 • Emphasis on Transition into MPP – projects encouraged to continue with additional NYSERDA services 3

Multifamily Performance Program (MPP) • Launched in May 2007 – MPP Version 4 was launched September ‘10 • Program for all 5+ Unit New and Existing Buildings – benchmarking – energy audit & energy reduction planning • Participant and Partner Relationship – pre-qualified energy consultants work to develop a work scope detailing how the building will achieve a 15% source energy reduction target • Advanced Modeling Techniques – thermodynamic modeling allows for accurate baseline and post- retrofit energy saving analysis 4

Benefits of MPP Participation • Reduced Energy Costs – minimum of 15% source energy reduction projections – current annual, average for existing buildings post-retrofit: 25% • Reduced Operations & Maintenance Costs – “building as a whole” approach • Continued Affordability for Residents – protection against rising fuel costs • Resident Comfort – health and safety just as important as energy savings • Compliance with Benchmarking Legislation 5

MPP Incentive Levels: Existing Buildings AFFORDABLE HOUSING MARKET-RATE HOUSING PLAN PAYMENT #1 Base Incentive $5,000 / project $2,500 / project (projects up to 30 units) Base Incentive $10,000 / project $5,000 / project (projects from 31-500 units Incremental Incentive $20 / unit (over 100 units) $10 / unit (over 100 units Incentive payable upon of the Energy Reduction Plan and associated documents, which must include documentation that the building has been benchmarked using the NYSERDA Benchmarking Tool. INSTALL PAYMENT #2 $300 / unit Incentive payable at 50% construction complete, based upon a successful Program inspection. MEASURE PAYMENT #3 $300 / unit Incentive payable at substantial completion of construction, based upon a successful Program inspection, performance testing (as applicable), and verification of active utility accounts.
