This presentation compares over a large sample of countries from all regions of the world their comparative rankings in terms of e-Government and e-Participation using data from the United Nations. It shows that the possibilities for the participation of the people on government matters expand more than proportionately as governments adopt ICT technologies. This is an expected outcome since after governments apply ICT to comparatively more basic tasks, they tend to offer more online public services and develop capacities for a two-way communication with the people.
2. INTRODUCTION
• The following slides depict some data on the use of information and
communications technologies (ICT) in government
– The first refers generally to all government activities whereas the second focuses more
specifically on communications with citizens
– These uses or practices are denoted, respectively, as e-Government and e-Participation
in the usual terminology in which the prefix e- stands for “electronic”
• The slides were prepared with data from the United Nations Department
for Economic and Social Affairs (UNDESA), E-Government database
(http://www2.unpan.org/egovkb/).
– Slide one shows how countries advanced in the international rankings of e-Government
over the period 2005-2012.
– Slide two correlates the rankings on e-Government* and e-Participation
• As it can be seen, the higher a country ranks in e-Government, e-Participation is higher and
even proportionately more so
* The source uses in the two years under consideration the different expressions e-Govererment
Index and e-Services Index in reference to the same indicator. Consultations with the staff
confirmed that these are indeed taken as synonimous.
