Meeting in March 2022 to share the findings of the study
on the standardized guide for the formulation of NRP

CILSS is taking steps to get the process started

Some countries have already started to increase their
investments in FNS-oriented social protection

resources with programs
designed to reinforce

This recommendation and accompanying activities will be
implemented once the NRP formulation guide is validated.
R5 Be proactive and anticipate
crisis to avoid what might be
irreversible consequences
A regional meeting took place in September 2022 to foster mutual
understanding and cohesion and synergy between actors and
initiatives and to have a better understanding of the tools needed
to implement anticipatory measures.
R6 Develop specific strategies
and innovative instruments
adapted to conflict zones
- A Task Force on Earth Observation Products (POT) created
within the CH Technical Committee to steer the innovation
process of PREGEC instruments - A regional study on the
innovation of PREGEC instruments carried out in 2021 to feed
the reflection. - The revised Set of Instrument (Rec. N°11)
includes specific tools for hostile environments

R7 Strengthen the capacity of
States to lead the response
from planning to
implementation
- A framework for the assessment of the leadership of the states
in FNS has been validated;
- Burkina Faso has already conducted its self-assessment
exercise several other countries (Benin, Guinea, Mali, Senegal)
have launched their processes
R8 Implement transparent
oversight mechanism of the
NRP reforms
NRP monitoring mechanism is being implemented with CILSS
following up on the process with the countries; Some countries
have managed to set up their own monitoring system (Burkina
Faso, Niger, and Senegal).
R9 Intensify the appropriation of
the PREGEC Charter
ROPPA leads CSOs in setting up national citizen and
parliamentary oversight committees: Burkina Faso, Mali,
Senegal, and Chad

R10 Provide technical support to States in
order to reinforce the effectiveness of
the NRPs
Training courses for national experts and managers
have already been scheduled, the first of which took
place at the end of August 2022 in Abidjan
R11 Update the instruments for the
management of food and nutrition crisis
and disseminate and promote its
adoption
A revised version of the Set of Instruments already
validated. Edited available for dissemination as from
December 2022
R12 Align and better co-ordinate
interventions and provide country level
support which reinforces the states'
ownership and leadership
- The interactive database on FNS and resilience
projects reinforced (one thousand projects)
providing data for policy dialogue on coordination
- An urgent need to find the appropriate space for
policy dialogue on coordination and alignment.
