In many cities, mayors and city council members understand the economic research supporting the urban revival strategy that includes welcoming and attracting immigrants to buy old homes, start small businesses, repopulate declining neighborhoods and strengthen the tax base. Few, however, are willing to publicly acknowledge the research and help lead efforts to welcome and attract immigrants. Even as their cities and wards continue to progressively depopulate and decline. In Philly, Baltimore, St. Louis, and Dayton, mayors, city commissioners, and a county executive are changing that equation and embracing immigration. They know, as immigrant-rich cities like NYC and Chicago have long -known, that immigrants can help grow the economy, create new jobs, and revive strugggling neighborhoods.
