4. Objectives
Provide learning opportunities for
listeners who are out-of-school
youth and adults
Enable learners/listeners to acquire
equivalency in basic education.

5. Target Learners
All out-of-school youth and adults in the
communities within the project sites
 Completers of Basic Literacy Program
(BLP)
 Unemployed/ underemployed
 Elementary and secondary school drop
outs
 Industry-based and domestic workers
