CHALLENGES

 Huge station underground
 Difficult geological conditions
 Zones of poor rock quality
 Sensitive ground water conditions
 Foundation of existing buildings
 Crossing of three underground lines
 Logistics in the city centre
 Environmental impacts
 Risk & Safety
 Cost
WSP ASSIGNMENTS

 Pre-feasibility Study
 Feasibility Study
 Preliminary Design
− P-way, Structural Design, Rock Mechanics, Geotechnics, Canalizations, Water &
Sewage, M&E, Risk & Safety etc

 Detailed Design and Construction Documents
− Station Architecture, Structural Design, Rock Mechanics, Geotechnics, M&E,
Risk & Safety, Environmental, Water & Sewerage etc
 Partnering WSP – NCC – Swedish Transport Administration
THE BASIC IDEA OF PARTNERING

 Based on shared values and objectives creates client, contractor and the
designer an integrated project organization with clear incentives for all
parties. If the targets are met, a win-win situation is achieved for everyone.

 The project may be a creative environment with constant information and
knowledge exchange, leading to a more efficient design and construction.
The end product has a higher quality at a lower total cost.
DEVELOPMENT OF THE INDUSTRY

 The constant information and knowledge exchange, leads to commitment
and a learning environment in which all parties to develop and improve.
The common aim is always to make things "more efficient".
 This leads to the development of industry and gaining respect / trust in
society and future generations of society developers.
DESIGN IN COLLABORATION

 In partnering, the contractor actively participate in the designers work to
create construction documents for the selection of the design methods and
technical solutions as well as review and comment on the documents.

 This gives the contractor early a good understanding of the site and the
ability to add a "production thinking" in the design.
WHY PARTNERING IN THE CITY LINE PROJECT?

 Complex layout
 Complex connections with the underground lines
 User impact, noise, vibration, shutdowns
 Hotel
 Existing tunnels for cables and water & sewerage
 Cultural interests
 Overall, a very large risk exposure
WHY PARTNERING IN THE CITY LINE PROJECT? (cont.)

 The preliminary design was performed by three different consultant
companies with varying degree of completion.
 The conditions for the contract were not clear and contained numerous
  uncertainties and inherent risks
 Unclear requirements made it difficult to design rigorous and consistent
  construction documents
 In order to balance project risks and keep the option to continue optimization
and still obtain competitive tenders, the partnering model is a prerequisite.
BENEFITS OF PARTNERING

 Early start of construction of large complex projects with built-in risks or
  uncertainties
 Possible to process / optimize / streamline during construction
 Learning and development process
 All three parties feel a shared responsibility for the construction documents
DESIGNING FOR A MORE EFFICIENT PRODUCTION
IN THE CITY LINE PROJECT
Success factors:
 Important to man with the right resources. The whole concept of partnering
is based on mutual trust. If we don’t have trust, the cooperation will be
  difficult.
 The client must have a competent design manager with mandate to make
decisions and has experiences from production.
 Good and clear communication with the audit organization and supervisory
  parties.
 The contractor's design developer must have experience in both design and
  construction.
 If the planning and production are carried out in parallel, careful attention
should be paid coordinated delivery and production schedules.
DESIGNING FOR A MORE EFFICIENT PRODUCTION IN
THE CITY LINE PROJECT
Continued ..... Success Factors:
 Construction documents, which only present requirements and / or clarify the
requirements in relation to the recommendations.
 Transparency and teamwork between the parties is of utmost importance.
Individuals who can not make it, must be replaced.
 Informality in collaborative problem solving. Hard to call, but important to get
  an optimal technical solution.
 Co-location simplifies the daily information and knowledge exchange. The
extent of this co-location will be dependent on the type of project.
 Useful tools were developed and established, e.g. drainage strategy,
  grouting strategy and intrusion
DESIGNING FOR A MORE EFFICIENT PRODUCTION IN
THE CITY LINE PROJECT
Continued ..... Success Factors:
 Surrender meetings, where the designer presents the documents and clarify
  the essential requirements and risks.
 Adding a lot of energy on communicating the message of collaboration in the
  mission early in the project.
 The management of the assignment and the Project management must
accept the interaction message to 100%.
 Collaboration efforts must support the need for production planning must be
  gradually revised.
 Designing has been conducted according to the “Observation method” EN
1997-1 (Eurocode 7). This approach provides maximum leverage in this
  approach "design in collaboration“.

  • 23.
  • 24.
  • 34. CHALLENGES  Huge station underground  Difficult geological conditions  Zones of poor rock quality  Sensitive ground water conditions  Foundation of existing buildings  Crossing of three underground lines  Logistics in the city centre  Environmental impacts  Risk & Safety  Cost
  • 35. WSP ASSIGNMENTS  Pre-feasibility Study  Feasibility Study  Preliminary Design − P-way, Structural Design, Rock Mechanics, Geotechnics, Canalizations, Water & Sewage, M&E, Risk & Safety etc  Detailed Design and Construction Documents − Station Architecture, Structural Design, Rock Mechanics, Geotechnics, M&E, Risk & Safety, Environmental, Water & Sewerage etc  Partnering WSP – NCC – Swedish Transport Administration
  • 36. THE BASIC IDEA OF PARTNERING  Based on shared values and objectives creates client, contractor and the designer an integrated project organization with clear incentives for all parties. If the targets are met, a win-win situation is achieved for everyone.  The project may be a creative environment with constant information and knowledge exchange, leading to a more efficient design and construction. The end product has a higher quality at a lower total cost.
  • 37. DEVELOPMENT OF THE INDUSTRY  The constant information and knowledge exchange, leads to commitment and a learning environment in which all parties to develop and improve. The common aim is always to make things "more efficient".  This leads to the development of industry and gaining respect / trust in society and future generations of society developers.
  • 38. DESIGN IN COLLABORATION  In partnering, the contractor actively participate in the designers work to create construction documents for the selection of the design methods and technical solutions as well as review and comment on the documents.  This gives the contractor early a good understanding of the site and the ability to add a "production thinking" in the design.
  • 39. WHY PARTNERING IN THE CITY LINE PROJECT?  Complex layout  Complex connections with the underground lines  User impact, noise, vibration, shutdowns  Hotel  Existing tunnels for cables and water & sewerage  Cultural interests  Overall, a very large risk exposure
  • 40. WHY PARTNERING IN THE CITY LINE PROJECT? (cont.)  The preliminary design was performed by three different consultant companies with varying degree of completion.  The conditions for the contract were not clear and contained numerous uncertainties and inherent risks  Unclear requirements made it difficult to design rigorous and consistent construction documents  In order to balance project risks and keep the option to continue optimization and still obtain competitive tenders, the partnering model is a prerequisite.
  • 41. BENEFITS OF PARTNERING  Early start of construction of large complex projects with built-in risks or uncertainties  Possible to process / optimize / streamline during construction  Learning and development process  All three parties feel a shared responsibility for the construction documents
  • 42. DESIGNING FOR A MORE EFFICIENT PRODUCTION IN THE CITY LINE PROJECT Success factors:  Important to man with the right resources. The whole concept of partnering is based on mutual trust. If we don’t have trust, the cooperation will be difficult.  The client must have a competent design manager with mandate to make decisions and has experiences from production.  Good and clear communication with the audit organization and supervisory parties.  The contractor's design developer must have experience in both design and construction.  If the planning and production are carried out in parallel, careful attention should be paid coordinated delivery and production schedules.

Success Factors:  Construction documents, which only present requirements and / or clarify the requirements in relation to the recommendations.  Transparency and teamwork between the parties is of utmost importance. Individuals who can not make it, must be replaced.  Informality in collaborative problem solving. Hard to call, but important to get an optimal technical solution.  Co-location simplifies the daily information and knowledge exchange. The extent of this co-location will be dependent on the type of project.  Useful tools were developed and established, e.g. drainage strategy, grouting strategy and intrusion
  • 44. DESIGNING FOR A MORE EFFICIENT PRODUCTION IN THE CITY LINE PROJECT Continued ..... Success Factors:  Surrender meetings, where the designer presents the documents and clarify the essential requirements and risks.  Adding a lot of energy on communicating the message of collaboration in the mission early in the project.  The management of the assignment and the Project management must accept the interaction message to 100%.  Collaboration efforts must support the need for production planning must be gradually revised.  Designing has been conducted according to the “Observation method” EN 1997-1 (Eurocode 7). This approach provides maximum leverage in this approach "design in collaboration“.
