The historyof the UnitedStatesCoastGuard goesback to the UnitedStatesRevenue CutterService,
whichwasfoundedon4 August1790 as part of the Departmentof the Treasury. The Revenue Cutter
Service andthe UnitedStatesLife-SavingService were mergedtobecome the CoastGuardper which
states:"The Coast Guard as establishedJanuary28,1915, shall be a militaryservice andabranch of the
armedforcesof the UnitedStatesat all times." In1939, the UnitedStatesLighthouse Service was
mergedintothe CoastGuard. The CoastGuard itself wasmovedtothe Departmentof Transportationin
1967, andon 25 February2003 it became partof the Departmentof HomelandSecurity.However,
