The regulatory and institutional framework for public-private partnerships (PPP) is currently
under review in Turkey. Works and services concessions form an important part of PPP
operations. In the European Union, their procurement is now regulated by the Concessions
Directive, while other directives regulate public contracts in general.
The provisions of the Concessions Directive and the lessons learned from applying them in the
European Union would be an important point of reference for helping ensure the successful
development of PPP operations in Turkey.
In co-operation with the PPP Department of the Ministry of Development, SIGMA is therefore
glad to hold a an informal workshop on the theme of “The EU’s Concessions Directive and
examples of its implementation in Europe”.
