This document provides an agenda for a workshop on technical specifications in public procurement for members of the State Appeals Commission for Public Procurement and the Public Procurement Bureau in Skopje, Macedonia. The workshop will introduce participants to the European Court of Justice's approach to technical specifications and include case studies and exercises on properly drafting technical specifications in compliance with EU directives and case law. Presentations will cover the role of the ECJ, technical specifications under Directive 2004/18/EC, incorporating social and environmental issues, and technical specifications under the updated 2014 directives. The workshop aims to develop participants' practical skills for analyzing procurement cases and preparing legally sound decisions.

Objective
SIGMA has designed a further practical workshop for members of the State Appeals
Commission for Public Procurement and the Public Procurement Bureau aimed at developing
the practical skills needed for handling procurement cases, analysing cases and preparing
decisions. The workshops, built around EU case-studies, will be focused on practical aspects of
the work of procurement review bodies.
The following agenda may be adapted on the day to reflect the needs of the participants at the
event.
