Energy Modeling
Background
- 4. ©ITRI. Industrial Technology Research Institute 11th Asian Seminar in Regional Science
Under Taiwan’s national energy goal:
20GW of PV installation by 2025
of which 4GW in Fishery and
Electricity Symbiosis system
(aquavoltics), accounted for ¼ of current
fish farms
Transition to low-carbon electricity system
Multi-use solar due to land scarcity
Fishery and Electricity Symbiosis system:
achieve energy transition while remaining the
original function of the fish farm

Background
- 5. ©ITRI. Industrial Technology Research Institute 11th Asian Seminar in Regional Science
Existing land use plan and regulations:
Environmental Impact Assessment (EIA) is
only required for renewables > 2,000kW or
locating on protected wetlands
Traditional location-based assessment for
centralized power plant, such as a thermal
power plant or site for nuclear waste
storage → → Suitable zones and risk
screening for decentralized renewable
energy projects on a national or regional
scale
Concerns from the public and NGOs on
impacts on ecological habitat and the
landscape
In search for a spatial planning
approach for the renewables

Originally advocated by environmental NGOs
The shaping of the policy involves a lot of cross-government discussions, multi-
sector collaboration from fishery industry and solar energy, consultation with
NGO partners and experts, and interdisciplinary knowledge of environmental
and social science.
A procedure that combines information through local community engagement,
geospatial and biodiversity data, expert working groups and field surveys.

• Location of public facilities
• National spatial planning & urban planning
• The potential impact to the public facilities
(3) Economy and livelihood
• The potential impact on fish farm
production
• Employment opportunities from
aquavoltaics
(4) Social relationship
• Indigenous people or local communities
• Space related to celebrations, festivities,
religious practices, or other local activities
(e.g. pilgrimages, flower festivals)
• Tenants, landlords and other stakeholders
of fish farm

Methodology

- 17. ©ITRI. Industrial Technology Research Institute 11th Asian Seminar in Regional Science
1. This rapid-screening procedure, concerning environmental and
social aspects, provides a spatial approach for early-planning for
renewables to achieve the national goal.
2. Data and opinions were transformed into measurable results and
categorized zones with levels of impact.
3. These results would then be identified as environmental and social
issues, providing guides for PV projects on siting, planning,
construction, operation and decommission.
Results and Discussion
17
- 18. ©ITRI. Industrial Technology Research Institute 11th Asian Seminar in Regional Science
Future works
1. Provide educational training for environmental and social
consulting industry, local governments, and solar industry on
conducting the assessment
2. The long-term impacts shall be monitored continually and
carefully
Challenges
1. Could it become a modular design for other types of PV (such
as: Agrivoltaics)
2. Are there other solid approaches for social impact inspection?
3. Suggestions on integrating spatial perspectives to the planning
of the energy transition?
