1. One objective of this questionnaire is to understand how effective past World Bank Group
engagement in fragility, conflict and violence contexts has been. What are your views? Do you
have any examples you can share?
At personal level I believe Nepal has been in a conflict zone from past few decades. From the monarchy
to democratic system, the country has suffered the result of weak leadership and management. The
country may be called democratic but at grassroots level people still do not have access to information,
education and their rights.
In context of World Bank Group engagement in fragility, conflict and violence,
1. I think there needs to be more focused interventions and collaboration among the various
projects running as there are similar project running and they are not collaborating.
2. The Women call center project has been a great success and can be, but it lacks major social
media intervention. If people do not know about the call center, then there is limited
engagement. so I suggest more intervention towards social media promotion for the availability
and dissemination of information.
3. Surveys and research: The surveys and Research needs to be highlighted and further processed
through various channels. Nepal may be a Democratic country but when it comes to people’s
voices and choices, they are always sidelined so grassroots surveys and research are not just
base of policy but are a source of developing values. These needs to be highlighted with further
strategy to create action and strategy for implementation in the running projects.
4. The fight VAW Project has just been a geo nod hosting project of showcasing data. It needs to be
collaborated and integrated with other efforts running like the call center and other research so
that it can be collaborated. Though the call center number is mentioned but is barely visible in
the website. Basically, the project showcasing and highlighting the organization efforts and I see
it as tool of the developing organization for luring funds. The most important thing to notice is
language barrier ……..
If knowledge is scatted it is of no use. Knowledge needs to be identified and organized so that
policy and values can be created
5. I would strongly suggest capacity building and awareness at policy level specific for the coming
leaders and bureaucrats
I applaud the work done by world bank but if the work done at individual level is showcased at
individual level with English a language and various other variation how can people correlate. The
barriers I see is

“The Strategy will help to define the contours of fragility, conflict, and violence based on an understanding
of the complexity and diversity of situations on the ground and it will establish a typology that can guide
interventions and policy changes.”
I think the approach mentioned is very dynamic and clear about developing specific values for
interventions but it needs certain clear guidelines in terms of how these economy will reacts to the
change and values of equality.
Right now, in a lot of the VDC of Nepal due to the local NGOs and INGOs vested interested groups have
been created. These groups are idealized for specific tasks and approached for specific work which
needs to be monitored at local level as well. As they are creating a lot of individual nuisance of spread
the values disseminated by the specific organization.
Climate change has been a major problem in Nepal and the agriculture is hugely hit by the problem.
During the adaptation process a lot of the NGOs and INGOs lobbied the project of ecotourism and smart
agriculture but in one of the interaction program I came to know from a friend that when an expert tried to
talk about a mitigation strategy of how Climate change is effective in terms of few crops yielding fast and
less pesticide, he had to withdraw the conversation due to the vested interest group voice. This sort of
tendency of easy availability of resources and adaptiveness can create a draw back with FCV projects.
FCV projects are more focused with resources management and collaboration so sustainability and
individuality need to be prioritized as per region and geography.
3. What is your view of the Strategic Areas of Engagement identified on page 7 of the Concept
Note? Are there additional areas you think should be considered?
The Strategic areas of Engagement mentioned are actioned oriented and are very practical. First, we
need to search and allocate the values with the standards of human rights. Then the adaptation process
can coexist with individuality. Certainly, in the first area the role and scope of youth and leadership
should coexist with adaptation process which then can be collaborated further to create better action
strategic plans.
4. What is your view of the 4Ps outlined on page 10-12 of the Concept Note to enhance the
effectiveness of the World Bank Group’s operations in fragile and conflict-affected settings? Are

there any additional areas you think should be considered?
I would like to add one more P that is practice. In most of the past projects that I have witnessed, a lot of
the organizations are under pressure with the funds and reports that they failed to collaborate the social
practice. Practice at time of crisis is a huge strategy which conditions the objective and approach.
Practice can be an issued of adaptation and mitigation where sustainability is a question of approach.
5. Do you have any views or recommendations as to how the World Bank Group can best position
itself as an integral part of the international community’s efforts to promote peace, stability, and
prosperity in fragile and conflict-affected settings?
World Bank Group is a Pristine organization working towards the standardization and vitality of creating
a harmony among the various stakeholder of Development sector. It must be very clear about its
communication strategy and must collaborated with technology. World Bank group needs to prioritize
standards by localizing the resources and further implementing the resource and knowledge to create
broader collaboration in a sustainable way. I highly suggest more interventions in youth leadership and
awareness campaign with social media intervention in its communication strategy.
6. An objective of this questionnaire is to explore potential new areas of World Bank Group
support in fragile and conflict-affected settings. Do you have examples of innovative approaches,
policies and programs, whether in the public or private sector?
I think in Asia pacific the culture of people is to learn, listen and respect but they have barriers in
collaboration, standardization, adaptation and mitigation. World Bank needs to adopt the various new
approach of youth and technology. World bank can have an awareness Youth tube to raise awareness
and create awareness and capacity building campaign. It needs to identify its core value of
communication and work towards creating a visibility of how it can maintain its reputation as well as
creating impact in the developing world.
Similarly, during the earthquake in Nepal Social media were accessed hugely and were used as the best
medium of communication despite the network break down. Likewise, in Sri Lanka after the Bombing
attack the social media and network has been shut down by the government. The world Bank needs to
explore the possibility of Social media in crisis so that it can further exploit the possibility of fragile and
conflict-affected settings. Only then we would be able to understand the nature of how we can adapt.
7. How can the World Bank Group be more effective in helping leverage the private sector to
address challenges in fragile and conflict-affected settings?
Private sector is more engaged with its primary objective of achieving organizational goal. So it needs to
be tweaked at the stakeholder level of the community, it has its CSR which can be an effective tool of
motivation and collaboration. Private sector specially in developing nation have limited knowledge and
awareness so first there needs to be a defined communication bridge which then can be collaborated in
a broader mission and vision.

8. Do you have any suggestions or recommendations for ways to best measure the impact of
development projects and programs in situations of fragility, conflict and violence?
I think the impact of development projects and program cannot be evaluated by number of projects
implemented or running. It needs clarity in terms of how people behave and the values that they have.
Their changing values and perception of seeing situations of fragility, conflict and violence determines the
impact. Consultation with limited expert can be an easy way out but creating a better matrix of values,
adaptability, mitigation and action can give a more focused result.
