About HKMU
• Hong Kong Metropolitan University (HKMU),
formerly The Open University of Hong Kong, was
stablished by the Government in 1989 as

About HKMU
The logo has a simple and clear design, using the letters “M” and “U”
from the abbreviation of the University title.
“M” stands for “me”, which represents students, while “U” means
“you”, which refers to everything surrounding the students, including their
peers, teachers, community and society.
HKMU serves as a platform connecting “me” and “you” and contains

Features of Distance Learning Programmes
Our PT(DL) undergraduate programmes allows students to achieve master’s degree, honours degree or
an ordinary one, while in some disciplines we offer programmes leading to Associate Degrees, Higher
Diplomas, Diplomas and/or Certificates.

• HKMU awards are well recognized locally and internationally.
• Whether the study mode is face-to-face or distance learning,
programmes are listed on the HK Qualifications Register (QR).
• Our Bachelor's and Master's Degree are at QF Level 5 and 6
respectively.

Registration Value/ Credit System
used in HKMU
● The registration value of a course is the credit value of the course divided by the number of terms it
takes to complete. It is an indication of a student’s study load.
● For example, a 20-credit course of two terms’ duration has a registration value of 10, while a 5-credit
course of one term’s duration has a registration value of 5.
● For continuing students, the maximum is 30 (under 5-credit system) or 24 (under 3-credit-unit system).

● The following formula illustrates how the registration value is calculated:
Registration value = credit value ÷ no. of terms it takes to complete the course.
For example:
A 20-credit course of two terms’ duration has a registration value of 10, i.e. 20 ÷ 2 = 10
A 5-credit course of one term’s duration has registration value of 5, i.e. 5÷1 = 5
● Prior approval is required from the Dean of the School concerned in order to exceed these limits.

• The Lee Shau Kee School of Business and Administration will offer
programmes and courses under both the 5-credit and the 3-credit-
unit systems in the 2022 Autumn Term. All other schools will offer
only programmes and courses under the 5-credit system in the
2022 Autumn Term.
• Under the Academic Reform, the University's curriculum is being changed from the
current 5-credit system to a 3-credit-unit system.

Academic Reform
• To align the credit system of HKMU courses with that of
most local and overseas universities.
• To introduce the University’s core curriculum
requirements, providing common learning experience for
undergraduate students.

Academic Reform
• The course content and requirements of the 5-credit system and the 3-credit-unit system are different,
and credits from the two systems are not directly interchangeable.
• Generally speaking, students are only required to follow the programme regulations of their respective
programme and complete the relevant graduation requirements before the stipulated dates, and are not
affected by the academic reform.

• The current 5-credit system degree programmes will continue to be offered for 5 years.
• The 5-credit system will still apply to new students enrolling in 2022 Autumn Term, but this will be the
last cohort for the 5-credit system.

Check the “Programme Regulations” to
understand the credits and courses that are
required for graduation.
Read the “Recommended Course Enrolment Plan” in conjunction
with the “Programme Regulations” and your course completion
record to identify the courses that you still need to complete for
graduation.
Based on the “Course Presentation
Schedule” and presentation schedule of
other courses for free choice or elective
credits, plan to enroll and complete the
courses you need before the last
conferment.
Use the Study Plan Template to fill in your term-by-term course
enrolment plan till completion of the programme.

adjust your study plan towards graduation as necessary

Advanced Standing/
Credit Transfer
Advanced Standing/ Credit Transfer
• Advanced Standing (also known as credit transfer) deals with the recognition of prior
learning achievements.
• Successful advanced standing applicants will be awarded transfer credits for their previous
academic attainments. These transfer credits may be counted towards the requirements for
an HKMU award.
• In this way, the time required for the completion of an HKMU programme may be shortened.
There are 3 types of credit transfer under the advanced standing
scheme:
•General Credit Transfer(GCT)
•Specific Credit Transfer (SCT)
•Block Credit Transfer (BCT)

• The "Distance Learning Student Handbook" for the 22/23 academic

Programme Structure, Study Load
and Advice on Course Selection
• Each course is assigned a level (including Pre-Foundation, Foundation, Middle, Higher, Higher (Honours),
and Postgraduate level).
• Courses will normally run for one or two terms and the first digit of the course code generally indicates the
level of the course.
• You can obtain your award upon accumulation of enough credits at the appropriate levels as prescribed.

1st digit Level of course
0 Pre-foundation: These courses are designed as primers for higher education. They have no
prerequisites. They are especially suitable for new students. These courses may be counted
towards sub-degree programmes but not degree programmes. Some courses have no credit
value attached to them. The course code of these courses also starts with ‘0’.
1 Foundation: These courses have no recommended prerequisites. They are the entry level
courses for students wishing to study for a degree. They are especially suitable for new
students.
2 Middle: These courses may have recommended prerequisites at the Foundation level.
3 Higher: Normally, these courses will have recommended prerequisites. In order to obtain a
degree, a student must complete courses at this level.
4 Higher (Honours): Normally, these courses have recommended prerequisites and are
prescribed as part of the requirements for an Honours degree.
8 or 9 Postgraduate: These are courses offered under a Postgraduate Certificate and Diploma,
Master’s or Doctorate Degree.

• In general, you are expected to study between 15 to 20 hours a week for a 20-credit course.
• Before registering for a course, please carefully examine your circumstances and assess whether you can
fulfil the requirements of the course.

• As a part-time distance learning student, you have the flexibility to manage your own
study pace.
• If you are a new student studying a part-time distance learning programme, we advise
you to start with a course of Pre-Foundation or Foundation level. Courses at these
levels are designed to help you re-establish good study habits.
• You should make reference to the respective programme regulations each time before
course enrolment to ensure that sufficient and appropriate credits are obtained to fulfill
the programme requirements.

Advice on Course Selection
• Once registered, you are entitled to take courses in future terms. Continuing students
(except for graduates of the University and LiPACE higher diplomas) applying to a
programme with entry requirements shall pay the application fee.
• Registration will normally be processed on a first-come, first-served basis. The
University will try to accommodate as many students as possible. As quota for some of
the courses is limited, students are advised to submit their applications as early as
possible.
• Students are not allowed to re-register for a course that they have already passed. This
includes courses with changes in course codes or have its counterparts presented in the
face-to-face mode.
• If two courses contain a lot of common materials, they will form an excluded
combination. Only one of the courses will be counted towards a single award. For
details, please refer to http://www.hkmu.edu.hk/excluded-combinations.

Change of programme of study / course registered
• Students may change their programme of study during the course of their studies online
via MyHKMU of the HKMU website (Current Students) or using Form R-CP.
• If you wish to change to a part-time (distance learning)/postgraduate programme with entry
requirements, applications must be made via Form R-CP and the application fee must be paid
(except for graduates of the University and LiPACE higher diplomas).
• Students may also change the course they have registered for. However, applications for
a change of registered course are limited to courses offered in the same term and the course
changes should normally be on a one-to-one basis.
• Students who wish to change their courses after registration must apply using Form R-CC and
pay an administrative fee. Applications will be considered on a case-by-case basis. Applications
should be made as early as possible.

Assessment and examinations
 Your course materials will indicate the number of course assignments as well as which
assignments should be completed for assessment purposes and which are for teaching purposes
only.
 Certain assignments or projects are considered especially important and may be specified as
‘necessary for assessment purposes’.
 You will also be informed of the weighting of each assessment component (e.g., assignments,
assignments (multiple choice), projects, dayschool, examination).
Assessment and examinations
The Award of Course Results
Course results are determined by an Award Committee appointed for each course and
then endorsed by the School Board. The course grading scheme is as follows:
• The course grade is mainly determined by the overall course
score (CS) yet students are normally required to obtain a
minimum in both overall examination score (OES) and overall
continuous assessment score (OCAS) set by the University in
order to obtain a Pass result.
• To be awarded a particular course grade, students must meet
the minimum CS set by the Award Committee.
• A student must have achieved the OES resit threshold score
set by the Award Committee in order to resit an examination.
• In determining the resit threshold score, the Award Committee
makes a judgment on the likelihood of a student being able to
improve their performance sufficiently to pass at the next
attempt. From an academic point of view, students who fail to
achieve this minimum level will need to retake the course.

• The University uses a variety of teaching media, including print and online materials, to meet the needs
of students. The University is currently expanding its electronic teaching materials to facilitate mobile
learning.
• Some courses are supplemented by television programmes. These programmes are accompanied by
course materials and are usually broadcast regularly during the school year on TVB Pearl. The television
broadcast schedule will be emailed to students at the beginning of the semester.

  • 8. Our PT(DL) undergraduate programmes allows students to achieve master’s degree, honours degree or an ordinary one, while in some disciplines we offer programmes leading to Associate Degrees, Higher Diplomas, Diplomas and/or Certificates. What is Distance Learning (DL)?

Recognition of Distance learning programmes • HKMU awards are well recognized locally and internationally. • Whether the study mode is face-to-face or distance learning, programmes are listed on the HK Qualifications Register (QR). • Our Bachelor's and Master's Degree are at QF Level 5 and 6 respectively. What is Distance Learning (DL)?
  • 10. 3 10 Registration Value/ Credit System used in HKMU
  • 11. ● The registration value of a course is the credit value of the course divided by the number of terms it takes to complete. It is an indication of a student’s study load. ● For example, a 20-credit course of two terms’ duration has a registration value of 10, while a 5-credit course of one term’s duration has a registration value of 5. ● For continuing students, the maximum is 30 (under 5-credit system) or 24 (under 3-credit-unit system).   • 12. ● The following formula illustrates how the registration value is calculated: Registration value = credit value ÷ no. of terms it takes to complete the course. For example: A 20-credit course of two terms’ duration has a registration value of 10, i.e. 20 ÷ 2 = 10 A 5-credit course of one term’s duration has registration value of 5, i.e. 5÷1 = 5 ● Prior approval is required from the Dean of the School concerned in order to exceed these limits. Registration Value/ Credit System used in HKMU Credit System 5-credit system 3-credit-unit system • The Lee Shau Kee School of Business and Administration will offer programmes and courses under both the 5-credit and the 3-credit- unit systems in the 2022 Autumn Term. All other schools will offer only programmes and courses under the 5-credit system in the 2022 Autumn Term. • Under the Academic Reform, the University's curriculum is being changed from the current 5-credit system to a 3-credit-unit system.

  • 17. • The course content and requirements of the 5-credit system and the 3-credit-unit system are different, and credits from the two systems are not directly interchangeable. • Generally speaking, students are only required to follow the programme regulations of their respective programme and complete the relevant graduation requirements before the stipulated dates, and are not affected by the academic reform.   • 18. • The current 5-credit system degree programmes will continue to be offered for 5 years. • The 5-credit system will still apply to new students enrolling in 2022 Autumn Term, but this will be the last cohort for the 5-credit system. Important information regarding the academic reform being implemented Follow these steps to plan your learning Academic Reform 1 3 2 4 Check the “Programme Regulations” to understand the credits and courses that are required for graduation. Read the “Recommended Course Enrolment Plan” in conjunction with the “Programme Regulations” and your course completion record to identify the courses that you still need to complete for graduation. Based on the “Course Presentation Schedule” and presentation schedule of other courses for free choice or elective credits, plan to enroll and complete the courses you need before the last conferment. Use the Study Plan Template to fill in your term-by-term course enrolment plan till completion of the programme. 5 Check updated “Course Presentation Schedule” each term before course enrolment and adjust your study plan towards graduation as necessary

Advanced Standing/ Credit Transfer • Advanced Standing (also known as credit transfer) deals with the recognition of prior learning achievements. • Successful advanced standing applicants will be awarded transfer credits for their previous academic attainments. These transfer credits may be counted towards the requirements for an HKMU award. • In this way, the time required for the completion of an HKMU programme may be shortened.

  • 29. • Each course is assigned a level (including Pre-Foundation, Foundation, Middle, Higher, Higher (Honours), and Postgraduate level). • Courses will normally run for one or two terms and the first digit of the course code generally indicates the level of the course. • You can obtain your award upon accumulation of enough credits at the appropriate levels as prescribed.   • 30. 1st digit Level of course 0 Pre-foundation: These courses are designed as primers for higher education. They have no prerequisites. They are especially suitable for new students. These courses may be counted towards sub-degree programmes but not degree programmes. Some courses have no credit value attached to them. The course code of these courses also starts with ‘0’. 1 Foundation: These courses have no recommended prerequisites. They are the entry level courses for students wishing to study for a degree. They are especially suitable for new students. 2 Middle: These courses may have recommended prerequisites at the Foundation level. 3 Higher: Normally, these courses will have recommended prerequisites. Advice on Course Selection • As a part-time distance learning student, you have the flexibility to manage your own study pace. • If you are a new student studying a part-time distance learning programme, we advise you to start with a course of Pre-Foundation or Foundation level. Courses at these levels are designed to help you re-establish good study habits. • You should make reference to the respective programme regulations each time before course enrolment to ensure that sufficient and appropriate credits are obtained to fulfill the programme requirements.   • 36. Advice on Course Selection • Once registered, you are entitled to take courses in future terms. Continuing students (except for graduates of the University and LiPACE higher diplomas) applying to a programme with entry requirements shall pay the application fee. • Registration will normally be processed on a first-come, first-served basis. The University will try to accommodate as many students as possible. As quota for some of the courses is limited, students are advised to submit their applications as early as possible. • Students are not allowed to re-register for a course that they have already passed. This includes courses with changes in course codes or have its counterparts presented in the face-to-face mode. • If two courses contain a lot of common materials, they will form an excluded combination. Change of programme of study / course registered • Students may change their programme of study during the course of their studies online via MyHKMU of the HKMU website (Current Students) or using Form R-CP. • If you wish to change to a part-time (distance learning)/postgraduate programme with entry requirements, applications must be made via Form R-CP and the application fee must be paid (except for graduates of the University and LiPACE higher diplomas). • Students may also change the course they have registered for. However, applications for a change of registered course are limited to courses offered in the same term and the course changes should normally be on a one-to-one basis. • Students who wish to change their courses after registration must apply using Form R-CC and pay an administrative fee. Course assessment scheme Assessment and examinations  Your course materials will indicate the number of course assignments as well as which assignments should be completed for assessment purposes and which are for teaching purposes only.  Certain assignments or projects are considered especially important and may be specified as ‘necessary for assessment purposes’.  You will also be informed of the weighting of each assessment component (e.g., assignments, assignments (multiple choice), projects, dayschool, examination).
  • 42. Assessment and examinations The Award of Course Results Course results are determined by an Award Committee appointed for each course and then endorsed by the School Board. The course grading scheme is as follows: • The course grade is mainly determined by the overall course score (CS) yet students are normally required to obtain a minimum in both overall examination score (OES) and overall continuous assessment score (OCAS) set by the University in order to obtain a Pass result. • To be awarded a particular course grade, students must meet the minimum CS set by the Award Committee. • A student must have achieved the OES resit threshold score set by the Award Committee in order to resit an examination. • In determining the resit threshold score, the Award Committee makes a judgment on the likelihood of a student being able to improve their performance sufficiently to pass at the next attempt.
