Some can even be installed into urban environment. Therefore, their deployment needs to be planned at a less centralized scale, closer from territories

Hydrogène industriel décarboné à 10% d'ici 2023 obj. de dév. de la mobilité hydrogène : 100 stations, 5000 véhicules utilitaires légers, 200 véhicules lourds 100M€ mobilisés dès 2019 pour déployer la filière Les mesures du plan hydrogène Créer une filière industrielle décarbonée N°1 : Fixer des objectifs spécifiques à l’hydrogène dans les usages industriels : - 10 % d’hydrogène décarboné dans l’hydrogène industriel d’ici à 2023 - entre 20 à 40 % d’ici 2028. N°2 : Mettre en place dès 2020 un système de traçabilité de l’H2, s’inscrivant dans le cadre européen en cours de discussion (révision de la directive relative aux énergies renouvelables). N°3 : Assurer la mise en évidence de l’impact environnemental de l’hydrogène dans la réglementation relative aux gaz à effet de serre, ce qui permettra de différencier l’hydrogène en fonction de son mode de production : Développer des capacités de stockage des énergies renouvelables N°4 : Lancer rapidement des expérimentations dans les territoires isolés. Les électrolyseurs sont en mesure d’apporter immédiatement des services aux réseaux électriques et un débouché supplémentaire au développement des énergies renouvelables. N°5 : Identifier les services rendus par l’hydrogène, pour leur donner une valeur. Pour la métropole continentale, RTE et ENEDIS auront pour mission d’identifier la valeur des services rendus au réseau par les électrolyseurs et les moyens existants ou à mettre en place pour valoriser ce type de service. N°6 : Identifier les besoins pour le stockage par hydrogène pour chaque zone non interconnectée. EDF SEI (filiale d’EDF dans les territoires insulaires) et l’ADEME sont chargées de caractériser pour chaque zone non interconnectée les services que peuvent rendre les électrolyseurs afin de permettre aux collectivités concernées de prévoir dans leurs programmations pluriannuelles de l’énergie des mesures et objectifs spécifiques concernant le stockage et l’hydrogène. N°7 : Déterminer les conditions techniques et économiques d’injection d’hydrogène acceptables pour les réseaux. Afin de préparer l’arrivée du procédé « power-to-gas » qui permet de procéder à la conversion de l’électricité issue des énergies renouvelables, les transporteurs et distributeurs de gaz devront déterminer ces conditions techniques et économiques. Un rapport intermédiaire est attendu pour la fin 2018. Développer des solutions zéro émission pour les transports routiers, ferrés, fluviaux, etc. N°8 : Déployer des écosystèmes territoriaux de mobilité hydrogène sur la base notamment de flottes de véhicules professionnels : - 5 000 véhicules utilitaires légers et 200 véhicules lourds (bus, camions, TER, bateaux) ainsi que la construction de 100 stations, alimentées en hydrogène produit localement à l’horizon 2023 ; - de 20 000 à 50 000 véhicules utilitaires légers, 800 à 2000 véhicules lourds et de 400 à 1000 stations à l’horizon 2028. N°9 : Accompagner le développement d’une gamme de véhicules lourds routiers mais aussi pour d’autres modes : bateaux, trains aéronautique. Des appels à manifestation d’intérêt utilisant les outils existants de soutien à l’innovation seront lancés. N°10 : Accompagner le déploiement de flottes territoriales, de véhicules hydrogène (camions, véhicules utilitaires, bus…), sur la base de l’hydrogène produit dans la phase d’amorçage industriel. N°11 : Lancer une mission parlementaire d’ici la fin du premier semestre 2018 notamment pour estimer la place de l’hydrogène dans le rail et identifier les verrous à lever. N°12 : Afin d’accompagner les projets, l’ADEME aura une mission de pilote pour l’Etat, consistant à orienter les porteurs de projets notamment pour les questions réglementaires ou de financement, de structurer et de piloter les déploiements d’écosystèmes hydrogène et d’assurer un rôle de mise en cohérence des sujets relatifs à l’hydrogène. N°13 : Poursuivre le travail important déjà réalisé pour clarifier la réglementation relative à la sécurité et à la prévention des risques. D’ici mi-2018, un cadre réglementaire spécifique pour les stations-services distribuant de l’hydrogène sera mis en place. N°14 : Instruire et accompagner la création d’un centre international de qualification - certification de composants H2 haute pression pour la mobilité routière, l’aéronautique, le maritime, le fluvial, le ferroviaire.
