The United Nations Security Council,
Reminding​ all delegates of the transnational threat of IS, whereby insurgents are operating in the
Sinai Peninsula in Egypt, and Iraq,
Reaffirming​ the necessity of collaboration between states and regional organizations in order to
improve the efficacy of peacekeeping,
Emphasizing​ the fact that the continued surveillance and AWACS (Airborne Warning and
Control System) will work in conjunction with global intelligence services to weaken extremist
groups that consistently challenge the security and wellbeing of humans and states,
1. Strongly recommends​ that UN Peacekeepers be deployed to restore stability and security
to all affected regions;
2. Authorizes​ the Arab League, the Gulf Cooperation Council, and the African Union to
operate in conjunction with and to contribute to the relevant peacekeeping force;
3. Proposes​ that the peacekeeping force consists of approximately 25,000 to 35,000
peacekeepers and be deployed to pacify all affected regions,
a. Deployment of peacekeeping forces will be contingent upon the approval of
relevant local governments,
b. The primary focus of the peacekeeping forces is to engage with IS and to keep the
civilians in the affected areas safe;
4. Encourages​ necessary airstrikes to only take place on IS controlled oil fields and
identified trade routes, in order to weaken the financial well­being of the terrorist group;
5. Emphasizes​ the construction of a unified United Nations framework under which nations
participating in the air intervention are able to cooperate freely, in regard to military and
intelligence resources;

2. 6. Urges​ for the Syrian Government, non­IS affiliated Syrian rebel groups, and any other
non­IS affiliated paramilitaries operating within Syria, Iraq and IS­affected regions to
immediately declare an unconditional ceasefire beginning as soon as the resolution comes
into effect;
7. Requests​ that all participating nations cooperate under the auspices of a United Nations
Security Council mandate;
8. Calls for​ all apprehended terrorists associated with IS or associated with the acts of IS to
be taken to the International Criminal Court and subject to justice by the court as brought
forward by member states;
9. Further invites​ the Security Council to sanction the implementation of a long­term
peacekeeping force under the auspices of the UNTSO in all affected regions to restore
regional and national security, rule of law and to facilitate the restoration of governmental
institutions and critical infrastructure,
a. The peacekeeping forces of UNTSO are not to engage with any Syrian
governmental forces once in Syria. The Syrian government will be prohibited
from engaging with any UN sanctioned peacekeeping forces;
10. Calls for​ transparent elections in collaboration with the current Syrian regime once they
regain control, to be supervised by Transparency International once the threat level of IS
has diminished as deemed by the UNSC and then:
a. Demand INTERPOL and the United Nations IS Sanctions committee to
investigate and sanction the Syrian government for relevant atrocities;
11. Decides​ to remain actively seized on the matter.
