Explain. * Political instability, weak government and institutional arrangement, corruption * inadequate resources/ capital- both human and economic * Political party vested interests- lack of capacity to deal with social concerns * Cost of infrastructure- geographical topography, demographic distribution * Lack of negotiating capacity at a regional level (in South Asia)

Reliable , equitable, accessible, affordable, citizen owned and sovereign energy sources, with effective regional cooperation and democratic representation at every level; with specific focus on remote and poor areas. Eliminating energy poverty, reducing social disparity without compromising the ability to adapt to future socio-economic, technological and environmental needs, and contributing towards poverty reduction.
