STEVE SINDIONG, AICP
Steve has worked as an urban and transportation planner for over 20 years, including eight
years as a senior planner for the City of Bellevue (Washington) Transportation Department, and
12 years in consulting. He holds a Master’s Degree in Urban Planning with a certificate of Urban
Design, and his work has focused on managing and conducting corridor, subarea,
comprehensive, non-motorized and transit planning, traffic impact assessments, and transit-
oriented development analysis. His work focuses on the evaluation of existing conditions,
development of near and long-term solutions or alternatives, alternatives evaluation, and project
recommendations. His urban design skills allow him to develop creative, “out of the box”
solutions supported by conceptual site plans and schematics. He has managed large projects
that required coordination with team members and sub-consultants. His use of Project Delivery
Systems, project team chartering and QA/QC have earned him a reputation for delivering high
quality projects on schedule and within budget. Steve has served on the City of Seattle’s
Southeast Design Review Board, the Seattle Citywide Neighborhood Council (CNC), and
currently serves (and formerly co-chaired) on the Southwest Seattle District Council. A

SE Redmond Pedestrian Spine (Redmond, WA) – Steve developed a concept for a
“pedestrian spine” for the City of Redmond, as part of the SE Redmond Area Transportation
Study. The pedestrian spine provides an improved linkage between the Bear Creek Park and
Ride lot, southeast Redmond commercial area and the future light rail station west of Redmond
Way. The pedestrian spine would be an attractive and convenient corridor focused on
pedestrian activity, and include wide sidewalks, landscaping, lighting, street furniture, bicycle
amenities, wayfinding and direct connections to adjacent land uses. The corridor could either be
combined with vehicular traffic, or separated from traffic. The development of this type of
corridor could benefit from zoning changes and development regulations to adjacent land that
would allow greater building densities, mixed uses, and reduced setbacks to encourage
pedestrian oriented uses and activities. A transportation grid could be developed within the
larger southeast Redmond commercial area, connected to the pedestrian spine, to provide
convenient linkages. It is assumed that infill development would need to occur over a phased
period in order to maintain parking needs for commercial uses. To provide safe and convenient
access to the future light rail station, a grade separated facility over Redmond Way is
recommended.

East Thea Foss Waterway Transportation Corridor Study (Tacoma, WA) – As part of this
study, Steve analyzed several options for connectivity to the Murray Morgan Bridge (a
deteriorated structure) between downtown Tacoma and the Thea Foss Peninsula. Options
included closing the bridge, rebuilding the bridge for vehicles, and maintaining the bridge for
non-motorized use only. The illustration prepared by Steve shows a conceptual design for a
non-motorized bridge, with trail connections to the shoreline esplanade, adjacent roads on the
peninsula, and a trailhead that would include bike lockers, restrooms, bicycle parking, public art,
wayfinding and an information kiosk and seating.

East Thea Foss Waterway Transportation Corridor Study (Tacoma, WA) – Steve managed
this study that was to analyze and develop a transitional transportation corridor system to
improve access, circulation, and functional separation between industrial and commercial/
tourist, as necessary, for the protection and enhancement of existing businesses and to
facilitate new economic opportunities in the study area. Traffic access and circulation
concepts/projects were developed for two long-term (year 2025) development scenarios (No
Murray Morgan Bridge / No SR 509 slip ramps; Operational Murray Morgan Bridge / SR 509 slip
ramps). Steve prepared a number of circulation concepts for each scenario, including the
above concept that includes a new road between E 15th Street and the Murray Morgan Bridge.
A preliminary design and planning level cost estimates were prepared for the recommended
solutions.

Bellevue Downtown Circulator Implementation Plan (Bellevue, WA) – Steve managed this
study for the City of Bellevue, that included a technical evaluation of a near term downtown
Bellevue circulator transit service. The study included an evaluation of various circulator
concepts and implementation approach. Steve identified several circulator options to serve
major activity centers within downtown Bellevue, the Bellevue Transit Center, and also
examined options that would serve Overlake Medical Center. Steve prepared the above graphic
to show how a circulator could be easily conveyed to the public. The City of Bellevue has begun
discussions with King County Metro to implement the circulator service, which would be partially
funded through the King County “Transit Now” Initiative.
