The fresh design prepared bythe design team for Grattan Gardensisbased on the conceptof“bringing
back the gardens” into Greville Street – a theme developed during the masterplan phase.
The park redesign is based on a reinterpretation of the original late 19th- early 20th Century
“gardenesque” layout of the gardens, while providing spaces for social interaction and informal
seating for the Prahran neighbourhood, serving contemporary needs and uses. Botanical interest
and diversity is central to the design ideas presented, following the nineteenth century and early 20th
Century ambition of curating a plant collection for the park that adds to a sense of public richness.
The current “symmetrical” order of a 7m wide path dividing 2 raised grass lawns and with only 3
tree species types has eroded the exuberance of the original garden and planting palette. There is
potential “delight” in diverse plantings which we believe are essential to any park experience.
The two existing Phoenix palms are not part of the original 19th century layout of the gardens. They
have probably already been transplanted once before, possibly as part of the current design. One
Palm was originally closer to Greville Street as seen in the photo below. The current symmetrical
design, framing an empty view, is akin to a domestic arrangement at a private house development or
suburban estate entry and does diminish and dominate the visual perception of the park today.
Functional issues:
The new design aims to provide equity of access up onto
a single grass terrace (this is not currently provided in
this area of the park).
This requires a ramped path edging the west side of
the park. The alignment of this path requires cutting
into and retaining the existing grades at its north and
south ends. Such a path cannot be located on the
east side due to existing electrical switching and pit
infrastructure on the NE corner. (It is undesirable to
land a ramped path in that area).
The existing NW palm is right against the alignment of the proposed ramped path edge wall and
requires relocation. Building a retaining wall against its swollen trunk base (bole) is not ideal due
to the scale of the current swelling and trunk, resulting in uncomfortable visual proximity (it will feel
too close). The palm requires a more generous space within a larger lawn area - hence the current
proposal to relocate to the SE area of the terrace. The edge to this pathway will be planted with new
Washingtonia robusta or Livistona chinensis palms and suitable understorey.
While we understand that Phoenix palms are very robust, a successful, diverse new planting for this
edge will be difficult to achieve horticulturally / aesthetically around the bole of the existing palm and
in elevation along the terrace edge and within the 2m cross section of the proposed garden. It will
feel ‘thin’ and too close to the wall system.
The current DD design drawings show planning that is not purely symmetrical. (Circular Planter sizes, forecourt
tree locations, catenary, non- ovoid grass shaping etc.) Retaining the symmetry of the existing palm locations
diminishes the potential of the new design and detracts from the long term potential of new plantings.
The proposed locations of the two Palms, one retained and one relocated establishes a larger plant scale on the
east side of the grass terrace with bold palm frond textures set against fine peppercorn foliage. The placement
allows the largest area of free grass space. The two palm specimens will become a linked pair of strong vertical
markers leading the eye and walkers off the forecourt, a kind of large scale pair of sentinels, inviting pedestrians
up to the terrace and the park beyond.

The Palm (in question) on leftofpicture istherefore proposed
to be relocated on the east side of park against the existing
line of peppercorns (right). The space between the existing
White Cedar trees and the Palm is minimal to achieve a
compliant path/ ramp.

This is an important design move, and will take away the
sense of the palms feeling like symmetrical ‘goal posts’ –
a dull arrangement that commands too much attention,
framing as it does and empty view. Relocating the palm to
a side view, will totally transform the sense of the park for
users, helping to invite a walk around rather than presenting
the view of empty space. The palms will present in side view,
asapair,deepeningthesenseofperspectiveandmaximising
the sense of length and extension of the green space. This
also allows fresh plantings on the west side, and a balanced
asymmetry in the best of the gardenesque tradition.
We feel this is a very important design issue, and is based on some central design principles for the revised park
design. Retaining the palm in its current location is definitely not recommended, and will diminish and stultify
the fresh design if it is left as is.
