2. Renewable Heat Incentive - changes
Degression announcement 1st December, applies 1st January:
5%... maybe 10%
Metering simplification
For “standard” metering you only need to
meter the eligible heat generated OR
the eligible heat use
“Multiple” metering is only when there is
ineligible heat generation AND
ineligible heat use
External pipework is ineligible heat use if
it is buried or not properly insulated, OR
any run is more than 10m and the total loss is more than 3% of heat output
Only need an independent metering report (IRMA) for “multiple” metering – but
the application process requires much of the same information

3. Feed in Tariffs – unclaimed subsidy
FIT subsidies unclaimed or underclaimed:
Renewable system disabled or never
commissioned
No FIT subsidy claimed despite
approved system
Expected performance not achieved
or maintained
For maximum subsidy tariff – the tariff
band is related to the building’s
Energy Performance Certification
grade

4. GHG reporting – Companies Act 2013
A legal requirement for
listed companies’ annual
accounts after September
30th this year
Local Authorities are encouraged by the Minister to
provide a compliant GHG report and are pulled in via
the “single list”
Allows use of emissions reporting from CRC or other
schemes
Extensive scope and international dimension

5. Mandatory energy audits/upgrades
The EU Energy Efficiency Directive 2012 to be
implemented by 2014 but details not yet finalised

energy management standard ISO 50,001
Upgrade of public sector property to Building Regulations
