Main functions:
 Direction, promotion and coordination of the different aspects involved in the implementa-
tion of COPOLAD, including: a) managerial work; b) ensure the evidence based orienta-

 Provision of technical and methodological support when needed.
 Shortcomings detection regarding execution (procedures, schedule) and search for ap-
propriate responses.
 Continuous evaluation of Programme’s consistency of actions.
 Systematize and report information about all processes involved in the Programme im-
plementation.
Promote the visibility of the Programme, including activities, achievements, and the role
of each involved country and institution.

Main functions: Together with the managerial aspects included in this post, part of the work

Some examples of drugs related projects developed in Spain:
 The set-up and implementation of a national Information System on Drug Abuse
Prevention (IDEA-Prevención). Funded by the Spanish National Plan on Drugs together with
the 19 autonomous communities integrating the Spanish State (1989-2003).
 Editorial work in the field of Drug Demand Reduction: editing scientific monographs,
guidelines, newsletters, glossaries and other specialized publications mainly
addressed to policy makers, experts and other professionals working in the field.
Funded by different institutions (Spanish National Plan on Drugs; Fundación de Ayuda contra
la Drogadicción,(FAD),and several autonomous communities in Spain).
 Design, management, development and evaluation of a smoking cessation programme
for health professionals working in the public sector in the Autonomous Community of
Madrid. Sponsored by the Official College of Physicians of Madrid, the College of Pharmacists
of Madrid and Ciba Geigy, SA. (1992-1993).
 External Adviser for the drafting and implementation of the tobacco control policy of
Navarra (Plan Foral de Navarra, Regional Decree 139/2003, of 16 June). Commissioned
by the Public Health Institute of Navarra
International work related to drugs policy development, performed from the direction of
CEPS:
 Responsible for the Spanish participation in the workplace project: Health Promotion at
the Workplace in Southern European countries (1991-1992). Together with: France, Italy
and Greece. Funded by the Directorate-General V (European Commission), and managed by
Greece.

 Project direction and management: European Prevention Assessment System,
EPAS, (1991-1993). A first attempt to assess the quality and level of development
of drug abuse prevention programs in the Member States of the EU. Developed in
the 12 countries of the European Union (at that time). The project had a counterpart in
each country. A project funded by the Secretariat General (European Commission)
Brussels, and managed by CEPS.
 Advisory support for planning the Agenda of seminars developed in the
framework of the European Drug Prevention Week, 1994 (Aachen). Organized by
the Bundescrentrale für gesundheitliche Aufklärung, Köln.
 Advisor for the development the PHARE Program to Reduce Drug Demand in
Central and Eastern Europe (1993-1995). A project funded by the DG XII (European
Commission) Brussels, and managed by the Consortium Intersalus-ABS.
 Director of the Comparative Study on Drugs Policies of the Member States of the
European Union (1994-1995). Commissioned by the Secretariat General (European

 Drafting the initial proposal for the creation of a European Information System

Unidad de Tratamiento del Tabaquismo. It was the first public Smoking Cessation Unit
ever stablished in Spain. Initially –since 1981– I create it as part of my doctoral studies,

Main functions: Implementation and development of the first WHO’s European Action
Plan for Tobacco Control. The main tasks were related with promoting and enhancing
the first tobacco control policies ever developed in the different countries of the Region.
In this framework, an important task of this assignment was to promote networking and
cooperation between Member States of the European Region of WHO (39 countries at
that time).

By the end of the 70’s in Spain, there was a need to develop new public policy to
effectively face growing problems related to drug abuse. In this framework the
Directorate General of Public Health (Catalan Health Department), created a Working
Group FOR Drugs Policy development and implementation, research and editing of
reference publications and support materials.

Leadership skills have been proven through the work described above (please see the different jobs
included in the section “WORK EXPERIENCE”). See also the teaching experience described below.
Regarding leadership and directive skills, some information can be added in relation to different type and
dimension of teams lead in different jobs:
 Direction of the pilot Smoking Cessation Unit (1981-1983). Creation of the Unit and direction of a
fellowship/ part time team: two psychologists, a medical doctor and a clerk.
 Direction of the Tobacco Treatment Unit (1985- 1988). Team: five psychologists, two medical doctors, two
nurses and a clerk.
 Direction of the Centre for Health Promotion Studies (1989-2003). Permanent staff: three psychologists,
two sociologists, two medical doctors specialized y public health, two computer specialists, two clerks, a
social graduate and one financial manager. In addition, CEPS work was completed by appointing external
experts/professionals providing services for specific tasks, research and other projects.
 Direction of the Executive and Coordination Body (ECB) of the COPOLAD Programme: one diplomat, one
economist, one lawyer, two graduated in social sciences, one accountable, two logistics professionals; plus
the appointment of different professionals/experts to develop activities or tasks required to achieve the

Experience in managing multilateral projects - processes control
In this arena my experience has developed through the work described above (please see the different jobs included
in the section “WORK EXPERIENCE”). Several projects included involving and coordinating with other institutions at
countries, as well as the start-up of new resources. In all cases leading projects subject to sharp schedules and
requiring annual external audits performed by different financing institutions. In this regard a special mention can be
made on three long-term projects:
 Management a national Information System on Drug Abuse Prevention (20 different public institutions, Spain
(1989-2003).
 Preparation, validation and pilot implementation of the European Information System of Drug Demand Reduction
Action EDDRA, set by the European Observatory on Drugs and Addiction (EMCDDA), (1999-2001).
 Direction of the Executive and Coordination Body (ECB) of the COPOLAD Programme (2011-2015).
