space agencies in the
world to combine
responsibility in nearly all
areas of space activity.
* Space science is a Mandatory programme,
all Member States contribute to it according
to GNP.

services, i.e. Earth Observation, Tele-
communications, Navigation, Launcher,
Technology, Operations, Human Space-
flight, Science, and Procurement.
• Representatives from 14 Member States
plus Canada
• In May 2017, Finland has taken the

_WS2017_Maurice_Borgeaud.pdf
• Guarantee traceability of user requirements in developing
new space solutions (Axis 1 and 2)
• User communities need to be more in the focus (Axis 3)
• Additional considerations for role of HAPS / RPAS,
autonomous vehicles
• Potential service areas to be supported by space building
blocks include car safety applications, unmanned
operations in the Arctic, monitoring of animals and fauna
• Potential infrastructure and technology suppliers,
operators and downstream users shall be mapped to the
proposed activities/scenarios
• Sustainable involvement of Nordic Countries industrial
capabilities
Next steps:
• ESATF meeting with Member States
in October 2017 to present the draft
Arctic Workplan
• ESATF meeting with Member States
in November 2017 in Finland to
finalise the Workplan activities

• Connecting remote places without terrestrial communications
• Transmission of secure information
• BLOS communication with RPAS/drones
• Applications requiring large bandwidth (lotx of data/information)
• Multicast / broadcast applications
• Back-up for terrestrial systems
When to utilise Space Assets (1)
SatNav:
• Positioning from GNSS:
- Correction data such as RTK allows centimetric precision
• Tracking of individual persons and goods
• Precise timestamping of events
• GNSS reflectrometry:
- Sea state measurements
- Wide-swath altimetry
• SAT-AIS for maritime applications
26. ESA UNCLASSIFIED - For Official Use ESA | 11/10/2017 | Slide 26
Earth Observation:
• Meteorology
• Optical / Radar / Infrared observations
But often complementary solutions are required
to fill potential observation gaps (resolution, revisit rate)
e.g. aerial imagery, field measurements.
Space borne observation
Airborne observation
In-situ observation
When to utilise Space Assets (2)
Human Spaceflight:
• ISS Platforms for testing new instruments/payloads
• Development of eHealth applications for astronauts.
• Robotics and Augmented Reality,
e.g. Tele-operation systems for maintenance support.

Prospects for small satellites market
source: www.euroconsult-ec.com/download-smallsats-extract
• Earth Observation will increase significantly (1.100 satellites)
4 companies plan to launch >970 satellites: Planet, DigitalGlobe, Spire and
BlackSky.
• Satellite Communication Broadband strongest growth (3,100 satellites)
There are six constellations foreseen: OneWeb and SpaceX make up the bulk.

Feasibility Study Objectives: to identify and characterize UMS (Unmanned Maritime System) based services
exploiting at least one space asset, addressing potentially interesting application domains, carry out the analysis
of their technical feasibility and commercial viability, select the most promising ones for further development
and exploitation, and propose a roadmap for the implementation and demonstration of the proposed services.
