position of Human Resources Manager at our Rockledge branch.
The Human Resources Manager reports to the Vice President of Organizational Development, and is responsible for
ensuring human resource activities are conducted in accordance with established credit union policies and with
government regulations. The individual is responsible for developing, implementing and managing the human
resource function for the credit union with primary emphasis in the areas of policy development, wage and salary
administration, performance management, employee relations, compensation, employee benefits, recruitment and
retention strategies, record compliance, reports and statistics, counseling/coaching, orientation and management
training and development and compliance with all applicable federal, state and local laws. The incumbent ensures
Credit Union personnel are well informed on human resource policies, procedures and benefits.
Principal Duties and Responsibilities:
Assists and maintains progressive and proactive compensation and benefits programs. This includes, but is not
limited to, reviewing, recommending, administering and communicating the compensation program (surveys,
classification analysis, job descriptions, evaluation process) and the overall benefits package (general
administration, provider selection, plan design, presentation, communication, enrollments, claims resolution,
termination); provides recommendations to promote cost effectiveness and appropriate service delivery.
Assists and maintains human resource planning models to identify and address management competency,
knowledge and talent deficiencies. Areas of activity include training and development programs to prepare
managers for more significant responsibility of staff and development programs to enhance management
knowledge, understanding and competency in current position including personnel policies, procedures and
program changes.
Directs and counsels credit union management and employees in the interpretation and application of human
resources policies and procedures and implement effective employee relations. Advises and coaches managers and
supervisors on desired corrective and disciplinary actions, offering alternatives and objective solutions; advised
VP of Organizational Development of situations that may arise.
Initiates, tracks and maintains COBRA and FMLA in accordance with governmental regulations.
Assists VP of Organizational Development in preparing and analyzing yearly salary forecasts to submit for
approval of Executives and Board of Directors.
2. Functions as a subject matter expert on benefits; answering employee benefit questions, provide detailed
information and act as liaison with the carriers and agents. Verifies and submits monthly premium statements for
all group insurance policies. Resolves administrative problems with carrier representatives.
Researches annual lists of present, new and former pension plan participants for all pertinent data. Submits data
and documents to actuary for actuarial valuation of pension plan and completion of annual reports. Review and
submit annual reports for all retirement plans to proper agencies in accordance with governmental regulations.
Maintains files of pension plan history, pension data, correspondence, reports and forms.
Maintains HRIS system that enhances the effectiveness of the department and provides reports for critical
analyses of the HR function and necessary or required tracking. Monitors employee data files, including medical
leave, personal leave, vacation, benefits, promotions and terminations. Ensures documentation trails are complete
and up-to-date.
Assists with the development of policies and procedures for the credit union. Ensures human resource policies are
relevant, compliant and reflect the overall philosophy of the organization. Communicates the introduction of new
or the revision of current policy to staff and monitors compliance; provides advice and interpretation regarding
policies as they relate to individuals and to credit union objectives.
Conducts a highly effective orientation program emphasizing critical importance and value of welcoming and
integrating new employees into the corporate culture (with emphasis on corporate mission and company policies).
Coordinates job training with VP of Organizational Development, Trainer and Supervisor to ensure beneficial
starting experience for new employees.
Assists management in recruiting and selecting quality applicants for vacancies, ensuring that the credit union is
adequately staffed with competent employees. Establishes and maintains recruiting and placement standards.
Performs all in-house payroll procedures including processing bi-weekly payroll and all reports; ensures all
payroll records including time sheets, sick leave, annual leave, overtime insurance deductions, and tax forms are
properly maintained and preserved in accordance with governmental regulations. Monitors the payroll data for
accuracy for each payroll.
Responsible for the credit union’s compliance with Federal, State and local legislation pertaining to all personnel
matters. Consults with legal counsel as needed or as directed by the VP of Organizational Development.
Responds to inquiries or complaints from staff, regulatory agencies, or the business community.
Assists VP of Organizational Development with long and short term human resource planning and execution.
Coordinates and oversees the implementation of the EEO/Affirmative Action Plan and related goals.
Required Knowledge and Skills:
Bachelor’s degree from a four-year college or university (prefer MBA); or two (2) to five (5) years related
experience and/or training; or the equivalent combination of education and experience. Work related
experience must consist of broad-based HR experience. PHR or SPHR certification preferred.
Extensive knowledge of employee benefit, compensation and payroll field.
Extensive knowledge of requirements for COBRA, HIPPA, ERISA, FMLA and IRS rules pertinent to benefit
programs.
3. Advanced skills in personal computer operation, including word-processing, spreadsheet and departmental
software programs, including HRIS, payroll, ESS, timekeeping and recruitment.
Exceptional oral, written and interpersonal communication skills with the ability to apply common sense to
carry out instructions and instruct others, interpret documents, understand procedures, write reports and
correspondence, communicate clearly to members and employees.
Strong process orientation: Detail oriented, logical, and methodological approach to problem solving. Ability
to read, analyze and interpret general business periodicals, professional journals, and technical procedures.
Ability to deal with complex problems involving multiple facets and variables in non-standardized situations.
Excellent organization and time management skills, with ability to multi-task and the ability to provide
leadership, supervision and training using positive supervisory techniques to ensure maximum productivity;
demonstrated ability in organization and delegation skills. Ability to work with no supervision while
performing duties and be a strong team player.
