Therefore, the role of information disclosure which is the means of the accountability achievement of public works is significant. Municipality web sites have already become a functional role as a communications tool between municipalities and citizens by using ICT (Information and Communications Technology). On the other hand, to make one information easier to understand, the other that becomes a comparative object is needed so that the citizens may understand and evaluate the content of public works. In this research, a new system is developed, in order to solve the problems in the information disclosure of public works in municipality web sites, i.e., a lack of functionality of cross-sectional comparison among multiple municipalities by the citizens who visited those websites. As a research method, first of all, it takes an over view of current situations and issues of the information disclosure system on municipality web site. In an existing system, the site where primary information on public works can be inspected exists. However, a cross-sectional comparable system doesn't exist. Therefore, an information cross-sectional comparison system is developed deploying Web services technology in this research. The Web service achieves the distributed object with a standard protocol and tool of the Internet. Moreover, an existing system can be used because it doesn't depend on the development language of the object. The data format is XML (Extensible Markup Language), and the interface description format is WDSL (Web Service Definition Language). The protocol between services is standardized by adopting SOAP (Simple Object Access Protocol) on HTTP (Hypertext Transfer Protocol). To consider the advantage and the problem when the system is actually used, the prototype system intended for the tourism exchange center project in virtual municipality. A virtual city is targeted for trial purposes. The citizens become possible the comparative study of the validity of the project expense, and to know unpublished information on one of sites it by doing the cross-sectional comparison. When the staff of the municipality is a system user, it is possible to explain while showing objective data to the citizens who criticize the project. As future works, it will be necessary to verify this system exquisitely through actual test operation on the project site and the usability evaluation by plural testees.
