On 11 November 2016, at an informal session at COP 22 in Marrakesh, the Executive Secretary provided Parties with information on the development of the UNFCCC budget 2018-2019. The presentation, provided below, is the third in the series and builds on information provided at the Pre-COP ministerial meeting held in Marrakesh on 18 and 19th October, and on information provided at the informal consultations among heads of delegations held in Rabat on 8 and 9 September.
2. 2
Our common challenge, our common vision
Need to act on climate change to ensure sustainable
development and human well being
Deep synergy: Paris Agreement ↔SDGs
Business as usual will not deliver. Profound structural
transformation needed
Rapid climate action and implementation of the Paris
Agreement of the essence
Secretariat: enabling implementation, not executing
agency
3. A new era, a new way of working
Secretariat to realign work to better support Parties and
non-Party actors in required transformation
New clustering of work. Objectives:
Enhance coordination and effective use of secretariat
capacity and skill sets
Be more agile in responding to Parties’ needs
Be more cost-efficient
Need to identify areas of work where efforts could be
minimized or streamlined to prioritize Paris Agreement

5. Funding challenges

Secretariat continues efforts to absorb work and increase cost
efficiency
Work suffering from lack of predictable resources: Flat core
budget + significant decline in voluntary funding
Need to ensure key areas of work in support of implementation
and climate action sufficiently resourced

bodies and mechanisms
Procedural, institutional and technical support to COP, CMP, CMA,
APA, SBI, SBSTA and a dozen constituted bodies and expert groups
Facilitate implementation of NDCs and NAPs at national
level
Technical analysis, guidance and support related to Party GHG data,
NDC registry, registry of adaptation efforts, transparency framework
and means of implementation
Catalyse engagement of actors at national and international
levels

7. Key focus areas of support 2018-2019
Specific domains of secretariat support requiring predictable funding:
Adaptation ► Technical advice, guidance and support to work of AC, LEG and
WIM
Capacity-Building ► Support to Paris Committee
Transparency framework ► Implementation of analysis and reviews processes;
NDCs ► Management of NDC registry and facilitation of partnerships for action
Finance ► Tracking and transparency of support; support to SCF; preparation of
BA and financial flows
Climate action ► Managing NAZCA; supporting champions; promoting climate
action; engaging UN system, business, investors and sub-nationals
Communications ►Enhancing efforts to communicate more clearly on the
benefits of climate action
Information platforms ► unfccc.int as information hub for climate action;
upgrading IT platforms; modernizing conference systems

8. Building the new budget
One integrated budget for Convention and Paris
Agreement
One scale of assessment for Convention and Paris
Agreement
Adjust budget components (KP vs. Convention/PA)
Ensure more predictable funding (core vs.
supplementary)
Two scenarios:
Zero growth as mandated but will not enable
secretariat to deliver on mandates as it should
Budget increase reflecting post-Paris reality

9. Your input needed
Agree with overall vision: priority on implementation and
climate action?
Specific focus domains for 2018-2019?
How to ensure balance of key areas of work?
How to ensure predictability of funding?
What are opportunities for streamlining mandates?
