Ministers briefings on latest national science developments
(Ministerial Round table on Science, Technology and Innovation for South East
Europe, Sarajevo, 23. november 2012)
The Government of Montenegro established the Ministry of Science as separated
department in December 2010.
The establishment of the Ministry of Science as a special ministry in the Government
of Montenegro, is the sign that this country has recognized the importance of the
science and the value of knowledge for social prosperity and success of our
economy.
The task of the Ministry of Science is to justify the trust and promote science and
knowledge in the society as the drivers of changes and basic factors of success.
We have set three main challenges for the next period:
1. Our first strategic goal is to strengthen our scientific community through
constant support and increase of investments in science.
2. Second important goal is to strengthen bilateral and international cooperation
and open new international possibilities to our researchers. One of the key
challenge in this context would be to increase the level of researchers'
mobility, both incoming and outgoing.
3. Third challenge that we have is to establish better relations between science
and business and increase level of innovations. One of the most important
projects would be the establishment of techno park. However, our activities on
promoting science in society will be important for better understanding and
eliminating the gap between research and business.
When we are talking of our first priority of Strengthening of the domestic
research community the main activities are:
• National research projects
– Last call for projects with budget of 5 million € in October 2011
– 104 national scientific-research projects of basic and applied research are
financed (2012-2014) which is in line with the Strategy for scientific research
activity (2008-2016) and priority areas in research

2. • HERIC project (Higher education and research for innovation and
competitiveness) started on May 23, 2012
– 12 million euro support from the World bank
– Instrument for promoting large-scale improvements in Montenegro’s higher
education, research, and innovation sectors
– The establishment of the first Centre of Excellence in Montenegro
– The implementation of competitive research grants focused on empowering
excellent research teams, advancing international cooperation and creating
commercial innovations.
• Montenegro increased the level of investments in science
– Although Montenegro had quite low percentage of investments in science and
search (0.13% GDP in 2010), we have increased that level to 0.43% of GDP.
– Our projections are to increase up to 1.4%GDP until 2016., and to reach the
EU goal of 3% until 2025.
When we are talking of our second priority - Bilateral and multilateral
cooperation, researchers mobility the main activities are:
• Bilateral cooperation
– Signed agreements with: PR China, Austria, Albania, Bosnia and
Herzegovina, Slovenia, Croatia, Serbia, Bulgaria, FYR Macedonia
– Soon to be signed with: Italy, Greece, Turkey, Russia, Hungary
– In procedure with: Czech Republic, Germany, Poland, USA, UAE, Denmark,
Holland, Luxemburg, Belgium, Spain, France, Cuba, India, Israel
– Bilateral projects with:PR China , Slovenia, Croatia, Austria, Bosnia and
Herzegovina, FYR Macedonia
• International Cooperation:
– FP7 ( 7th Framework Programme)
- Associate Country (AC) since 2008
- Participation in ~ 30 projects in FP7
- Established system of National Contact Points (NCPs)
- Permanent promotion activities, trainings
– COST ( participation in 8 actions from June 2010)
– EUREKA ( Montenegrin companies participating in 2 projects, Several project
proposals prepared )

3. When we are talking of our third priority, to establish better relations
between science and business and promotion of science in the society
the main activities are:
The cooperation between science and practice has been planned trough the
implementation of:
• Technological Parks ( Detailed bussiness plan for implementation of
measures stipulated in the feasibility study Montenegro will get by the end of
this year from the AREA Science park from Trieste, who won international
competition for developing business plan for first techo park in Montenegro)
• Centers of Excellence ( implementation trough HERIC project)
• EUREKA membership – 22 June 2012
– Pan-European program for market-oriented, industrial oriented research and
development
– Montenegrin companies participating in two projects
– Several project proposals prepared
Science promotion
– Open Science Days 2011, 2012 (Science festival, 5 days of celebrating a
science, September 2011, 2012)
– Scientific awards in 5 categories ( december 2011, 2012)
– Science promotion projects in cooperation with NGO
EU Negotiations :
Montenegro started accession negotiations for the EU membership on 29 June 2012.
and we pass screening proces for chapter 25. science and inovation hoping that we
will be able to manage to close chapter 25. by the end of this year.
