Education is one of the three
primary factors that will help
reduce intergenerational poverty
in Utah.
Higher ed improves the lives of
Utahns.
Quality of Life
Benefits of college:
• more career & life opportunities
• more healthy, satisfying life
• more time to spend with family
• more civically active
Higher ed improves the lives of
Utahns.
Higher ed improves the lives of
Utahns.
Stronger Economy
“Higher Education remains a top economic
development priority, for two reasons:
1. The education system must prepare
workers for the high-tech jobs of the
future.
2. Companies and workers won’t come to
Utah if executives and workers worry
their children won’t receive a top-quality
education.”
-Val Hale, Executive Director, GOED
Utah: A State of
Opportunity
Utah State Board of Regents Strategic Plan 2025
Utah is at a crossroads.
• Youngest population in the nation
• 4th fastest growing population
• One of the fastest growing state
economies
Opportunity
Utah is at a crossroads.
In order for the state to maintain
its upward trajectory, higher
education is critical.
Utah is at a crossroads.
Challenge
• Today’s jobs require an increasing
amount of postsecondary education.
• Employers value a talent force that is
both technologically savvy and adept
at critical “soft” or social/interpersonal
skills.
• Utah companies are competing with
other state economies.
Utah is at a crossroads.
Will Utah build upon current successes
and more fully become a state of
opportunity and a prosperous leader in
the global economy?
Or, is Utah satisfied with being in the
middle of the pack among states in the
percent of its population with a college
education?
The Plan: A Statewide Strategy to
Maximize Opportunity, Improve
Results and Ensure Quality
Includes:
• Measurable results
• Action needed to achieve those results
• Necessary investments in higher education
to support these strategies
• Strategic planning process started 2014
• Board of Regents reviewed several drafts in 2015
• Final draft approved in January 2016
Strategic Plan Timeline

Strategic Objectives
Affordable
Participation
Increase the number of Utahns who decide
to access, are prepared for, and succeed in
higher ed
Timely
Completion
Increase the percentage of students who
persist in and graduate from higher ed
Innovative
Discovery
Encourage innovation as a core value at
each USHE institution, in keeping with its
distinct mission
• 52,000+ additional students
by 2025
• Need to address
achievement gap between
income groups,
majority/minority
communities, and genders
231%
Increase in Latino
student enrollment at
USHE institutions in
the last decade. BUT,
college participation
among these
students still lags the
state average by
20%.
Affordable Participation
3rd lowest
tuition
• Increase partnerships
between higher ed and K-
12 to increase college
preparation
• Maintain affordable tuition
to ensure college remains
accessible for all Utahns
Tuition at Utah’s four-
year public institutions
is the third-lowest in the
nation.
StepUp to Higher Ed has
partnered with
27 school districts
(out of 41 total)
Affordable Participation
• 1 in 3 High school juniors and seniors take at
least 1 concurrent enrollment course
• English 1010 Most popular course
• $32.5 million Estimated tuition savings for college
courses
• 198,163 Credits awarded
• 2/3 Of credit earned fulfills general ed
requirement, transferable to any USHE
institution
Concurrent Enrollment
Affordable Participation
• 20,000+ high school seniors in 85 high schools completed a
college application during the school day.
• Emphasis on low-income, first generation students.
College Application Week
Affordable Participation
• Reports college performance of 2013-14 high school grads
• Customized report for all 187 high schools in Utah
• Delivered to every superintendent & State Superintendent
USHE High School Feedback Reports
*The High School Feedback Report shows college performance of the 2013-14 high school graduating
class who enrolled in a USHE institution the following academic year 2014-15.
42% of Utah HS
grads attend
college within 1
yr. of HS
graduation
75% have
completed or
started their
math track by
end of 1st yr. of
college
79% of low-
income
students
qualified for
federal Pell
grants
Only 25% took
30 credits or
more during 1st
yr. (on track to
graduate in 4
years)
Affordable Participation
GOAL Increase the number of Utahns who
decide to access, are prepared for, and
succeed in higher ed
METRIC Increase the percentage of Utah high
school graduates enrolling in college
within five years to 75% by 2024-25 (from
66%)
TAKING
ACTION
• Improve student financial support
• Increase capacity and quality improvement
• Work closely with K-12 so that every Utah high
school graduate is prepared for college
Affordable Participation
• Board of Regents adopted
the Completion Resolution
in June 2013
• 3-5 year completion goals
set by institutions
• Focus on math
Timely Completion
50%
About 50% of
USHE students
graduate with a
bachelor’s degree
after 8 years, less
than the national
average of 59% in
6 years.
GOAL Increase the percentage of students
who persist in & graduate from college
METRIC Increase degree productivity to 28
awards/100 FTE by 2024-25 (from 25)
TAKING
ACTION
• Review & support USHE’s long-term completion
goals
• Establish guided pathways
• Ensure consistent transferability
• Ease access to financial aid & appropriate course-
taking
Timely Completion
• Research plays a critical
role in Utah’s economy
• Open-access institutions
provide CTE to meet market
demand
• Utilize technology and
innovative instructional

Innovative Discovery
Online courses and degrees
• 1 in 4 students take an online-only course.
• Utilization of online has grown more than 5-fold since 2011.
Despite availability of online courses/degrees, students prefer
using online courses to supplement a traditional on-campus
schedule.
But…
• More than 85% of students who enroll in online courses take a
majority of their courses on-campus.
• Less than 3% of full-time students are enrolled totally online
• Most “100%” online students are part-time, over 25 yrs old.
Innovative Discovery
GOAL Encourage innovation as a core value
at each USHE institution, in keeping
with its distinct mission
METRIC Regularly assess student involvement
in high impact learning practices
TAKING
ACTION
• Implement AAC&U’s high impact best practices
• Emphasize research at Research I universities
• Leverage efforts to meet workforce demands
through applied research & industry partnerships
Innovative Discovery
Investing in the Strategic Plan
Ten-year projection of estimated costs to implement
this plan, including:
• Annual increases in employee compensation & benefits
• Accommodating projected increase in student enrollments without overly
relying on tuition
• Accommodating capacity increases as participation increases
• Advance IT capabilities and support
• Increased O&M, utilities, and other mandatory costs
• Capital development to replace aging facilities and expand new facilities
• Performance funding
• Growth in number of students receiving the Regents’ Scholarship
• Deduction in projected costs for increased operational efficiency
Investing in the Strategic Plan
Over next decade, USHE budget would need an
annual average increase of 5.2% in appropriated state
funds
30%
In annual
investment
above the ten-
year average is
needed.
increase
Return on Investment
Over the next ten years:
$132 billion in increased wages
$17 billion increase in state tax contributions
$26 billion increase in indirect economic activity
So, will Utah realize its
potential as a state of
opportunity?
By making key investments in
higher ed, the future for Utah in
every metric—economic, well-
being, health, prosperity—is
bright.
