14. Utah Education Network UEN is a robust broadband educational network connecting more than a thousand Utah public schools and districts, charter schools, colleges, universities and libraries. UEN works with local telecom providers as an anchor tenant to fulfill its mission. UEN enters into long-term Wide-Area- Network (WAN) contracts which spur economic development and growth of technology and new services . UEN’s public/private partnership model helps to provide employment for Utah’s workers and expand sustainable broadband infrastructure into communities for local homes and businesses.
Just last week the FCC released a report on broadband deployment. The report’s press release leads with this statement : “The latest broadband progress report to congress from the federal communications commission reveals that approximately 26 million Americans, mostly in rural communities located in every region of the country, are denied access to the jobs and economic opportunity made possible by broadband.” The report goes on to claim that While the infrastructure of high-speed Internet is unavailable to those Americans, the FCC report also finds that approximately one-third of Americans do not subscribe to broadband, even when it’s available. This suggests that barriers to adoption – such as cost, low digital literacy, and concerns about privacy – remain too high. The Report also notes limited broadband capacity for schools and libraries as a further indicator that broadband is not being reasonably and timely deployed and is not available to all Americans.” And also that, “notwithstanding the substantial benefits of broadband, approximately one-third of Americans do not subscribe to any form of high-speed Internet access service, citing barriers such as lack of affordability, lack of digital literacy, and a perception that the Internet is not relevant or useful to them.” While this report may be a characterization of the nation in general, it is not representative of Utah specifically.
Utah ranks #1 in the nation for home broadband adoption with 73% of Utahans using broadband Internet at home. This is according to the same 2010 Census statistics the FCC uses to draw their conclusions regarding national broadband adoption.
Increasingly, broadband Internet service is viewed as a critical component of a nation or state’s physical infrastructure and a key driver of economic growth in the world’s most economically developed counties. Ensuring that the infrastructure necessary to provide broadband service is universally available and that all citizens who wish to subscribe are able to do so are policy goals of many governments. Universal availability is, for example, a policy goal set forth in the National Broadband Plan, issued in March 2010 in response to a congressional mandate.
