Lummax CFL Distribution Programme
Programme objective      Replace up to 2 million ICLs with high efficient
                         Lummax CFLs in the buildings of Ministry of Education of
                         Ukraine:
                         I STAGE: replacement of 150 000 ICLs with CFLs
                         II STAGE: distribution of 185 000 CFLs

Challenges for JI PoA and JI projects
in Ukraine
JI PoA T2: to become operational adoption of amendments
to order #206 (Ukrainian JI procedure) is needed.
JI project are treated by AIEs as CDM projects during
determination/verification: adoption of JI PoA procedure for
T1, DVM for T1, local accreditation procedure of AIEs is
needed.
Lack of available AIEs for JI – strong competition with CDM
projects.
Nature of ERU: difficult to deal with taxation authorities in
terms of revenues from ERUs sale.
Legal uncertainties: rights and responsibilities of
Coordinating entity, ownership of ERUs.
