This document describes the Lummax CFL Distribution Programme in Ukraine. The programme aims to replace up to 2 million incandescent light bulbs (ICLs) with high-efficient compact fluorescent lamps (CFLs) in buildings of the Ministry of Education of Ukraine. It will be implemented in two stages - replacing 150,000 ICLs with CFLs in the first stage and distributing 185,000 additional CFLs in the second stage. The programme is expected to save up to 260 GWh per year in energy and reduce CO2 emissions by 230,000 tons per year through the sale of emission reduction units (ERUs).

6. Challenges for JI PoA and JI projects
in Ukraine
JI PoA T2: to become operational adoption of amendments
to order #206 (Ukrainian JI procedure) is needed.
JI project are treated by AIEs as CDM projects during
determination/verification: adoption of JI PoA procedure for
T1, DVM for T1, local accreditation procedure of AIEs is
needed.
Lack of available AIEs for JI – strong competition with CDM
projects.
Nature of ERU: difficult to deal with taxation authorities in
terms of revenues from ERUs sale.
Legal uncertainties: rights and responsibilities of
Coordinating entity, ownership of ERUs.
