Introduction to Funding Policy
The Gauteng Film Commission’s (GFC) core business is to facilitate and enhance the industry’s
contribution to the economic growth of the Province. It has an essential role in enhancing Gauteng’s
competitiveness in driving job creation and economic development. This policy describes eligibility and
selection criteria for those who wish to apply for funding from the Gauteng Film Commission.

Tier Definition
1
Experienced filmmakers who have a proven track record for developing and producing 3-5 theatrically released feature
films.
2
Filmmakers with limited experience but who have developed and produced 1-2 theatrical feature films, television fiction,
documentaries, 2-3 short films and commercials who seek to venture into feature film development and production.

New entrants into the industry, particularly recent film school graduates from historically disadvantaged backgrounds. This
intervention is geared towards first time filmmakers having a “calling card” in the film industry. This tier is only eligible for
short film funding.
TIERED APPROACH TO FUNDING
The tiered approach to funding ensures that all filmmaker’s levels, from emerging to the experienced,
benefit equitably from funding and programmes of the organisation. Information about the minimum
number of projects that can be supported per financial year will be available on the website. The three tiers
are categorised as follows:

The premise is that for the Industry Support and Development (ISD) Unit to meet its targets
and objectives while adhering to good corporate governance practices; there is a need for an
integrated process between business units in implementing the organisational strategy.

FUNDING OBJECTIVES
To fulfil the Vision and Mission of the GFC, the following objectives have been identified:
1. To fund the development and production of Audio-Visual in the Province.
2. To support the early careers of emerging filmmakers by allowing them to gain real experience in effectively
running profitable and sustainable businesses
3. To aid developing talent in the Province
4. To develop audiences in the Province and to increase appreciation of local content
5. To create jobs in Gauteng Province
6. To increase market opportunities and foster distribution of Gauteng made productions
7. To support content aimed at linear and non-linear channels.
GEOGRAPHIC SPREAD
GFC Prioritises applications from the following regions of the Gauteng Province:
1. City of Ekurhuleni (East Corridor)
2. City of Tshwane (North Corridor)
3. Sedibeng District Municipality (South Corridor)
4. West Rand District Municipality (West Corridor)
5. City of Johannesburg (Central Corridor)

PAYMENT STRUCTURE
The GFC will pay the first portion of
the funding upon signature of the
contract and Project/Production
Implementation Plan.
Funding recipients have one year to utilise all
funds approved.Application for extension
must be submitted three months before the
expiry of the approved cycle. The GFC
reserves the rights to approve or decline
extension request.
Subsequent payments will be released upon the
satisfactory completion of milestones by the
beneficiary as per the payment schedule.·Since
grant funding paid to beneficiaries by the GFC is
not exchanged for a commercial service; such
payments will not attractVAT.
The payment structure is based on the payment principle in advance for work that is yet to be done. According to
milestone deliverables linked to a payment schedule annexed to the contract signed between the GFC and the
beneficiary.

The Gauteng Film Commission
will Call for Proposals and
advertise the Call for
Proposals on all GFC
communications platforms.
The Call will be open for
periods between 14 – 30 days.
All applications will be submitted
through GFC online portal, and no late
submission will be accepted.
GFC will appoint independent
adjudicators consisting of not more
than Five persons who know the field,
which will be evaluated.
The CEO will present
recommendations from the
Panel of experts to the Board
of Directors for approval.
The applicant must ensure that
information submitted is accurate,
complete and that they should
disclose anything that may influence
the application's evaluation.
Successful applicants will be required
to sign a contract with GFC within
15 calendar days upon the grant's
approval.

Required Documents for all funding applications
Eligible applicants who do not provide all the following documentation will be disqualified from consideration:
1. Completed application form.
2. Certified Identity documents.
3. Tax Clearance and BBBEE
Certificates (or equivalent proof
of tax compliance).
4. Certified Company Registration.
5. Certified Share Certificate (where
available).
6. Bank account confirmation letter
(obtained within three months at
date of application).
7. Detailed profile of applicant
(biography or CV).
8. Completed Declaration of Conflict-
of-Interest form.
9. Completed relevant application
form.
10. For Training Providers proof of
registration with the Department of
Higher Education or relevant
authority (refer to South African
Qualifications Authority guidelines).
11. Incomplete applications will not be
considered.

Funding Exclusions
The organisation does not fund the following:
• Activities whose outcomes are solely directed towards a single employer's interests supported by the Skills
Development levy.
• individuals or companies who are not South African citizens. ·a production for a degree or diploma in performing
arts whether at local or international tertiary institutions.
• training programmes primarily focussed on the performing arts.
• and persons or companies who have exhausted the annual prescribed limit for funding or who have not
satisfactorily discharged the contractual obligations on a previously funded project.
Conditional Release of Funds
• In the case of projects with multiple financiers, the
production funds will not be released until all funds
for the project have been raised and proof
provided to the organisation in the form of a letter
from the bonder confirming that the strike price for
the project has been met and that the bonder
accepts the risk.
Appeals
• A dissatisfaction on how the decision to decline
the project was reached should be submitted to
the GFC within 30 calendar days of signed
letter.
• The appeal process will be lodged through our
Legal department who will escalate the matter
to the relevant committee.

GENERAL TERMS AND CONDITIONS OF FUNDING
Gauteng Film Commission funding is subject to several general and specific terms and conditions.
• Concept
o Gauteng Film Commission will fund productions that raise consciousness in our communities.
o The Applications will be evaluated on the strength, originality and uniqueness of the story idea.
• Themes
o To be funded must positively and objectively promote patriotism
o We will prioritize themes that are aligned to critical priorities of the Provincial Government, which will be
clearly articulated when announcing calls for proposals
• Transformation
o Race, Gender, key Black Management positions, Persons Living with Disability are factors that will be taken
when evaluating applications

RECOUPMENT
• Grant funding for Tier 1 Feature Films is recoupable from gross profits collected by the film from all territories.
• The GFC’s default recoupment position shall always be alongside the producer or production company from the
Gross Profits.
• The production company must submit the proposed recoupment schedule that shows the GFC’s position from
recoupment waterfall for the GFC for approval.
• There is no recoupment applicable for short films, bursaries, marketing, and distribution.
ELIGIBILITY
The Gauteng Film Commission will only
consider applications from the following eligible
companies and persons:
• South African citizens in all three (3) tiers of
experience who are tax compliant.
• South African companies with established
track records who provide training, marketing,
and distribution services to the film industry
and are tax compliant.
• South Africans who are naturalised citizens
and tax compliant.
Applications from those residing in other
provinces are eligible provided that at least 60%
of production takes place in Gauteng and 60% of
crew are sourced within the province.

CAPS OF FUNDING:
To ensure that funding is distributed as widely as possible, funding will be capped according to various types of
applications. The Evaluation Committee may, from time to time, motivate, in detail, the Board of Directors through
Chief Executive Officer for the lifting of the cap according to the particular needs of a project.

The Industry Support and
Development Business Unit
(ISD) co-ordinates all the
administration requirements for
funding.
The ISD will enlist the
services of 5 industry
experts to assist in the
evaluation of projects.
Once projects have been
shortlisted, applicants
may be contacted for
additional information,
including business plans.
Once applications have been
approved, contracts and
schedules are signed, and funding
released.
Letters of commitment are sent
to all applicants (beneficiaries)
whose projects have been
approved.
Rejection letters detailing
reasons for such are sent
to unsuccessful applicants.
Successful applicants will
be contacted within 15
days from the date of
approval.
Unsuccessful applicants may
appeal the rejection of their
application via a letter of appeal
to the Legal Department.
If the appeal to the CEO is
unsuccessful, a follow-up letter
with details of the application may
be directed to the Social and
Ethics Committee of the GFC
Board of Directors.
All approved projects will
be monitored for
successful performance
by the ISD.
The ISD will provide
monthly progress reports
to GFC management on
funded projects'
performance and flag any
breaches of contracts.
Upon completing each funded
project, the ISD will conduct a
review of overall project
achievements and provide this
to GFC management with
recommendations where
necessary.
