In April 2022, Vietnam's cotton imports reached 97 thousand tons, worth 270.5 million USD,
down 19.2% in volume but up 22.3% in value over the same period last year.
Fiber & yarn imported to Vietnam reached 83.6 thousand tons, down 11.7%; worth 223.4
million USD, up 3.4% over the same period last year.

According to preliminary data in April 2022, cotton imports were about 97 thousand tons, down
20.6% over the previous month, down 44.7% over the same period last year.
According to preliminary data in April 2022, imported fiber and yarn reached 83.6 thousand
tons, down 16.9% over the previous month, down 19% over the same period last year.

In 4 months of 2022, Vietnam imported cotton worth 1,219.7 million USD, up 22.3% over the
same period last year; import of fiber and yarn valued at 903.3 million USD, up 3.4%; imported
fabrics of all kinds 5,048 million USD, up 14.8%; import of raw materials for textile, garment,
leather and footwear increased by 6.3% over the same period last year, value 2,268.7 million
USD.

Vietnam fiber and yarn import 2017 – 2021
In general, in 2017-2021, the average qty of PSF imported into Vietnam is 330 thousand
tons/year, 100% PE yarn is 60,000 tons/year, PE filament yarn is 457 thousand tons/year. In
which, the main fiber and yarn supply markets for Vietnam include China, Taiwan, Thailand,
Indonesia, Korea, Japan....

In April 2022, Vietnam exported 146.2 thousand tons of yarn, worth 487.1 million USD, down
9.5% in volume but up 14.9% in value over the same period last year.
Yarn exports in April 2022 were valued at 487.1 million USD, down 8.4% over the previous
month; fabric exports were valued at 237.8 million USD, down 14.2%; raw materials for textiles,
leather and footwear with a value of 212.2 million USD, down 3.6%; technical textile exports
increased by 8.8%, value 77 million USD.

In 4 months 2022, Vietnam's yarn exports were worth 1,934.7 million USD, up 14.9% over the
same period last year; fabric exports were valued at 944.6 million USD, up 26.6%; raw materials
for textiles, leather and footwear with a value of 774.5 million USD, up 18.2%; technical textile
exports increased by 29.4%, value 293.9 million USD.
Textile and apparel exports in April 2022 reached 3.15 billion USD, up 3.3% compared to the
previous month.

Vietnam's yarn export in Apr 2022 reached 146.2 thousand tons, worth 487.1 million USD,
down 11% in volume and 8.4% in value compared to the previous month.
According to preliminary data in April 2022, textile and apparel exports reached 3.15 billion
USD, up 3.3% from the previous month and up 28.2% over the same period in 2021.

Vietnam yarn export 2017 – 2021
In general, from 2017-2021, the average qty of 100% cotton yarn Vietnam exported to markets
reach 855 thousand tons/year, blended cotton yarn 141 thousand tons/year, PE filament yarn
248 thousand tons/year, 100% PE yarn 107 thousand tons/year, blended PE yarn 21 thousand
tons/year. The main markets for importing Vietnam yarns are shown in the charts below.

100% cotton yarn: China is still Vietnam's strong consumption market when accounting for
87.9% of Vietnam's total exports in 2021, quite far from the second largest import market,
South Korea with 6 .7%. In 2021, Vietnam's 100% cotton yarn exports are estimated at 898.61
thousand tons, equivalent to 2,688.68 million USD.
Blended cotton yarn: China is still Vietnam's strong consumption market when accounting for
48.8% of Vietnam's total exports in 2021, followed by South Korea with 21.5%. Total export
value of blended cotton yarn is 416.65 million USD, equivalent to 150.24 thousand tons.

An update on export performance
Export prices of fibers and yarns tend to decrease
According to statistics from the General Department of Customs, Vietnam's exports of fibers and
yarns in March 2022 reached 164.3 thousand tons, with a turnover of 531.9 million USD, up
24.1% in volume and 19.8% in turnover compared to February 2022; down 15.4% in volume
but up 4.1% in turnover compared to March 2021. In the first three months of 2022, Vietnam's
exports of fibers and yarns reached 440.4 thousand tons, with a turnover of 1.447 billion USD,
down 9% in volume but up 18.9% in turnover over the same period last year.
Vietnam’s export fibers and yarns in 2021-2022 (million USD)
Vietnam exports fibers and yarns of all kinds mainly to the Chinese market, accounting for 49%
of the total volume and accounting for 52.5% of Vietnam's total export turnover of this item in
March 2022. However, the amount of fibers and yarns of Vietnam exported to this market in
March 2022 decreased compared to March 2021, down 25.1%. On the contrary, the volume,

fiber and yarn of Vietnam exported to some other markets increased, such as the US,
Bangladesh, Thailand, Indonesia, the Philippines.
Generally, in the first 3 months of 2022, Vietnam's exports of fibers and yarns to China
accounted for 47.2% of the total volume and 48.6% of Vietnam's total export turnover of this
item.
Vietnam's exports of fibers and yarns to markets in the first three months of 2022 grew
unevenly across markets compared to the same period in 2021, in which exports increased
sharply in volume in some markets such as USA, Bangladesh, Indonesia, Philippines, Turkey. On
the contrary, exports to some markets decreased such as China, Korea, Taiwan, Pakistan, India,
Brazil.

The average export price of Vietnam's fibers and yarns in March 2022 reached US$3,237/ton,
down 3.5% compared to February 2022 but up 23% compared to March 2021. Generally, in the
first three months of 2022, the average export price of Vietnam's fibers and yarns reached
$3,286.8 per ton, up 30.6% over the same period in 2021.

The average export price of Vietnam's fibers and yarns to markets in March 2022, although
decreased compared to February 2022, still increased compared to March 2021, in which, the
export price to many markets the market is still growing at double digits such as the US, Korea,
Taiwan, Japan, Philippines, Pakistan, UK.
Generally, in the first three months of 2022, the average export price of Vietnam's fibers and
yarns to all markets increased compared to the same period in 2021, except for exports to
Brazil, whose price decreased by 14.9%.

Changes of fibers and yarns market in the coming time
Although the price of fiber and yarn exports from Vietnam decreased, the export of this item to
some markets still decreased mainly due to the decrease in exports to China. The reason is that
China is sticking to its Zero Covid strategy, with about 30% of the population under blockade.
In which, the provinces with the number of Covid-19 infections over 6,000 people are located
on the East Coast - the main production area of China's textile industry, with about 80% of
output.
Besides, the conflict between Russia and Ukraine is forecasted to end in June 2022 at the
earliest, so the supply chain disruption, logistics crisis, and complicated currency will last until
the end of the second quarter of 2022. Given the above uncertainties, the World Bank has
lowered its global growth forecast to 3.2%, nearly halving from the previous year. All of the
above factors will create certain difficulties for the textile industry in the coming time.
According to new developments of the yarn market, from now until the end of June 2022, yarn
demand will remain weak, the number of orders will decrease. According to the Vietnam Textile
and Apparel Association, the solution offered at this time is that yarn businesses need to
calculate an appropriate price level to be able to buy cotton in the short term to maintain
production; consider the possibility of yarn product inventory to wait for the market to stabilize
with financial support… In the short term, to control supply, businesses do not run at maximum
production speed; focus on maintenance and equipment maintenance; towards the production
of high-index yarn products; balance short-term cotton purchases, ensure production and
monitor market developments; saving production costs as well as finding suitable orders on the
basis of selling prices to ensure capital flow.

An update on import performance
Import price of raw cotton continues to increase sharply
According to statistics of the General Department of Customs, cotton imports to Vietnam in
March 2022 reached 122.26 thousand tons, worth 329.91 million USD, up 3.1% in volume and
9.3% in value compared to February 2022, down 30.6% in volume but up 5.5% in value
compared to March 2021.
Generally, in the first three months of 2022, cotton imports to Vietnam reached 369 thousand
tons, worth $949 million, down 7.9% in volume but up 40.1% in value over the same period in
2021.

In the first 3 months of 2022, there are 10 markets supplying raw cotton to Vietnam, stable
compared to the same period in 2021. Notably, Vietnam's raw cotton imports from some main
markets decreased sharply compared to the same period in 2021 such as the US, Brazil...
Specifically:
Cotton imports from the US market in the first 3 months of 2022 reached 93 thousand tons,
worth USD 272 million, down 35.7% in volume but up 7.8% in value over the same period in
2021, accounting for 25.4% of Vietnam's total cotton imports. Particularly in March 2022,
cotton imports from this market reached 46.76 thousand tons, worth 139 million USD, down
50.1% in volume and 48.9% in value compared to March 2021.
Cotton imports from the Brazilian market in the first 3 months of 2022 reached 99 thousand
tons, worth 248 million USD, down 25.7% in volume but up 9.5% in value over the same period
in 2021. In March 2022, cotton imports from this market reached 34.94 thousand tons, worth
$92.54 million, down 4.5% in volume but up 2.4% in value over the same period in 2021.

In addition, cotton imports from some other markets increased sharply in the first 3 months of
2022 compared to the same period in 2021 such as Australia, which increased by 238%; from
Argentina increased by 365.8% in volume.

About price: The price of cotton imported into Vietnam in March 2022 was at $2,698/ton, an
increase of $155/ton compared to February 2022 and an increase of $929/ton compared to
March 2021, equivalent to an increase of 6.1% compared to March 2022. compared with
February 2022 and increased by 52.1% over the same period in 2021. Generally, in the first 3
months of 2022, the price of cotton imported to Vietnam averaged 2,751 USD/ton, up 52.2%
compared to the same period in 2021.
In the first months of 2022, world cotton prices increased sharply due to increased demand in
yarn producing countries after the global economy showed signs of recovery and low yarn
inventories. It is forecasted that the import price of Vietnam's raw cotton will decrease slightly
next month but remain at a high level.

The average price of imported cotton from markets in March 2022 increased in most of the
main markets compared to the same period in 2021. In which, the price of raw cotton imported
from the Indonesian market reached the lowest level of 1,436 USD/ton; followed by from
Pakistan reached 1,488 USD/ton and the price of cotton material imported from the US market
reached the highest level at 2,975 USD/ton.

Import price of raw yarn slightly decreased
According to the statistics of the General Department of Customs, Vietnam's import of raw yarn
in March 2022 reached 65.21 thousand tons, valued at USD 196.71 million, up 17.1% in volume
and 15.6% in value compared to February 2022; down 20.9% in volume and 3.6% in value
compared to March 2021.
Generally, in the first 3 months of 2022, the import volume of this item reached 184,000 tons,
worth 327 million USD, down 9.4% in volume, but up 10.9% in value over the same period in
2021.

China is the largest source of yarns for the Vietnamese market, with imports in March 2022
reaching 42.04 thousand tons, worth $114.13 million, up 29.8% in volume and up 23.2% in
value compared to February 2022; down 10.5% in volume but up 11.4% in value compared to
March 2021. Generally, in the first three months of 2022, the import of yarns from China market
reached 114.18 thousand tons, worth 315.62 million USD, accounting for 61.9% of the total
amount of imported yarns of Vietnam. 2.9% in volume, but up 21.4% in value compared to the
first 3 months of 2021.
In March 2022, the import of raw yarn from Taiwan market reached 8.9 thousand tons, worth
25.33 million USD, up 11.6% in volume and 24.8% in value compared to February. 2022; down
20.1% and 10.5% in value compared to March 2021. Generally, in the first three months of 2022,
imports of raw yarn from Taiwan market reached 24.86 thousand tons, worth US$69.01 million,
accounting for 13.5% of Vietnam's total import of raw yarn, down 14.7% in volume and down
3% in value compared to the first 3 months of 2021.
In general, in the first 3 months of 2022, imports of raw yarn from markets to Vietnam
decreased, except for Thailand, which increased sharply by 62.7% in volume. Notably, the
import volume of raw yarn from some markets increased sharply in the first 3 months of 2022
such as Brazil.

USD/ton; followed by China, reaching $2,715/ton and the import price from Hong Kong market
reached the highest level of $7,630/ton.
The impact of the epidemic as well as the Russia-Ukrainian conflict has caused the price of
imported yarn to increase sharply, this is also the reason for the decrease in the amount of yarn
imported into Vietnam in the first 3 months of 2022. It is forecast that the import price of yarn
will still increasing in the first 6 months of 2022, but will correct in the second half of 2022.

Import of raw fiber will decrease in the coming months
According to statistics from the General Department of Customs, Vietnam's imported fiber in
March 2022 reached 36.21 thousand tons, worth 49.72 million USD, up 32.6% in volume and
up 38.5 % in value compared to February 2022; down 12% in volume, down 2.4% in value
compared to March 2021. Generally, in the first three months of 2022, the import of raw fiber
reached 96 thousand tons, worth 131 million USD, down 14.2% in volume and 2.5% in value
compared to the same period in 2021.
It is forecasted that the amount of raw fiber imported into Vietnam will continue to decrease in
May and June 2022 compared to the same period in 2021 due to supply disruptions, high
transportation costs, etc., specifically:
Although the epidemic in Vietnam is gradually being well controlled and Vietnam has taken safe
adaptation measures to restore production, the impact of the disease in other markets may still
affect Vietnam. In particular, in China, the epidemic is still increasing, with the Zero Covid-19
policy, when there is a case, China can blockade even a city or a production center. China is the
largest source of fiber for Vietnam, accounting for 43.3% of the import proportion. Thus, if an
area that is supplying basic raw materials in large quantities to Vietnam is affected by the
blockade order, it will affect the supply of raw materials for Vietnam.

In addition, transportation and logistics problems in the past two years due to the impact of the
epidemic have pushed up freight rates and so far there are no signs of cooling down, as well as
in China, when the disease situation is still complicated, the country's seaports may be
congested, leading to possible prolongation of transit time, pushing up freight rates.
Vietnam's import fiber in 2021-2022 (thousand ton)
In the first 3 months of 2022, Vietnam imported raw fiber from 27 markets, an increase of 3
markets compared to the same period in 2021. China is the largest source of fiber for Vietnam
in March 2022, with imports reaching 16.46 thousand tons, worth 20.93 million USD, up 55.1%
in volume and 63 .3% in value; down 14.4% in volume and 3.8% in value compared to March
2021. Generally, in the first three months of 2022, imports of raw fiber from China market into
Vietnam reached 41.93 thousand tons, worth 53.44 million USD, accounting for 43.3% of the
total amount of imported raw fiber into Vietnam. Vietnam, down 15.9% in volume and 0.2% in
value over the same period in 2021.
In March 2022, imports of raw fiber from Taiwan market reached 5.26,000 tons, worth US$7.21
million, up 27.1% in volume and 40.5% in value compared to February. 2022; down 30.1% and
15.4% in value compared to March 2021. Generally, in the first 3 months of 2022, the import of
raw fiber from Taiwan market to Vietnam reached 12.81 thousand tons, worth 16.93 million
USD, accounting for 13.2% of the total import volume of Vietnam's raw fiber, down 33.4% in
volume and 15.3% in value over the same period in 2021.
In general, in the first 3 months of 2022, imports of raw fiber from the main supplying markets
to Vietnam decreased slightly, except for imports from the Indonesian market, which increased
by 35% in volume.
Notably, the amount of imported fiber fiber from some markets increased sharply in the first 3
months of 2022 such as Singapore and Cambodia.

Cotton Outlook 5-2022
Brazil exported 136 thousand tonnes of cotton in April/2022. This volume is 27% below the
amount shipped in the previous month, March/2022, and a 23% reduction in comparison to
April/2021. Despite this, April exports of Brazilian cotton resulted in revenues of US$ 306.6
million. Vietnam and Turkey were the main destinations for Brazilian cotton exports in April,
totaling 58.7 thousand tons for the two destinations. Together the two countries accounted for
43% of the entire volume for the month.
Total numbers still show China as the main buyer of Brazilian cotton. The country imported 444
thousand tonnes between August/2021 and April/2022 and thus accounted for 29% of all
volume exported up to now.

Cotton prices continued to move erratically higher despite a series of growing obstacles from
the demand side of the balance sheet. The International Monetary Fund (IMF) lowered their
forecasts for global GDP growth from the 4.4% released in January to 3.6% in late April
(representing a nearly 20% decrease in growth). Inflation, the ongoing shipping crisis, supply
chain disruptions presented by the war in Ukraine, COVID-related lockdowns in China, as well
as the withdrawal of stimulus in the U.S. and other economies are all macroeconomic headwinds
the market faces.
There are also issues specific to cotton associated with weakening demand. There have been
consistent reports of slow downstream order placement in China for months. In the U.S., weekly
export sales turned definitively lower since NY/ICE futures ventured above 120 cents/lb in the
second half of March. Higher food and energy costs can be expected to pinch consumers’
disposable income around the world, and this can impact global demand for apparel and home
textiles.
For production, higher cotton prices generally lead to increased plantings. However, high prices
for competing crops are expected to prevent the robust acreage response that otherwise could
be expected with cotton prices at their highest levels in more than a decade. The weather is also
a limiting factor. Despite a forecast that the U.S. will increase planted acreage by +9% in
2022/23 (USDA’s survey-based forecast released in March), dry conditions in Texas and the
Southwest growing region are predicted to cause widespread abandonment. High input costs
may lower applications, and it is unknown what the global consequences may be for yield.
For the outlook, the net result is that there are no shortages of challenges for either production
or demand. When and if prices turn lower, inventory could evolve into a liability. Depending on
the depth of any potential reversal, cancelations and financial loss could result.

Bangladesh cotton production for MY 2022-23 to be 155000 bales: USDA

The US Department of Agriculture (USDA) has forecast cotton production in Bangladesh for
marketing year (MY) 2022-23 to be 155,000 bales--up by 2.6 per cent over MY 2021-22—and
imports at 8.9 million bales. Cotton harvested area is projected at 46,000 hectares for this MY,
up by 2.2 per cent over MY 2021-2022. Indian cotton took 29 per cent market share in 2021,
followed by Brazil, Benin and the United States.
In 2021, Bangladesh’s readymade garment exports reached a record high of $35.81 billion, and
the country became the second largest exporter after China. Due to high domestic demand for
yarn and fabric, Bangladesh continues to import these products in substantial amounts.
Harvested area in the country is increasing due to support from the ministry of agriculture’s
Cotton Development Board (CDB) extension service and comparatively higher economic
returns, USDA noted.
USDA estimates the MY 2021-22 cotton harvested area and production at 45,000 hectares and
151,000 bales respectively.
Domestically-produced cotton accounts for less than 2 per cent of total cotton consumption in
the country. Total cotton cultivation in Bangladesh covers only 0.55 per cent of the country’s
8.1 million hectares of arable land.
In cotton year (CY) 2021, Bangladesh’s readymade garment (RMG) exports hit a record high of
$35.81 billion. Knitwear products exports were $19.6 billion and woven products were $16.21
billion, up by 37.72 per cent and 22.45 per cent respectively compared to CY 2020.
In CY 2021, Bangladesh became the second largest global RMG exporter after China. The COVID-
19 pandemic adversely affected Bangladesh’s RMG exports in CY 2020, with the country falling
behind Vietnam. Total RMG exports were $27.45 billion, down by nearly 17 per cent from the
previous year; however, Bangladesh’s RMG factories began to see increased orders from Europe
and the United States in the second quarter of 2021 as their economies recovered.
Bangladesh imports large quantities of fabric and also exports limited quantities. The value of
Bangladesh’s fabric exports under HS codes 5208 and 5209 in CY 2021 was $27.83 million, 40.6
per cent lower than the previous year.
Total fabric imports in CY 2021 also dropped to $1.8 billion from $2.6 billion in CY 2020, as
Bangladesh imported more yarn.

Cotton consumption continues to increase for MY 2022-23. USDA forecasts that the total
domestic raw cotton consumption at 9.31 million bales, up by 5.6 per cent over the MY 2021-
22 USDA official estimate.
Post estimates MY 2021-22 domestic raw cotton consumption at 9 million bales, which is 2.27
per cent higher than USDA official estimate.
USDA forecasts MY 2022-23 yarn and fabric consumption at 0.96 million MT and 6.4 billion
metres respectively. For MY 2021-22, it estimates yarn and fabric consumption at 0.95 million
MT and 6.3 billion metres respectively.
Bangladesh’s cotton imports continue to increase steadily. USDA forecasts MY 2022-23 cotton
imports at 8.9 million bales, up by 7.2 per cent over the MY 2021-22 USDA official estimate,
assuming increasing yarn and fabric demand by the RMG industry.
Pakistan's Cotton Export To China Improving Despite Pandemic

Pakistani cotton experts expressed confidence in the development of local cotton-related
industry and yarn export to China as well as other parts of the world, which is increasing every
year despite the COVID-19 pandemic.
According to the General Administration of Customs of the People's Republic of China (GACC),
data showed that China imported more than $168 million worth of cotton yarn from Pakistan
in the first three months of this year. Uncombed single cotton yarn (commodity code
52051200), containing 85% or above, crossed $133 million in the first quarter of 2022.
Data further showed that the export of cotton yarn (commodity code 52051100) from Pakistan
to China crossed $33.30 million, while last year in the same period it was $34.06 million. The
export of uncombed cabled cotton yarn (commodity code 52053200)to China crossed $1.50
million in the first quarter of 2022.
In the first quarter of 2022, more than 51147.28 tons of cotton yarn were imported from
Pakistan. As affected by COVID-19, last year the import of cotton yarn was more in terms of
quantity and value.
Dr. Tassawar Hussain Malik, Director at Pakistan Central Cotton Committee (PCCC), Ministry of
National food Security and Research told China Economic Net that price is the main reason for
cotton yarn export, and both farmers and exporters get a good price advantage from China. He
added that Pakistan has top quality cotton because manual picking ensures its quality.

"Last year the approved minimum price was Rs 5500 per 40KG and this year cotton associations
suggested Rs 8000 to keep domestic availability because Pakistan's textile sector is booming
and local demands increased," he stated.
He further said that the germplasm resources of both countries are complementary. Chinese
technology and new varieties of seeds could help improve Pakistan's cotton industry.
Experts believe that cotton plant protection is still a big crisis in cotton production and
authorities need to take it seriously while about 20% of the cotton crop/production is lost on a
yearly basis. They said that in the last 5 years, the followings are the reasons for damaged cotton
crops; PBW: 10-15%, Whitefly: 10-12%, Other insects: 5-6%, Cotton leaf curl disease (CLCuD)
Disease: 10-15%, Insects Disease complex: 40-45%.
Experts said that last year's pink bollworm attack was severe and at least 200KG per acre were
lost simply because of PBW which was tantamount to around 15 lac bales. They added that
streamlining seed trait technologies for insect resistance and strengthening national and
provincial plant protection systems are required while back-to-back heavy rainfall spells in
2019 and 2020 created drainage problems in Sindh where around 1 million bales are damaged
each year.
They further said Pakistan and China should work together, especially regarding plant
protection issues in Pakistan like insect pests and diseases. This year, climate change and
extreme heatwaves are affecting the cotton crop, so they should take advantage of China's
cotton and Pakistan's cotton to create new varieties.
They added that yarn growing could be fruitful if Chinese technologies and seeds are used in
Pakistan.

On April 21, the Ministry of Industry and Information Technology issued the "Guiding Opinions
of the Ministry of Industry and Information Technology and the National Development and
Reform Commission on the High-Quality Development of the “Chemical Fiber Industry". In the
"Guiding Opinions", it is proposed that by 2025, the output target of bio-based chemical fibers
and degradable fiber materials will increase by more than 20% annually.
The "Guiding Opinions" clarifies the development goals of the chemical fiber industry:

The industrial value-added of chemical fiber enterprises on designated scale has an average
annual growth rate of 5%, and the proportion of chemical fiber output in the world is basically
stable.

The innovation capacity is continuously improved, the investment intensity for R&D of the
industry reaches 2%, the production and manufacturing capacity of high-performance fiber can
meet the strategic needs of the country.
Significant results have been achieved in digital transformation. The digital penetration rate of
enterprise operation and management has reached 80%, and the numerical control rate of key
processes has reached 80%.
The green manufacturing system has been continuously improved, the proportion of green
fibers has increased to more than 25%, the output of bio-based chemical fibers and degradable
fiber materials has increased by more than 20% annually, the comprehensive utilization level
and scale of waste resources have been developed further, and the carbon emission intensity of
the industry has been significantly reduced.
Form a group of leading enterprises with strong competitiveness, build a high-end, intelligent
and green modern industrial system, and build a strong chemical fiber country in an all-round
way.
The Guiding Opinions also proposes to speed up the development of bio-based chemical fibers
and degradable fiber materials: improve the purity of bio-based chemical fiber monomers and
raw materials, accelerate the integration of stable, high-efficiency, and low-energy-
consumption complete sets of technologies and equipment to achieve large-scale, low-cost
production. Support degradable aliphatic polyester fiber and other degradable fiber materials
to tackle key technical equipment problems, break through the technical bottleneck of raw
material preparation and efficient polymerization, strengthen the evaluation of fiber
degradable performance, and guide downstream applications.
1. Bio-based chemical fiber raw materials. Break through the special pulp, solvent,
cross-linking agent for lyocell fiber and bio-based monomers such as fiber grade 1,3-
propanediol, succinic acid, 1,4-butanediol, furandicarboxylic acid, high-light pure lactide
and so on. High-efficiency preparation technology of raw materials.
2. Bio-based chemical fibers. Improve key technologies for large-scale production of
lyocell fibers, polylactic acid fibers, bio-based polyamide fibers, trimethylene
terephthalate fibers, polyethylene furandicarboxylate fibers, seaweed fibers, and
chitosan fibers. Research on green manufacturing technologies for cellulose fibers such
as ionic liquid solvent method (ILS method) and low-temperature urea method
3. Degradable fiber material. Overcome PBAT (copolymer of butylene adipate and
terephthalate), PBS (polybutylene succinate), PHBV (polyhydroxybutyrate valerate),
FDCA-based polyester (Furandicarboxylic acid-based polyester), PHA (polyhydroxy fatty
acid ester), PCL (polycaprolactone) and other preparation technologies. Orderly carry
out the industrialization and application of materials such as poly-3-hydroxyalkanoate
(PHA) and polybutylene succinate-co-butylene terephthalate (PBST).
In addition, the "Guiding Opinions" also proposes to promote the green and low-carbon
transformation of the chemical fiber industry:

(1) Promote energy-saving and low-carbon development. Encourage enterprises to
optimize the energy structure, expand the proportion of new energy applications such
as wind power and photovoltaics, and gradually phase out coal-fired boilers and heating
furnaces. Formulate a roadmap for carbon peaking in the chemical fiber industry, clarify
the implementation path of carbon reduction in the industry, increase the research and
development of green processes and equipment, and strengthen technological
transformation of clean production and promotion of key energy-saving and emission-
reduction technologies. Accelerate the construction of green factories, green products,
green supply chains, and green parks in the chemical fiber industry, carry out the
construction of water and energy efficiency leader demonstration enterprises, and
promote carbon footprint accounting and social responsibility construction.
(2) Improve the level of recycling. Realize the large-scale and low-cost production of
chemically recycled polyester, and promote the R&D and industrialization of key
technologies such as recycled nylon, recycled polypropylene, recycled spandex, recycled
acrylic, recycled viscose, and recycled high-performance fibers. Promote key
technological breakthroughs and industrial development in the high-value utilization of
waste textiles, increase the recycling of used military uniforms, school uniforms, police
uniforms, tooling and other uniforms, and encourage relevant production enterprises to
establish recycling systems.
(3) Eliminate fogginess in accordance with laws and regulations. Strict restriction on energy
efficiency, improve the green manufacturing standard system of the chemical fiber
industry, and accelerate the elimination of outdated production processes and high-
emissions, energy, and water-consuming equipment in accordance with legislation and
regulations, so as to optimize space for the power supply structure. Strengthen the
implementation of standard conditions for the regenerated cellulose fiber industry
(visco) and the recycled chemical fiber industry (polyester), carry out normative
announcements, and strictly enforce requirements on energy consumption, raw
material consumption, environmental protection, safety and quality.
(4) Promote clean production technology and equipment. Promote polyester plant waste
heat utilization technology, PTA waste heat power generation technology, regenerated
cellulose fiber bio-process low-concentration waste gas treatment technology,
regenerated cellulose fiber production - lye recovery and hemicellulose extraction
technology, nylon-6, nylon filament, dry French spandex energy saving and emission
reduction technology. Promote the closed, continuous and automated production
technology, and reduce the of organic solvents. Promote the use of raw and auxiliary
materials with low (non-) VOCs content to improve the level of pollution control.
(5) Breakthrough in recycling technology. Carry out research on the identification and
separation of waste textile components, improve key technologies for polypropylene
and high-performance fiber recycling, make breakthroughs in polyester and nylon
chemical regeneration technology, acrylic fiber and spandex regeneration technology,
cotton/regenerated cellulose fiber waste textile recycling and green pulping

industrialization technology. Promote high-quality large-scale production of
regenerated polyester filaments by direct spinning of bottle flakes.
(6) Build a green manufacturing system. Encourage downstream enterprises in the
spinning, weaving, clothing, home textiles and other industrial chains to participate in
the certification of green fiber products, promote the construction of a trusted platform
for green fiber products, and improve the quantity and quality of green fiber supply.
Cultivate a group of green design demonstration enterprises, green factory benchmark
enterprises and green supply chain enterprises.

In which, the main fiber and yarn supply markets for Vietnam include China, Taiwan, Thailand, Indonesia, Korea, Japan.... PSF: In 2021, the leading countries exporting this fiber to Vietnam are China, Taiwan, Korea, Thailand, Indonesia... estimated at more than 339 thousand tons, equivalent to more than 381.25 million USD. The reason is that China is sticking to its Zero Covid strategy, with about 30% of the population under blockade. In which, the provinces with the number of Covid-19 infections over 6,000 people are located on the East Coast - the main production area of China's textile industry, with about 80% of output. Besides, the conflict between Russia and Ukraine is forecasted to end in June 2022 at the earliest, so the supply chain disruption, logistics crisis, and complicated currency will last until the end of the second quarter of 2022. Given the above uncertainties, the World Bank has lowered its global growth forecast to 3.2%, nearly halving from the previous year. All of the above factors will create certain difficulties for the textile industry in the coming time. According to new developments of the yarn market, from now until the end of June 2022, yarn demand will remain weak, the number of orders will decrease. According to the Vietnam Textile and Apparel Association, the solution offered at this time is that yarn businesses need to calculate an appropriate price level to be able to buy cotton in the short term to maintain production; consider the possibility of yarn product inventory to wait for the market to stabilize with financial support… In the short term, to control supply, businesses do not run at maximum production speed; focus on maintenance and equipment maintenance; towards the production of high-index yarn products; balance short-term cotton purchases, ensure production and monitor market developments; saving production costs as well as finding suitable orders on the basis of selling prices to ensure capital flow.

Generally, in the first three months of 2022, cotton imports to Vietnam reached 369 thousand tons, worth $949 million, down 7.9% in volume but up 40.1% in value over the same period in 2021. Vietnam’s import cottons in 2021-2022 (thousand tons) In the first 3 months of 2022, there are 10 markets supplying raw cotton to Vietnam, stable compared to the same period in 2021. Notably, Vietnam's raw cotton imports from some main markets decreased sharply compared to the same period in 2021 such as the US, Brazil... Specifically: Cotton imports from the US market in the first 3 months of 2022 reached 93 thousand tons, worth USD 272 million, down 35.7% in volume but up 7.8% in value over the same period in 2021, accounting for 25.4% of Vietnam's total cotton imports. Particularly in March 2022, cotton imports from this market reached 46.76 thousand tons, worth 139 million USD, down 50.1% in volume and 48.9% in value compared to March 2021. Cotton imports from the Brazilian market in the first 3 months of 2022 reached 99 thousand tons, worth 248 million USD, down 25.7% in volume but up 9.5% in value over the same period in 2021. Generally, in the first three months of 2022, the import of yarns from China market reached 114.18 thousand tons, worth 315.62 million USD, accounting for 61.9% of the total amount of imported yarns of Vietnam. 2.9% in volume, but up 21.4% in value compared to the first 3 months of 2021. In March 2022, the import of raw yarn from Taiwan market reached 8.9 thousand tons, worth 25.33 million USD, up 11.6% in volume and 24.8% in value compared to February. 2022; down 20.1% and 10.5% in value compared to March 2021. Generally, in the first three months of 2022, imports of raw yarn from Taiwan market reached 24.86 thousand tons, worth US$69.01 million, accounting for 13.5% of Vietnam's total import of raw yarn, down 14.7% in volume and down 3% in value compared to the first 3 months of 2021. In general, in the first 3 months of 2022, imports of raw yarn from markets to Vietnam decreased, except for Thailand, which increased sharply by 62.7% in volume. Notably, the import volume of raw yarn from some markets increased sharply in the first 3 months of 2022 such as Brazil. Import price of yarn 2021-2022 (USD/ton) In which, the price of raw yarn imported from Malaysia reached the lowest level of 2,110 USD/ton; followed by China, reaching $2,715/ton and the import price from Hong Kong market reached the highest level of $7,630/ton. The impact of the epidemic as well as the Russia-Ukrainian conflict has caused the price of imported yarn to increase sharply, this is also the reason for the decrease in the amount of yarn imported into Vietnam in the first 3 months of 2022. It is forecast that the import price of yarn will still increasing in the first 6 months of 2022, but will correct in the second half of 2022.

Generally, in the first three months of 2022, the import of raw fiber reached 96 thousand tons, worth 131 million USD, down 14.2% in volume and 2.5% in value compared to the same period in 2021. It is forecasted that the amount of raw fiber imported into Vietnam will continue to decrease in May and June 2022 compared to the same period in 2021 due to supply disruptions, high transportation costs, etc., specifically: Although the epidemic in Vietnam is gradually being well controlled and Vietnam has taken safe adaptation measures to restore production, the impact of the disease in other markets may still affect Vietnam. In particular, in China, the epidemic is still increasing, with the Zero Covid-19 policy, when there is a case, China can blockade even a city or a production center. China is the largest source of fiber for Vietnam, accounting for 43.3% of the import proportion. Thus, if an area that is supplying basic raw materials in large quantities to Vietnam is affected by the blockade order, it will affect the supply of raw materials for Vietnam.

Vietnam's import fiber in 2021-2022 (thousand ton) In the first 3 months of 2022, Vietnam imported raw fiber from 27 markets, an increase of 3 markets compared to the same period in 2021. China is the largest source of fiber for Vietnam in March 2022, with imports reaching 16.46 thousand tons, worth 20.93 million USD, up 55.1% in volume and 63 .3% in value; down 14.4% in volume and 3.8% in value compared to March 2021. Generally, in the first three months of 2022, imports of raw fiber from China market into Vietnam reached 41.93 thousand tons, worth 53.44 million USD, accounting for 43.3% of the total amount of imported raw fiber into Vietnam. Vietnam, down 15.9% in volume and 0.2% in value over the same period in 2021. In March 2022, imports of raw fiber from Taiwan market reached 5.26,000 tons, worth US$7.21 million, up 27.1% in volume and 40.5% in value compared to February. 2022; down 30.1% and 15.4% in value compared to March 2021. Generally, in the first 3 months of 2022, the import of raw fiber from Taiwan market to Vietnam reached 12.81 thousand tons, worth 16.93 million USD, accounting for 13.2% of the total import volume of Vietnam's raw fiber, down 33.4% in volume and 15.3% in value over the same period in 2021. In general, in the first 3 months of 2022, imports of raw fiber from the main supplying markets to Vietnam decreased slightly, except for imports from the Indonesian market, which increased by 35% in volume. Notably, the amount of imported fiber fiber from some markets increased sharply in the first 3 months of 2022 such as Singapore and Cambodia.

This volume is 27% below the amount shipped in the previous month, March/2022, and a 23% reduction in comparison to April/2021. Despite this, April exports of Brazilian cotton resulted in revenues of US$ 306.6 million. Vietnam and Turkey were the main destinations for Brazilian cotton exports in April, totaling 58.7 thousand tons for the two destinations. Together the two countries accounted for 43% of the entire volume for the month. Total numbers still show China as the main buyer of Brazilian cotton. The country imported 444 thousand tonnes between August/2021 and April/2022 and thus accounted for 29% of all volume exported up to now.

Page | 28 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________MAY 2022 – MONTHLY REPORT Cotton prices continued to move erratically higher despite a series of growing obstacles from the demand side of the balance sheet. The International Monetary Fund (IMF) lowered their forecasts for global GDP growth from the 4.4% released in January to 3.6% in late April (representing a nearly 20% decrease in growth). Inflation, the ongoing shipping crisis, supply chain disruptions presented by the war in Ukraine, COVID-related lockdowns in China, as well as the withdrawal of stimulus in the U.S. and other economies are all macroeconomic headwinds the market faces. There are also issues specific to cotton associated with weakening demand. There have been consistent reports of slow downstream order placement in China for months. In the U.S., weekly export sales turned definitively lower since NY/ICE futures ventured above 120 cents/lb in the second half of March. Higher food and energy costs can be expected to pinch consumers’ disposable income around the world, and this can impact global demand for apparel and home textiles. For production, higher cotton prices generally lead to increased plantings. However, high prices for competing crops are expected to prevent the robust acreage response that otherwise could be expected with cotton prices at their highest levels in more than a decade. The weather is also a limiting factor. Despite a forecast that the U.S. will increase planted acreage by +9% in 2022/23 (USDA’s survey-based forecast released in March), dry conditions in Texas and the Southwest growing region are predicted to cause widespread abandonment. High input costs may lower applications, and it is unknown what the global consequences may be for yield. For the outlook, the net result is that there are no shortages of challenges for either production or demand. When and if prices turn lower, inventory could evolve into a liability. Depending on the depth of any potential reversal, cancelations and financial loss could result.

Page | 30 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________MAY 2022 – MONTHLY REPORT Reference from Newspapers Bangladesh cotton production for MY 2022-23 to be 155000 bales: USDA Fibre2fashion Apr 25, 2022 The US Department of Agriculture (USDA) has forecast cotton production in Bangladesh for marketing year (MY) 2022-23 to be 155,000 bales--up by 2.6 per cent over MY 2021-22—and imports at 8.9 million bales. Cotton harvested area is projected at 46,000 hectares for this MY, up by 2.2 per cent over MY 2021-2022. Indian cotton took 29 per cent market share in 2021, followed by Brazil, Benin and the United States. In 2021, Bangladesh’s readymade garment exports reached a record high of $35.81 billion, and the country became the second largest exporter after China. Due to high domestic demand for yarn and fabric, Bangladesh continues to import these products in substantial amounts. Harvested area in the country is increasing due to support from the ministry of agriculture’s Cotton Development Board (CDB) extension service and comparatively higher economic returns, USDA noted. USDA estimates the MY 2021-22 cotton harvested area and production at 45,000 hectares and 151,000 bales respectively. Domestically-produced cotton accounts for less than 2 per cent of total cotton consumption in the country. Total cotton cultivation in Bangladesh covers only 0.55 per cent of the country’s 8.1 million hectares of arable land. In cotton year (CY) 2021, Bangladesh’s readymade garment (RMG) exports hit a record high of $35.81 billion. Knitwear products exports were $19.6 billion and woven products were $16.21 billion, up by 37.72 per cent and 22.45 per cent respectively compared to CY 2020. In CY 2021, Bangladesh became the second largest global RMG exporter after China. The COVID- 19 pandemic adversely affected Bangladesh’s RMG exports in CY 2020, with the country falling behind Vietnam. Total RMG exports were $27.45 billion, down by nearly 17 per cent from the previous year; however, Bangladesh’s RMG factories began to see increased orders from Europe and the United States in the second quarter of 2021 as their economies recovered. Bangladesh imports large quantities of fabric and also exports limited quantities. The value of Bangladesh’s fabric exports under HS codes 5208 and 5209 in CY 2021 was $27.83 million, 40.6 per cent lower than the previous year. Total fabric imports in CY 2021 also dropped to $1.8 billion from $2.6 billion in CY 2020, as Bangladesh imported more yarn.

USDA forecasts that the total domestic raw cotton consumption at 9.31 million bales, up by 5.6 per cent over the MY 2021- 22 USDA official estimate. Post estimates MY 2021-22 domestic raw cotton consumption at 9 million bales, which is 2.27 per cent higher than USDA official estimate. USDA forecasts MY 2022-23 yarn and fabric consumption at 0.96 million MT and 6.4 billion metres respectively. For MY 2021-22, it estimates yarn and fabric consumption at 0.95 million MT and 6.3 billion metres respectively. Bangladesh’s cotton imports continue to increase steadily. USDA forecasts MY 2022-23 cotton imports at 8.9 million bales, up by 7.2 per cent over the MY 2021-22 USDA official estimate, assuming increasing yarn and fabric demand by the RMG industry. Pakistan's Cotton Export To China Improving Despite Pandemic Urdupoint May 10, 2022 Pakistani cotton experts expressed confidence in the development of local cotton-related industry and yarn export to China as well as other parts of the world, which is increasing every year despite the COVID-19 pandemic. According to the General Administration of Customs of the People's Republic of China (GACC), data showed that China imported more than $168 million worth of cotton yarn from Pakistan in the first three months of this year. Uncombed single cotton yarn (commodity code 52051200), containing 85% or above, crossed $133 million in the first quarter of 2022. Data further showed that the export of cotton yarn (commodity code 52051100) from Pakistan to China crossed $33.30 million, while last year in the same period it was $34.06 million. The export of uncombed cabled cotton yarn (commodity code 52053200)to China crossed $1.50 million in the first quarter of 2022. In the first quarter of 2022, more than 51147.28 tons of cotton yarn were imported from Pakistan. As affected by COVID-19, last year the import of cotton yarn was more in terms of quantity and value. Dr. Tassawar Hussain Malik, Director at Pakistan Central Cotton Committee (PCCC), Ministry of National food Security and Research told China Economic Net that price is the main reason for cotton yarn export, and both farmers and exporters get a good price advantage from China. He added that Pakistan has top quality cotton because manual picking ensures its quality.

Page | 32 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________MAY 2022 – MONTHLY REPORT "Last year the approved minimum price was Rs 5500 per 40KG and this year cotton associations suggested Rs 8000 to keep domestic availability because Pakistan's textile sector is booming and local demands increased," he stated. He further said that the germplasm resources of both countries are complementary. Chinese technology and new varieties of seeds could help improve Pakistan's cotton industry. Experts believe that cotton plant protection is still a big crisis in cotton production and authorities need to take it seriously while about 20% of the cotton crop/production is lost on a yearly basis. They said that in the last 5 years, the followings are the reasons for damaged cotton crops; PBW: 10-15%, Whitefly: 10-12%, Other insects: 5-6%, Cotton leaf curl disease (CLCuD) Disease: 10-15%, Insects Disease complex: 40-45%. Experts said that last year's pink bollworm attack was severe and at least 200KG per acre were lost simply because of PBW which was tantamount to around 15 lac bales. They added that streamlining seed trait technologies for insect resistance and strengthening national and provincial plant protection systems are required while back-to-back heavy rainfall spells in 2019 and 2020 created drainage problems in Sindh where around 1 million bales are damaged each year. They further said Pakistan and China should work together, especially regarding plant protection issues in Pakistan like insect pests and diseases. This year, climate change and extreme heatwaves are affecting the cotton crop, so they should take advantage of China's cotton and Pakistan's cotton to create new varieties. They added that yarn growing could be fruitful if Chinese technologies and seeds are used in Pakistan. How will the chemical fiber industry develop in the next 5 years? Degradable fiber production is likely to increase by >20% on average annually Chemical 365, Chemical Fiber State On April 21, the Ministry of Industry and Information Technology issued the "Guiding Opinions of the Ministry of Industry and Information Technology and the National Development and Reform Commission on the High-Quality Development of the “Chemical Fiber Industry". In the "Guiding Opinions", it is proposed that by 2025, the output target of bio-based chemical fibers and degradable fiber materials will increase by more than 20% annually. The "Guiding Opinions" clarifies the development goals of the chemical fiber industry: By 2025, The industrial value-added of chemical fiber enterprises on designated scale has an average annual growth rate of 5%, and the proportion of chemical fiber output in the world is basically stable.

Significant results have been achieved in digital transformation. The digital penetration rate of enterprise operation and management has reached 80%, and the numerical control rate of key processes has reached 80%. The Guiding Opinions also proposes to speed up the development of bio-based chemical fibers and degradable fiber materials: improve the purity of bio-based chemical fiber monomers and raw materials, accelerate the integration of stable, high-efficiency, and low-energy- consumption complete sets of technologies and equipment to achieve large-scale, low-cost production. Support degradable aliphatic polyester fiber and other degradable fiber materials to tackle key technical equipment problems, break through the technical bottleneck of raw material preparation and efficient polymerization, strengthen the evaluation of fiber degradable performance, and guide downstream applications. 1. Encourage enterprises to optimize the energy structure, expand the proportion of new energy applications such as wind power and photovoltaics, and gradually phase out coal-fired boilers and heating furnaces. Formulate a roadmap for carbon peaking in the chemical fiber industry, clarify the implementation path of carbon reduction in the industry, increase the research and development of green processes and equipment, and strengthen technological transformation of clean production and promotion of key energy-saving and emission- reduction technologies. Accelerate the construction of green factories, green products, green supply chains, and green parks in the chemical fiber industry, carry out the construction of water and energy efficiency leader demonstration enterprises, and promote carbon footprint accounting and social responsibility construction. (2) Improve the level of recycling. Realize the large-scale and low-cost production of chemically recycled polyester, and promote the R&D and industrialization of key technologies such as recycled nylon, recycled polypropylene, recycled spandex, recycled acrylic, recycled viscose, and recycled high-performance fibers. Promote key technological breakthroughs and industrial development in the high-value utilization of waste textiles, increase the recycling of used military uniforms, school uniforms, police uniforms, tooling and other uniforms, and encourage relevant production enterprises to establish recycling systems. (3) Eliminate fogginess in accordance with laws and regulations. Strict restriction on energy efficiency, improve the green manufacturing standard system of the chemical fiber industry, and accelerate the elimination of outdated production processes and high- emissions, energy, and water-consuming equipment in accordance with legislation and regulations, so as to optimize space for the power supply structure. Strengthen the implementation of standard conditions for the regenerated cellulose fiber industry (visco) and the recycled chemical fiber industry (polyester), carry out normative announcements, and strictly enforce requirements on energy consumption, raw material consumption, environmental protection, safety and quality. (4) Promote clean production technology and equipment. Promote polyester plant waste heat utilization technology, PTA waste heat power generation technology, regenerated cellulose fiber bio-process low-concentration waste gas treatment technology, regenerated cellulose fiber production - lye recovery and hemicellulose extraction technology, nylon-6, nylon filament, dry French spandex energy saving and emission reduction technology. Promote high-quality large-scale production of regenerated polyester filaments by direct spinning of bottle flakes. (6) Build a green manufacturing system. Encourage downstream enterprises in the spinning, weaving, clothing, home textiles and other industrial chains to participate in the certification of green fiber products, promote the construction of a trusted platform for green fiber products, and improve the quantity and quality of green fiber supply. Cultivate a group of green design demonstration enterprises, green factory benchmark enterprises and green supply chain enterprises.
