5.10.2 Delayed Projects Change Carbon Capture & Storage Prospects
in the Netherlands
The picture for CCS has dramatically changed for the Netherlands recently. Whereas in 2012,
there were four large scale CCS projects in the running for operation, since 2013 only one
remains. The Green Hydrogen Project, the Pegasus Rotterdam Project and the Eemshaven CCS
project have all been put on hold after failing to receive funding from NER300 in the first round.
Air Liquide’s Green Hydrogen plant planned to capture 0.55Mtpa of CO2 for storage offshore. The
estimated cost for the entire hydrogen plant was $217m (€160m). The project applied for NER300
funding and in July 2012, the European Commission announced the project was ranked 3

rd

amongst other CCS projects most likely to be awarded funding. However in late 2012, the Dutch
government announced that they could not provide funds of $122.4m (€90m). The project was
removed from the funding application and has since remained dormant.
Both the Eemshaven CCS project and the Pegasus Rotterdam project are also identified as on
hold. In 2012 it was announced that the Dutch government would be supporting the Green
Hydrogen CCS project for the NER300 funding, rather than these two projects. As a response,
the economics of the projects have become more fragile and as such their futures are unknown.

7. Expert Opinion
7.1 HTC CO2 Systems
HTC CO2 Systems is a subsidiary of HTC Purenergy Inc., and specialises in technologies for
Carbon Capture, Utilisation and Storage (CCUS). The company predominantly focus on carbon
capture, carbon management and carbon supply. Visiongain spoke to Mr. Allison in November
2013 and would like to thank him for his contribution to the report.

7.1.1 Role in the Carbon Capture & Storage Market
Visiongain: Can you tell me about HTC CO2 Systems and your role in the CCS Market?
Jeff Allison: HTC CO2 Systems is a division of HTC Purenergy Inc., a public company traded on
the Toronto Venture Exchange (TSXV: HTC), and has been established for roughly eight years.
HTC stands for Hydrogen Technologies Corporation and that is where the company origins stem
from; we began with hydrogen research with the University of Regina, Saskatchewan, at their
new International Test Centre for CO2 Capture (ITC). The university, at that time, had been
researching CO2 capture; taking the amine capture process and looking at ways to increase its
efficiency. The amine process has been used for a large number of years, probably since the late
1950’s, but was inefficient and needed an upgrade. As such, the Government of Saskatchewan
and the Government of Canada built the university’s ITC and installed an amine test unit within it.
Prior to setting up the ITC the researchers had spent between 20 and 25 years investigating how
to improve the efficiency of the capture process, and had built one of the longest running test
units.
As a result, our company were approached regarding the potential to license the technology and
commercially roll it out worldwide. We brought a lot of engineers onboard, as well as staff trained
at the University of Regina and other universities worldwide, and began marketing the product.
Through our marketing efforts we met Doosan Power Systems, who became a world sublicensee and now license our technology on all of their power plants that they build worldwide.

7.1.2 The Evolution of CO2 from a GHG to a Commodity
Visiongain: How has HTC CO2 Systems developed along with the market?
Jeff Allison: We became very active in the large power plant market a few years ago, particularly
North America and Europe. At this time, CO2 capture and storage and reduction of emissions
were importance aspects of most people’s agenda’s, particularly in the case of the large emitters.

Whereas in 2012, there were four large scale CCS projects in the running for operation, since 2013 only one remains. The Green Hydrogen Project, the Pegasus Rotterdam Project and the Eemshaven CCS project have all been put on hold after failing to receive funding from NER300 in the first round. Air Liquide’s Green Hydrogen plant planned to capture 0.55Mtpa of CO2 for storage offshore. The estimated cost for the entire hydrogen plant was $217m (€160m). The project applied for NER300 funding and in July 2012, the European Commission announced the project was ranked 3 rd amongst other CCS projects most likely to be awarded funding. However in late 2012, the Dutch government announced that they could not provide funds of $122.4m (€90m). The project was removed from the funding application and has since remained dormant. Both the Eemshaven CCS project and the Pegasus Rotterdam project are also identified as on hold. In 2012 it was announced that the Dutch government would be supporting the Green Hydrogen CCS project for the NER300 funding, rather than these two projects. As a response, the economics of the projects have become more fragile and as such their futures are unknown. www.visiongain.com Page 124

Expert Opinion 7.1 HTC CO2 Systems HTC CO2 Systems is a subsidiary of HTC Purenergy Inc., and specialises in technologies for Carbon Capture, Utilisation and Storage (CCUS). The company predominantly focus on carbon capture, carbon management and carbon supply. Visiongain spoke to Mr. Allison in November 2013 and would like to thank him for his contribution to the report. 7.1.1 Role in the Carbon Capture & Storage Market Visiongain: Can you tell me about HTC CO2 Systems and your role in the CCS Market? Jeff Allison: HTC CO2 Systems is a division of HTC Purenergy Inc., a public company traded on the Toronto Venture Exchange (TSXV: HTC), and has been established for roughly eight years. HTC stands for Hydrogen Technologies Corporation and that is where the company origins stem from; we began with hydrogen research with the University of Regina, Saskatchewan, at their new International Test Centre for CO2 Capture (ITC). The university, at that time, had been researching CO2 capture; taking the amine capture process and looking at ways to increase its efficiency. The amine process has been used for a large number of years, probably since the late 1950’s, but was inefficient and needed an upgrade. As such, the Government of Saskatchewan and the Government of Canada built the university’s ITC and installed an amine test unit within it. Prior to setting up the ITC the researchers had spent between 20 and 25 years investigating how to improve the efficiency of the capture process, and had built one of the longest running test units. As a result, our company were approached regarding the potential to license the technology and commercially roll it out worldwide. We brought a lot of engineers onboard, as well as staff trained at the University of Regina and other universities worldwide, and began marketing the product. Through our marketing efforts we met Doosan Power Systems, who became a world sublicensee and now license our technology on all of their power plants that they build worldwide. 7.1.2 The Evolution of CO2 from a GHG to a Commodity Visiongain: How has HTC CO2 Systems developed along with the market? Jeff Allison: We became very active in the large power plant market a few years ago, particularly North America and Europe. At this time, CO2 capture and storage and reduction of emissions were importance aspects of most people’s agenda’s, particularly in the case of the large emitters. www.visiongain.com Page 144
