The Sustainable Business Casebook, v.1 By: Ross Gittell, Matt Magnusson and Michael Merenda 2012 Since businesses are strongly affected by public policies, it is in their best interest to stay informed about public policies and to try to influence governmental decision making and public policy. There are different general ways that businesses view and act on their relationship with government. One perspective is for businesses to consider business and government on “two sides” and in opposition to each other. Some have argued that this was the prevailing dominant mainstream business view in the aftermath of the Great Recession at the end of the first decade of the twenty-first century. It has been characterized as the “antiregulatory” or “limited government” view, and it has been associated with those who believe that free markets with a minimal government role is best for the workings of the economy. This perspective most often focuses businesses’ interactions with government on efforts to minimize government and reduce the costs and burdens on private business and the general economy associated with government taxes, regulations, and policies. Another business perspective on government is that government should favor businesses and incentivize business performance and investment because businesses are the main source of jobs, innovation, and societal economic well-being, and therefore government should support businesses with grants, tax credits, and subsidies. A third general view of businesses and government relations is with business in partnership with government in addressing societal matters. This is in contrast to government being the regulator to ensure businesses act in a socially responsible manner. These views are not mutually exclusive. For example, the same solar business can use some of its interaction with government to try to maximize the benefits, such as favorable tax credits, it receives from government and at the same time work in partnership with government to achieve a social purpose, such as reducing carbon emissions, and then try to minimize its tax obligations. It is also important, as described by Pacific Gas and Electric (PG&E) CEO Peter Darbee, that the focus of business and government relationships should be on the type of policies required in response to societal challenges rather than an ideological response about the proper role of government in a free market economy. Lesson Five: Corporate Ethics in the 21st Century Lesson Four discussed some of the most prominent behavioral theories concerning leadership as well as their ethical implications. Lesson Six will introduce some modern concepts of ethics for businesses, including socially responsible investing, corporate social responsibility, and environmentalism. With changes in public perception over time, the expectations of businesses operating within American society has changed considerably throughout the history of our nation. The classical view on the ethical role of businesses was predicated on the principle of profit maximization: the idea that the only purpose of a business is to maximize the amount of money generated for its owners. Furthermore, anything that runs counter to or distracts from this prerogative is antithetical to the essence of a business. The obligation to obey the law is implied based on the fact that businesses which violate laws typically suffer losses in the form of fines or even forced closure; so compliance with the law is a behavior that is compatible with, and in fact necessary to, the principle of profit maximization. However, things have changed. Businesses have grown to sizes and degrees of influence that present substantial threats to the welfare of communities, families, the natural environment, etc. and society no longer sees businesses as being responsible only to shareholders (McWilliams & Siegel, 2001). This lesson will discuss the ways in which changes in public perception have reshaped the ethical obligations of businesses in the 21st century. Socially Responsible Investing (SRI) One of the biggest ways in which public perception has changed business and industry is through socially responsible investment (SRI) funds. In the business startup world, some investors with strong ethical compasses have chosen to restrict the types of businesses in which they are willing to invest with their capital (Sparkes & Cowton, 2004). Some of these restricted categories are more or less unanimously seen as immoral industries. Others, however, are more controversial. · Alcohol: Obviously not all people abuse alcohol, and not all people view producers of alcohol as immoral. However, many SRI funds exclude alcohol companies because of the tragic effects that alcohol has in contexts such as drunk driving, etc. · Tobacco: Virtually the same arguments that apply to alcohol apply to tobacco, except that tobacco is vilified for its unmistakable role in cancers, emphysema, and early mortality. Thus, SRI funds typically avoid tobacco companies as well. · Gambling: Like alcohol, not all people have gambling problems or see any ethical issue with the gambling industry. The Israel-Palestine conflict is a long-standing territorial and ideological dispute primarily centered on the land known as Israel, which is claimed by both Israelis and Palestinians. It has its roots in the late 19th and early 20th centuries when Jewish immigrants began settling in Palestine, then part of the Ottoman Empire. The Zionist movement sought to establish a Jewish homeland, leading to increased tensions with the indigenous Arab population. The issue escalated in the aftermath of World War I, with the British Mandate for Palestine granting Britain control over the territory. The Balfour Declaration of 1917 expressed support for the establishment of a Jewish homeland in Palestine, further inflaming Arab-Jewish tensions. Jewish immigration increased during this period, exacerbating resentment among Palestinians. Following World War II and the Holocaust, international sympathy for the Jewish cause grew, leading to the United Nations Partition Plan of 1947, which proposed dividing Palestine into separate Jewish and Arab states. While Jewish leaders accepted the plan, Arab leaders rejected it, leading to the 1948 Arab-Israeli War. Israel declared independence, resulting in the displacement of hundreds of thousands of Palestinians and the establishment of the state of Israel. The conflict intensified over subsequent decades, marked by several wars and periods of violence, including the Six-Day War in 1967, during which Israel occupied the West Bank, Gaza Strip, and East Jerusalem, among other territories. This occupation led to the growth of Israeli settlements in the occupied territories, which are considered illegal under international law by most of the international community. Efforts to resolve the conflict have included various peace initiatives, such as the Oslo Accords in the 1990s, which aimed to establish a framework for Palestinian self-governance. However, these efforts have been repeatedly undermined by continued violence, mistrust, and disagreements over core issues such as borders, security, refugees, and the status of Jerusalem. The situation in Gaza, controlled by the militant group Hamas since 2007, has further complicated peace efforts, with frequent outbreaks of violence between Hamas and Israel, including wars in 2008-2009, 2012, and 2014, as well as periodic escalations of violence in subsequent years. The international community, including the United Nations, the United States, the European Union, and regional powers, has been involved in mediating the conflict and promoting peace negotiations. However, a comprehensive and lasting resolution has remained elusive, with both Israelis and Palestinians deeply entrenched in their respective narratives, grievances, and aspirations for statehood, security, and self-determination.
