PCC OF WAGONS
OVERLOADING
PENAL PROVISIONS- IR

WEIGHT CONDITION
• Weight condition means loadability of a
commodity inside the wagon.
• Commodities will be charged at the PCC of
Wagon under three routes, CC+8, CC+6 or
Excepted Route. (RC-28-11).
• In case of wagons loaded with containers the
marked CC of wagon shall be its PCC. (RB
TC-1/2006/109/6-Pt-2 dated 14-11-2008).
• PCC of BLL/BFK/BFC wagons for movement
of containers by are given in (RC-5-15)
ROUTES FOR CHARGING
• CC +6 : Universalised Routes (All routes in Indian
railways are CC+6) except those notified as Excepted.
• Excepted Routes: Those Notified routes
• CC+8 : Those identified routes
• CC+8 routes has enhanced PCC when loaded with
notified commodities (Ores, Gypsum, Limestone,
Dolomite, Stones, Clinker, Cement, Slag , All types of
Coal DAP and NPK fertilizers) in different types of
wagons.
FACTORS DETERMINING
CHARGEABLE WEIGHT (PCC OF WAGON)
1. ROUTE IN WHICH IT IS BOOKED
( CC+8/ CC+6/ ER)
2. THE COMMODITY BOOKED
( Coal/Ores/Cement/Urea/Rice, etc;)
3. TYPE OF WAGON
( BCX/BCN/BOX/BOXN, etc;)
CHARGING UNDER VARIOUS ROUTES
When traffic is booked via routes which involves two or more of
different routes viz. Excepted routes, CC+6 routes and CC+8 routes,
the chargeable weight will be the permissible carrying capacity of the
route for which is most restrictive.
ILLUSTRATION:
Chargeable weight for A to F = PCC of Excepted routes
Chargeable weight for B to F = PCC of CC+6 routes
Chargeable weight for B to C = PCC of CC+8 routes
Chargeable weight for B to E = PCC of Excepted routes

• Sender has to record the weight of the consignment
in F. Note.
• All Wagons should be mandatorily weighed on the
weigh bridge unless exempted.
• Loading point will prepare VG in duplicate duly
indicating whether wagons are weighed or not to
Guard .
• If not weighed at loading point, due indication to be
made on VG for weighment at alternate weigh
bridge.
• Weigh bridge clerk will communicate the weighment
details to the loading point.
ISSUE OF RR
• The RR shall be prepared based on the
weighment details furnished by weigh bridge
within 24 hours of loading.
• If the RR cannot be prepared within 24 hours
from the time of loading, DCM can permit
another 24 hours time for preparation of RR
based on the weight furnished by the
alternate weigh bridge.
• If the weighment details are not received
within 48 hours, RR should be prepared
based on sender’s weight.
EXEMPTIONS FOR WEIGHMENT
• Wagons loaded with standard bags of uniform
size are exempted from mandatory weighment.
(RC-61-07)
• At least 5% of rakes to be weighed in a month.
(RC-32-11)
EXEMPTIONS FOR WEIGHMENT
• HR Coils and other Steel products which are
preweighed on certified Mill –Scales and bears
marking of central /Excise/Custom dep‘t.
• However 5% of the wagons loaded to be
weighed in a month.(RC-32-12)
• Containerised EXIM traffic is exempted from
100% mandatory weighment (RC-37-12)
ISSUE OF RR
• One RR can be issued Per Wagon
• A Maximum of 12 RR can be issued Per
Wagon.
• However for every additional RR issued a
charge of Rs. 300/- is levied.(RC-31-12).
• No Duplicate RR Can be Issued.
LATEST INSTRUCTIONS ON
OVERLOADING OF WAGONS
• JPO 2010 – For weighment, functioning of weighbridges and
dealing with overloading of rake.
• (RC- 19-12) – Punitive Charges for overloading
• (RC-32-11) – A penalty of Rs.5,000/- as detention charges will
be levied on each overloaded wagon in case of detention of a
rake after weighment warranting load adjustment at the
originating station itself.
• In addition to the above, demurrage and other charges (Engine
haulage/Shunting) for such adjustments will continue to be
levied as per extant rules.
• (RC- 39-12) – CCM in consultation with COM can conduct
random checks on wagon(s), that had undergone load
adjustment by consignors or by their agencies, and if
overloading is detected on such wagon(s) punitive charges of
Rs.1 Lakh per wagon will be levied.
CLARIFICATIONS RC-32-11
• What are the charges to be levied for
overloaded wagons at the loading point
itself, also for the time taken for load
adjustment, movement of rake from
weighment point to loading point and back?
• A penalty of Rs.5,000/- as detention charges will be
levied on each overloaded wagon.
• Demurrage and other charges (Shunting) as per
extant rules.
• (Ref Rly Board: TC1/2006/109/3 dated 30/4/13 and
2/4/14)
CLARIFICATIONS RC-32-11
• Due to operation reasons, if the party is not
allowed to carry out load adjustment at the
loading point and the rake was allowed to
move, What are the charges to be collected.
• Such decision is prima facie not in order. Party should
be allowed to carry load adjustment.
• Only Punitive charges for overloading to be collected.
• (Ref Rly Board: TC1/2012/108/19 dated 8/1/13)
CLARIFICATIONS RC-32-11
• What charges will be collected when the
wagons are offered for booking after
multiple weighment and load adjustments at
the weighbridges of sidings?
• Since weighment and load adjustment of the rake is
carried out prior to offering for booking, only
demurrage and other charges if any are to be
collected.
• (Ref Rly Board: TC1/2010/108/4 dtd 26/9/13)
PROVISIONS UNDER SEC-73
• What charges will be collected when the
wagons are weighed at associate
weighbridge/alternate weigh bridge, not
located at the loading point?
• Punitive charges shall be recovered for the entire
distance travelled by the train irrespective of point of
detection. (RC-19-12)
• In case Off-Loading /detachment of wagon is carried,
DC and other charges (Shunting/ Unloading charges)
as per extant rules. (Sec -73 Rly Act)
