3. Why and How IXPs established in Japan
• IXPs in Japan has been established by ISPs in
“bottom-up” way.
• First motivation to make IXP
– To improve the latency between Japanese ISPs
• Why commercial IXPs in Japan?
– Japanese ISPs and their customers are very sensitive
to the quality of service of the Internet;
– They requested IXP operation at high-quality of
commercial service level

6. Expectations for IXP
• There are some problems about the connectivity in developing and
emerging countries.
– The international transit costs are very expensive.
– Their domestic traffic are exchanged via international links.
• IXP is an important gateway for both these countries and global
hyper giants.
– IXP would be an aggregation point of the internet traffic for these
countries.
– IXP is an entry point into these countries for global hyper giants.
• There seems to be an illusion that IXP is a “silver bullet” to solve all
problems.
– Main purpose of IXP is to exchange domestic traffic smoothly.
– If IXP is prospered by local participants in a bottom-up way, it is very
attractive to global players.
– As a result, some problems are solved by IXP.

7. Comments to ITU CWG-Internet
based on our experiences
• Internet Exchanges can be established and
operated by local ISPs themselves who really
need it.
– In a bottom-up way, not in a top-down way
• Government and its Telecommunication
Sector may act as arbitrator in case that
participants cannot solve some dispute by
themselves but it should be at the final stage.

• IXP policy and rules
– The participants from such local ISPs can get together ,
talk with each other, and decide their policy, rules,
and operations, according to general policy and rules
as IXP
• IXP equipment
– Ethernet switches, which becomes very affordable
these days for start-up IXPs
– Some non-profit organizations such as APNIC and ISOC,
and some commercial companies can donate small
but sufficient ethernet switches for start-up IXPs

• IXP know-how
– Also IXP associations such as Euro-IX, LAC-IX, and
APIX will help implementation and operations of a
new IXP
• Reduction of international transit cost
– Existence of IXP in a country does not always
result in the cost reduction of transit. It depends
on how attractive a country is as a market.

• From our experiences,
– IXPs can be established by local ISPs who really
need it
– Government may act as an arbitrator in case of
unsolvable dispute between participating ISPs ,
but it should be at the final stage.
