‫اسالم‬ ،‫آباد‬ ‫پاکستان‬ – ‫صدر‬ ‫شی‬ ‫جن‬ ‫پنگ‬ ‫نے‬ ‫کہا‬ ‫ہے‬ ‫کہ‬ ‫چین‬ ‫اپنی‬ ‫معیشت‬ ‫کو‬ ‫مستحکم‬ ‫کرنے‬ ‫کے‬ ‫لیے‬ ‫پاکستان‬ ‫کی‬ ‫مدد‬ ‫جاری‬ ‫رکھے‬ ،‫گا‬ ‫جیسا‬ ‫کہ‬ ‫انہوں‬ ‫نے‬ ‫پاکستانی‬ ‫وزیر‬ ‫اعظم‬ ‫شہباز‬ ‫شریف‬ ‫کی‬ ‫بات‬ ‫چیت‬ ‫کے‬ ‫لیے‬ ‫میزبانی‬ ‫کی۔‬ ‫دونوں‬ ‫رہنماؤں‬ ‫نے‬ ‫بدھ‬ ‫کو‬ ‫بیجنگ‬ ‫کے‬ ‫گریٹ‬ ‫ہال‬ ‫آف‬ ‫دی‬ ‫پیپل‬ ‫میں‬ ‫مالقات‬ ،‫کی‬ ‫شریف‬ ‫کے‬ ‫دو‬ ‫روزہ‬ ‫دورہ‬ ‫چین‬ ‫کے‬ ‫آخری‬ ،‫دن‬ ‫جو‬ ‫اپریل‬ ‫میں‬ ‫اقتدار‬ ‫سنبھالنے‬ ‫کے‬ ‫بعد‬ ‫ان‬ ‫کا‬ ‫پہال‬ ‫دورہ‬ ‫تھا۔‬ ‫چینی‬ ‫سرکاری‬ ‫میڈیا‬ ‫کے‬ ،‫مطابق‬ ‫شی‬ ‫نے‬ ‫کہا‬ ‫کہ‬ ‫دونوں‬ ‫پڑوسیوں‬ ‫کو‬ ‫چین‬ ‫پاکستان‬ ‫اقتصادی‬ ‫راہداری‬ ‫(سی‬ ‫پی‬ ‫ای‬ )‫سی‬ ‫کی‬ ‫ترقی‬ ‫میں‬ ‫تعاون‬ ‫کو‬ ‫فروغ‬ ‫دینا‬ ،‫چاہیے‬ ‫جو‬ ‫کہ‬ 60 ‫بلین‬ ‫ڈالر‬ ‫کے‬ ‫بنیادی‬ ‫ڈھانچے‬ ‫کے‬ ‫منصوبے‬ ‫کے‬ ‫ساتھ‬ ‫ساتھ‬ ‫پاکستان‬ ‫کے‬ ‫صوبہ‬ ‫بلوچستان‬ ‫میں‬ ‫گوادر‬ ‫بندرگاہ‬ ‫کی‬ ‫تعمیر‬ ‫پر‬ ‫کام‬ ‫کی‬ ‫رفتار‬ ‫کو‬ ‫تیز‬ ‫کرے۔‬ ‫اپنی‬ ‫طرف‬ ،‫سے‬ ‫شریف‬ ‫نے‬ ‫حالیہ‬ ‫سیالب‬ ‫کے‬ ‫بعد‬ ‫چین‬ ‫کی‬ ‫"پاکستان‬ ‫کے‬ ‫امدادی‬ ‫اور‬ ‫بحالی‬ ‫کے‬ ‫کاموں‬ ‫میں‬ ‫انمول‬ "‫مدد‬ ‫کے‬ ‫لیے‬ ‫شی‬ ‫جن‬ ‫پنگ‬ ‫کا‬ ‫شکریہ‬ ‫ادا‬ ،‫کیا‬ ‫جس‬ ‫میں‬ 1,700 ‫سے‬ ‫زائد‬ ‫افراد‬ ‫ہالک‬ ‫ہوئے‬ ‫اور‬ ً‫ا‬‫تقریب‬ 33 ‫ملین‬ ‫متاثر‬ ‫ہوئے۔‬ ‫ان‬ ‫کے‬ ‫دفتر‬ ‫سے‬ ‫جاری‬ ‫کردہ‬ ‫ایک‬ ‫بیان‬ ‫میں‬ ‫کہا‬ ‫گیا‬ ‫ہے‬ ‫کہ‬ ‫رہنماؤں‬ ‫نے‬ CPEC ‫پر‬ ‫کام‬ ‫اور‬ ‫ریلوے‬ ‫الئن‬ ‫کی‬ ‫تعمیر‬ ‫سمیت‬ ‫"اسٹریٹجک‬ "‫اہمیت‬ ‫کے‬ ‫مختلف‬ ‫منصوبوں‬ ‫کے‬ ‫بارے‬ ‫میں‬ ‫بات‬ ‫کی۔‬ ‫شریف‬ ‫نے‬ ‫کہا‬ ‫کہ‬ ‫پاکستان‬ ‫نے‬ ‫چین‬ ‫کی‬ ‫سماجی‬ ‫و‬ ‫اقتصادی‬ ‫ترقی‬ ‫اور‬ ‫ترقی‬ ‫اور‬ ‫خوشحالی‬ ‫کے‬ ‫قومی‬ ‫عزم‬ ‫سے‬ ‫تحریک‬ ‫حاصل‬ ،‫کی‬ ‫بیان‬ ‫میں‬ ‫مزید‬ ‫کہا‬ ‫گیا‬ ‫کہ‬ ‫وزیراعظم‬ ‫نے‬ ‫شی‬ ‫جن‬ ‫پنگ‬ ‫کو‬ ‫دورہ‬ ‫پاکستان‬ ‫کی‬ ‫دعوت‬ ‫دی‬ ‫تھی‬ ‫جسے‬ ‫قبول‬ ‫کر‬ ‫لیا‬ ‫گیا۔‬ ‫بعد‬ ‫ازاں‬ ‫بدھ‬ ‫کو‬ ‫شریف‬ ‫نے‬ ‫اپنے‬ ‫چینی‬ ‫ہم‬ ‫منصب‬ ‫لی‬ ‫کی‬ ‫چیانگ‬ ‫سے‬ ‫بھی‬ ‫مالقات‬ ‫کی۔‬ ‫تاریخی‬ ‫اتحادیوں‬ ‫پاکستان‬ ‫اور‬ ‫چین‬ ‫کے‬ ‫تعلقات‬ ‫گزشتہ‬ ‫دہائی‬ ‫کے‬ ‫دوران‬ ‫مزید‬ ‫مضبوط‬ ‫ہوئے‬ ،‫ہیں‬ ‫اس‬ ‫دور‬ ‫میں‬ ‫جب‬ ‫اسالم‬ ‫آباد‬ ‫کے‬ ‫واشنگٹن‬ ‫کے‬ ‫ساتھ‬ ‫تعلقات‬ ‫بتدریج‬ ‫ٹھنڈے‬ ‫ہوتے‬ ‫گئے۔‬ ‫متوازن‬ ‫نقطہ‬ ‫نظر‬ ‫اسالم‬ ‫آباد‬ ‫میں‬ ‫مقیم‬ ‫خارجہ‬ ‫پالیسی‬ ‫کے‬ ‫تجزیہ‬ ‫کار‬ ‫اور‬ ‫پاک‬ ‫چین‬ ‫تعلقات‬ ‫کے‬ ‫قریبی‬ ‫مبصر‬ ‫محمد‬ ‫فیصل‬ ‫نے‬ ‫کہا‬ ‫کہ‬ ‫شریف‬ ‫کا‬ ‫دورہ‬ ‫پاکستان‬ ‫کے‬ ‫لیے‬ ‫ایک‬ ‫اہم‬ ‫نشان‬ ‫ہے‬ ‫کیونکہ‬ ‫یہ‬ ‫چین‬ ‫اور‬ ‫یونائیٹڈ‬ ‫کے‬ ‫درمیان‬ ‫بڑھتے‬ ‫ہوئے‬ ‫اسٹریٹجک‬ ‫مسابقت‬ ‫کے‬ ‫تناظر‬ ‫میں‬ ‫متوازن‬ ‫نقطہ‬ ‫نظر‬ ‫کو‬ ‫برقرار‬ ‫رکھنے‬ ‫کی‬ ‫کوشش‬ ‫کرتا‬ ‫ہے۔‬ ‫وہ‬ ،‫ریاستیں‬ ‫جن‬ ‫کا‬ ‫جنوبی‬ ‫ایشیا‬ ‫میں‬ ‫عالقائی‬ ‫نظام‬ ‫پر‬ ‫براہ‬ ‫راست‬ ‫اثر‬ ‫پڑتا‬ ‫ہے۔‬ ‫انہوں‬ ‫نے‬ ‫کہا‬ ‫کہ‬ ‫وہ‬ ‫توقع‬ ‫کرتے‬ ‫ہیں‬ ‫کہ‬ ‫افغانستان‬ ‫اور‬ ‫بھارت‬ ‫سے‬ ‫متعلق‬ ،‫مسائل‬ ‫جو‬ ‫پاکستان‬ ‫اور‬ ‫چین‬ ‫کے‬ ‫سب‬ ‫سے‬ ‫بڑے‬ ‫عالقائی‬ ‫حریف‬ ‫کے‬ ‫طور‬ ‫پر‬ ‫ابھرے‬ ،‫ہیں‬ ‫رہنماؤں‬ ‫کی‬ ‫بات‬ ‫چیت‬ ‫میں‬ ‫ایجنڈے‬ ‫میں‬ ‫سرفہرست‬ ‫ہوں‬ ‫گے۔‬ ‫فیصل‬ ‫نے‬ ‫الجزیرہ‬ ‫کو‬ ،‫بتایا‬ ‫"اسالم‬ ‫آباد‬ ‫اور‬ ‫بیجنگ‬ ‫دونوں‬ ‫کو‬ ‫ان‬ ‫پڑوسیوں‬ ‫سے‬ ‫مختلف‬ ‫تحفظات‬ "‫ہیں۔‬ ،‫"تاہم‬ ‫دونوں‬ ‫عالقائی‬ ‫ماحول‬ ‫میں‬ ‫استحکام‬ ‫کے‬ ‫لیے‬ ‫تعاون‬ ‫کو‬ ‫آگے‬ ‫بڑھانے‬ ‫پر‬ ‫مجبور‬ ‫ہیں۔‬ " ‫دی‬ ‫چائنا‬ ‫پاکستان‬ ‫ایکسس‬ ‫کے‬ ‫مصنف‬ ‫اینڈریو‬ ‫سمال‬ ‫کا‬ ‫کہنا‬ ‫ہے‬ ‫کہ‬ ‫اسالم‬ ‫آباد‬ ‫کو‬ ‫بیجنگ‬ ‫اور‬ ‫واشنگٹن‬ ‫دونوں‬ ‫کے‬ ‫ساتھ‬ ‫مستحکم‬ ‫تعلقات‬ ‫برقرار‬ ‫رکھتے‬ ‫ہوئے‬ ‫احتیاط‬ ‫سے‬ ‫چلنے‬ ‫کی‬ ‫ضرورت‬ ‫ہے۔‬ " ‫یہ‬ ‫چین‬ ‫کے‬ ‫ساتھ‬ ‫گہرے‬ ‫تعلقات‬ ‫کو‬ ‫ہم‬ ‫آہنگ‬ ‫کرنے‬ ‫کی‬ ‫کوشش‬ ‫کر‬ ‫رہا‬ ‫ہے‬ ‫جس‬ ‫کے‬ ‫ذریعے‬ ‫افغانستان‬ ‫سے‬ ‫انخال‬ ‫کے‬ ‫بعد‬ ‫امریکہ‬ ‫کے‬ ‫ساتھ‬ ‫تعلقات‬ ‫کو‬ ‫دوبارہ‬ ‫بحال‬ ‫کرنے‬ ‫کا‬ ‫موقع‬ ‫ملے‬ ،‫گا‬ ‫یہ‬ ‫سب‬ ‫کچھ‬ ‫چین‬ ‫امریکہ‬ ‫دشمنی‬ ‫کو‬ ‫تیز‬ ‫کرنے‬ ‫کے‬ ‫تناظر‬ ‫میں‬ ‫ہے۔‬ ‫عام‬ ‫طور‬ ‫پر‬ ‫امریکہ‬-‫پاکستان‬ ‫اور‬ ‫پاکستان‬-‫چین‬ ‫تعلقات‬ ‫خوشی‬ ‫سے‬ ‫ایک‬ ‫ساتھ‬ ‫رہنے‬ ‫میں‬ ‫کامیاب‬ ‫رہے‬ ‫ہیں‬ - ‫اب‬ ‫دونوں‬ ‫طرف‬ ‫سے‬ ‫دباؤ‬ "،‫ہے‬ ‫انہوں‬ ‫نے‬ ‫الجزیرہ‬ ‫کو‬ ‫بتایا۔‬ ‫پاکستان‬ ‫کا‬ ‫اپنی‬ ‫مالی‬ ‫اور‬ ‫دفاعی‬ ‫ضروریات‬ ‫کے‬ ‫لیے‬ ‫چین‬ ‫پر‬ ‫انحصار‬ ‫گزشتہ‬ ‫برسوں‬ ‫کے‬ ‫دوران‬ ‫بڑھتا‬ ‫گیا‬ ‫ہے‬ ‫لیکن‬ ‫اس‬ ‫کی‬ ‫قیمت‬ ‫چکانی‬ ‫پڑی‬ ‫ہے۔‬ ‫پاکستان‬ ً‫ا‬‫تقریب‬ 30 ‫بلین‬ ‫ڈالر‬ ‫کا‬ ‫مقروض‬ ‫ہے‬ – ‫یا‬ ‫اس‬ ‫کے‬ ‫کل‬ ‫بیرونی‬ ‫قرضوں‬ ‫کا‬ 23 ‫فیصد‬ – ‫چین‬ ‫کا۔‬
‫امریکی‬ ‫وزیر‬ ‫خارجہ‬ ‫انٹونی‬ ‫بلنکن‬ ‫نے‬ ‫ستمبر‬ ‫میں‬ ‫پاکستانی‬ ‫وزیر‬ ‫خارجہ‬ ‫بالول‬ ‫بھٹو‬ ‫کے‬ ‫ساتھ‬ ‫مالقات‬ ‫کے‬ ‫دوران‬ ‫یہ‬ ‫مسئلہ‬ ،‫اٹھایا‬ ‫اسالم‬ ‫آباد‬ ‫پر‬ ‫زور‬ ‫دیا‬ ‫کہ‬ ‫وہ‬ ‫بیجنگ‬ ‫کے‬ ‫ساتھ‬ ‫قرضوں‬ ‫میں‬ ‫ریلیف‬ ‫اور‬ ‫ادائیگیوں‬ ‫کی‬ ‫تنظیم‬ ‫نو‬ ‫پر‬ ‫بات‬ ‫کرے۔‬ " ‫یہ‬ ‫دورہ‬ ‫ایک‬ ‫ایسے‬ ‫وقت‬ ‫میں‬ ‫ہو‬ ‫رہا‬ ‫ہے‬ ‫جب‬ ‫پاکستان‬ ‫کو‬ ‫سنگین‬ ‫اقتصادی‬ ‫چیلنجز‬ ‫کا‬ ‫سامنا‬ ،‫ہے‬ ‫جو‬ ‫ملک‬ ‫میں‬ ‫حالیہ‬ ‫سیالب‬ ‫سے‬ ‫کئی‬ ‫گنا‬ ‫بڑھ‬ ‫گئے‬ ‫ہیں۔‬ ‫اگر‬ ‫پاکستان‬ ‫قرضوں‬ ‫کی‬ ‫ری‬ ‫شیڈولنگ‬ ‫اور‬ ‫ڈپازٹس‬ ‫کو‬ ‫رول‬ ‫اوور‬ ‫کرنے‬ ‫کی‬ ‫ضمانتیں‬ ‫حاصل‬ ‫کرنے‬ ‫میں‬ ‫کامیاب‬ ‫ہو‬ ‫جاتا‬ ،‫ہے‬ ‫تو‬ ‫یہ‬ ‫اس‬ ‫دورے‬ ‫کی‬ ‫ایک‬ ‫تاریخی‬ ‫کامیابی‬ ‫ہو‬ ‫سکتی‬ ‘‘،‫ہے‬ ‫یونیورسٹی‬ ‫آف‬ ‫سرگودھا‬ ‫میں‬ ‫پاکستان‬ ‫انسٹی‬ ‫ٹیوٹ‬ ‫آف‬ ‫چائنا‬ ‫سٹڈیز‬ ‫کے‬ ‫ڈائریکٹر‬ ‫فضل‬ ‫الرحمان‬ ‫نے‬ ‫الجزیرہ‬ ‫کو‬ ‫بتایا۔‬ ‫سمال‬ ‫نے‬ ‫یہ‬ ‫بھی‬ ‫کہا‬ ‫کہ‬ ‫امریکہ‬ ‫میں‬ ‫قرض‬ ‫کے‬ ‫معاملے‬ ‫کو‬ ‫قریب‬ ‫سے‬ ‫دیکھا‬ ‫جائے‬ ‫گا۔‬ ‫انہوں‬ ‫نے‬ ‫مزید‬ ‫کہا‬ ‫کہ‬ ‫"واشنگٹن‬ ‫میں‬ ‫اصل‬ ‫سوال‬ ‫یہ‬ ‫ہے‬ ‫کہ‬ ‫آیا‬ ‫پاکستان‬ ‫اپنے‬ ‫قرضوں‬ ‫کے‬ ‫کچھ‬ ‫معامالت‬ ‫کو‬ ‫براہ‬ ‫راست‬ ‫چین‬ ‫کے‬ ‫ساتھ‬ ‫حل‬ ‫کرے‬ ،‫گا‬ ‫یا‬ ‫دوسرے‬ ‫اداکاروں‬ ‫سے‬ ‫بھاری‬ ‫بوجھ‬ ‫اٹھانے‬ ‫کی‬ ‫توقع‬ ‫رکھتے‬ ‫ہیں"۔‬ ‫سیکیورٹی‬ ‫کے‬ ‫واقعات‬ ‫پاکستان‬ ‫میں‬ ‫چین‬ ‫کی‬ ‫بڑھتی‬ ‫ہوئی‬ ‫موجودگی‬ ‫چینی‬ ‫شہریوں‬ ‫اور‬ ‫تنصیبات‬ ‫کے‬ ‫خالف‬ ‫حملوں‬ ‫کی‬ ‫تعداد‬ ‫میں‬ ‫اضافے‬ ‫کے‬ ‫ساتھ‬ ‫ہی‬ ‫ہوئی‬ ،‫ہے‬ ‫خاص‬ ‫طور‬ ‫پر‬ ‫ملک‬ ‫کے‬ ‫شورش‬ ‫زدہ‬ ‫جنوبی‬ ‫عالقے‬ ‫میں۔‬ ‫چین‬ ‫کے‬ ‫بہت‬ ‫سے‬ ‫بنیادی‬ ‫ڈھانچے‬ ‫کے‬ ‫منصوبے‬ ‫وسائل‬ ‫سے‬ ‫ماال‬ ‫مال‬ ‫صوبہ‬ ‫بلوچستان‬ ‫میں‬ ‫واقع‬ ،‫ہیں‬ ‫جو‬ ‫پاکستان‬ ‫کا‬ ‫سب‬ ‫سے‬ ‫غریب‬ ‫خطہ‬ ‫بھی‬ ‫ہے‬ ‫اور‬ ‫جنگجوؤں‬ ‫کی‬ ‫جانب‬ ‫سے‬ ‫طویل‬ ‫عرصے‬ ‫سے‬ ‫جاری‬ ‫مسلح‬ ‫مہم‬ ‫کا‬ ‫گھر‬ ‫بھی‬ ‫ہے۔‬ ‫اپریل‬ ‫میں‬ ‫کراچی‬ ‫میں‬ ‫ایک‬ ‫خودکش‬ ‫حملے‬ ‫میں‬ ‫تین‬ ‫چینی‬ ‫شہری‬ ‫مارے‬ ‫گئے‬ ‫تھے۔‬ ‫پاکستان‬ ‫کے‬ ‫سب‬ ‫سے‬ ‫بڑے‬ ‫شہر‬ ‫نے‬ ‫ستمبر‬ ‫میں‬ ‫ایک‬ ‫اور‬ ‫حملہ‬ ‫دیکھا‬ ‫جس‬ ‫میں‬ ‫مزید‬ ‫تین‬ ‫چینی‬ ‫پاکستانی‬ ،‫شہری‬ ‫جو‬ ‫ڈینٹسٹ‬ ‫کے‬ ‫طور‬ ‫پر‬ ‫کام‬ ‫کرتے‬ ‫تھے‬ ‫اور‬ ‫کئی‬ ‫دہائیوں‬ ‫سے‬ ‫ملک‬ ‫میں‬ ‫مقیم‬ ،‫تھے‬ ‫مارے‬ ‫گئے۔‬ ‫رحمان‬ ‫نے‬ ‫کہا‬ ‫کہ‬ ‫ایک‬ ‫مستحکم‬ ‫اور‬ ‫محفوظ‬ ‫پاکستان‬ ‫چین‬ ‫کے‬ ‫سٹریٹجک‬ ‫اور‬ ‫عالقائی‬ ‫مفادات‬ ‫میں‬ ‫ہے۔‬ ،‫تاہم‬ ‫کسی‬ ‫کو‬ ‫یہ‬ ‫بات‬ ‫ذہن‬ ‫میں‬ ‫رکھنی‬ ‫چاہیے‬ ‫کہ‬ ‫پاکستان‬ ‫انتخابات‬ ‫کے‬ ‫لیے‬ ‫جا‬ ‫رہا‬ ،‫ہے‬ ‫اس‬ ‫لیے‬ ‫چینی‬ ‫موجودہ‬ ‫حکومت‬ ‫کے‬ ‫ساتھ‬ ‫کسی‬ ‫بھی‬ ‫طویل‬ ‫مدتی‬ ‫وعدوں‬ ‫پر‬ ‫رضامند‬ ‫نہیں‬ ‫ہو‬ ‫سکتے۔‬ ‫سمال‬ ‫نے‬ ‫نوٹ‬ ‫کیا‬ ‫کہ‬ ‫چین‬ ‫"پاکستان‬ ‫کے‬ ‫سیاسی‬ ‫منظر‬ ‫نامے‬ ‫کے‬ ‫بارے‬ ‫میں‬ ‫غیر‬ ‫یقینی‬ ‫تھا‬ - ‫اور‬ ‫اس‬ ‫محاذ‬ ‫پر‬ ‫یہ‬ ‫دورہ‬ ‫بہت‬ ‫کچھ‬ ‫نہیں‬ ‫کر‬ ‫سکتا۔‬ " ‫چینی‬ ‫حکومت‬ ‫عام‬ ‫طور‬ ‫پر‬ ‫شہباز‬ ‫شریف‬ ‫اور‬ ‫اس‬ ‫حکومت‬ ‫کو‬ ‫پسند‬ ‫کرتی‬ ،‫ہے‬ ‫لیکن‬ ‫وہ‬ ‫یہ‬ ‫دیکھنے‬ ‫کے‬ ‫لیے‬ ‫انتظار‬ ‫کریں‬ ‫گے‬ ‫کہ‬ ‫کیا‬ ‫واقعی‬ ‫کوئی‬ ‫بڑا‬ ‫نیا‬ ‫عہد‬ ‫کرنے‬ ‫سے‬ ‫پہلے‬ ‫معامالت‬ ‫طے‬ ‫پاتے‬ ‫ہیں"۔‬
