Federal Bureau of Investigation - Developed of a state-of-the-art laboratory to process a variety of biometric,
biographic and behavioral data sets. Led functional capability requirements, and performed vendor analysis to
identify COTS, GOTS, and open source products that should be included.
2. Navy Criminal Investigative Service - On site project lead providing program management support to the Naval
Criminal Investigative Service (NCIS) that includes the development of an operational OCONUS counter-intelligence
and counter-terrorism capability, the development of policy for NCIS' law enforcement missions and overall analytic
and technical support to assist NCIS in providing effective, integrated guidance and direction to overseas field
operations and the Department of the Navy.
Department of Homeland Security, Science and Technology Directorate - Developed a program to review technically
challenging biometric requirements of several DHS programs. Performed and presented a holistic biometric analysis
of operational and performance requirements, gap analysis, identifying program risks, and improvement to
biometric information flows between Departments, Components and Agencies.
Department of Veteran’s Affairs - Managed efforts of the Department of Veteran’s Affairs (VA) project to continually
evolve their enterprise identity management capabilities. Contributed thought leadership to the Virtual Lifetime
Electronic Record (VLER) project which will implement overarching Identity Services across VA administrations and
Lines of Business (LOB).
Manager, BearingPoint (5/2005 – 4/2009)
As a manager with the Identity Management and Security team, was the prime lead for the oversight of various
smartcard, privacy, and credentialing programs. Responsibilities include project management leadership for teams
providing biometric identity verification services to Federal Agencies; programs include ensuring compliance with
HSPD-12 and FIPS 201 mandates. Managed efforts at DMDC to improve privacy protection and oversee the change
management process for the Common Access Card (CAC). Provided leadership for the GSA Shared Services identity
card program which served to produce the Personal Identity Verification (PIV) cards for GSA’s HSPD-12 project
management office. Spearheaded a 15 person team to develop the detailed functional design of the Transportation
Worker Identity Credential (TWIC) solution and supported the alignment of the solution with HSPD-12 and FIPS 201.
Project Manager (Consultant), US Department of State (10/2002 – 5/2005)
At the Department of State (DoS) provided project management to a team of eighteen Java, PowerBuilder, .Net
developers, and business analysts in support to the Office of Consular Affairs (CA). All work performed under this
contract employs the Rational Unified Process (RUP) and the Rational tool suite, augmented to include CMMI Level
II and III standards, improved application design, and updated development framework. Was awarded
commendations from the Assistant Secretary of State for my quick action during a crisis situation during the 2005
Tsunami and 2004 Hurricane Evacuation.
