2. The June CAC/CDCAB presented excerpts from the Draft Phase I
“Job Loss Aversion” report as part of the three phase study on the
economic impact of the BGCAPP.
Since then the Phase I report has been finalized and released to the public.

3. Along with the abundance of data, charts and graphs contained
in the report, here are some important points:
- The BGCAPP project will continue to have significant impact on the
surrounding local community and the region.
- Local and regional leaders recognize the positive potential of the BGCAPP
facility and workforce.
- Targeted efforts can help the community retain the BGCAPP’s highly-talented
workforce and re-use its facility for the betterment of the local and regional
economy.
4. - The project timeline allows for the necessary planning to ensure the best
possible economic outcomes.
- Further planning is advised. This plan should be considered Phase I of a
three-phase planning effort.
• Phase II: regional housing/public services analysis focusing on the
needs of the BGCAPP workforce, a regional transportation analysis and a
study of local and state tax implications. The prospect of re-purposing the
BGCAPP facilities would also require detailed analysis of federal statutes and
discussions in preparation for any agreement between federal and state
officials.
• Phase III: analysis of the potential for creating public/private
partnerships (PPP) to facilitate effective re-use of the facility, including
industrial development, marketing and recruitment.

9. Near Term Future Efforts:
- Expand distribution of Phase I study to local, regional and state
offices/agencies associated with economic development
- Meeting scheduled to refine the proposal for Phases II and III
for the DoD’s Office of Economic Adjustment (OEA)
- Submission of the proposal to OEA and other entities identified
as possible funding sources for either or both phases.
- Coordinate with Congressional Delegation in identifying other
possible funding sources.
