Public hearing, consideration, and action regarding a request to rezone the property
identified as CB 5600, BLK 3, LOT 34 # C6-14953, also known as 153 Burr Rd, of the
City of Alamo Heights, Texas, from Multi-Family District (MF-D) to Parking (P).
DATE: February 14, 2022
SUMMARY
The property owner is requesting to rezone the property from MF-D to P designation in order to add
additional parking for employees at a future date.
BACKGROUND INFORMATION
The property is located on the north side of Burr Rd, west of N. New Braunfels. Per the City’s Official
Zoning Map, the property to the east is currently P and the property to the west is zoned MF-D. There is
an existing single-family residence on the property to the west.
POLICY ANALYSIS
The proposed change in zoning would match that of the adjoining property to the east. The property in
question currently serves as a buffer between the single-family residence and existing parking lot.
The Planning & Zoning Commission considered the request at their February 07, 2022 meeting and
voted unanimously to recommend approval of the rezone as presented.
2. Staff has not received a proposed plan for any improvements at this time. It should be noted that the plan
would require review by the Architectural Review Board and approval by City Council.
FISCAL IMPACT
No projected fiscal impact from this project has been calculated.

Take notice that a Regular City Council Meeting of the Planning & Zoning Commission of the City of
Alamo Heights will be held on Monday, February 07, 2022 at 5:30pm in the City Council Chamber,
located at 6116 Broadway, San Antonio, Texas, 78209, to consider and act upon any lawful subjects
which may come before it. Per Governor’s Order GQ-36, attendees are not required to wear facial
covering (mask) but are encouraged. The City will continue to practice social distancing, and
seating will be limited to capacity limits.

Regarding your letter informing me of the request to rezone 153 Burr Rd from Multi-
Family District (MF-D) to Parking (P), P&Z Case No. 418 - 153 Burr (Rezone), I have
the following response.
1. I neither support nor oppose the rezoning request but I do have concerns for future
improvement of the property for parking.
2. I have reviewed the project’s plans at https://www.alamoheightstx.gov/wp-content/
uploads/2-153-Burr-Web-Packet.pdf and see that this rezone request is part of a
plan to expand the San Antonio Country Club parking from the adjacent eastern
property.
3. San Antonio Country Club employees often park on Burr Road east of N. New
Braunfels and need a safer place to park.
4. City of Alamo Heights staff also pointed me to useful information for properties

5. My main concerns about developing 153 Burr for parking are environmental.
A. Runoff into the alley. 153 Burr slopes down to the northwest. A nonpermeable surface
would aggravate erosion in the alley. The alley becomes a torrent during a heavy rain,
and the runoff continues for several hours. On occasion it has risen to a level that has
overflowed into some backyards mid-block. See two pictures embedded in this
document. I urge the City of Alamo Heights to encourage more use of permeable
materials for parking areas. There are many cost effective materials and techniques as
described by USGS and EPA.
B. Light pollution from lights left on all night. This happens occasionally now from the
existing SACC parking lot.
C. The current SACC parking lot fence by the alley is made of weathered planks. A
fence with vegetation planted next to or integrated with would encourage birds, help
reduce noise, and be esthetically pleasing.

AN ORDINANCE AMENDING ORDINANCE NO. 374 PASSED AND
ENROLLED ON AUGUST 19, 1963 AND COMMONLY REFERRED TO
AS THE ZONING ORDINANCE OF THE CITY OF ALAMO HEIGHTS,
BY TRANSFERRING THE PROPERTY KNOWN AS LOT 34 # C6-14953,
BLOCK 3, COUNTY BLOCK 5600, WHICH IS THE PROPERTY
CURRENTLY KNOWN AS 153 BURR RD FROM MULTI-FAMILY
DISTRICT (MF-D) TO PARKING DISTRICT (P).
WHEREAS, the Planning and Zoning Commission, after a public hearing was held by it
on February 07, 2022, recommended that the application by the San Antonio Country Club, to
rezone the property known as Lot 34 # C6-14953, Block 3, County Block 5600, which is the
property currently known as 153 Burr Rd, from Multi-Family District (MF-D) to Parking District
(P), be approved by the City Council of the City of Alamo Heights; and
WHEREAS, the City Council at a public meeting held by it on February 14, 2022
received said recommendation from the Planning and Zoning Commission and, after considering
said recommendation and hearing the proponents and opponents to said recommendation, is of
the opinion that the health, safety, morals, convenience and general welfare of the city would be
enhanced by changing the zoning of such property to Parking District (P) and that such property
should be so zoned.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ALAMO HEIGHTS, TEXAS:
THAT, the ordinance passed and enrolled on August 19, 1963, commonly referred to as
the Zoning Ordinance of the City of Alamo Heights, being Ordinance No. 374, be and the same
is hereby amended so as to rezone Lot 34 # C6-14953, Block 3, County Block 5600, which is the
property currently known as 153 Burr Rd, from Multi-Family District (MF-D) to Parking District
(P); and
THAT, the official Zoning District Map provided for in Section 4 of the Zoning
Ordinance No. 374, filed with and maintained by the Community Development Director, shall by
posted by the Community Development Director to show the change provided for in this
Ordinance; and
THAT, a copy of this Ordinance be filed in the Bexar County Real Property Records; and
THAT, in the event that any provision of this Ordinance is held to be invalid, it is the
intention of the City Council that this Ordinance be of no force and effect whatsoever; and
THAT, this Ordinance shall become effective immediately upon its passage.
