Principles of Just Culture
Definition of Just Culture
• The component of safety culture include Just reporting, learning,
informed and flexible cultures.
• Safety culture is demonstrated through attitudes, accepted norms and
behaviors. It is about how things work and “the way things are done around
here.”
• Safety culture refers to the enduring value, priority and commitment placed
on safety by every individual and every group at every level of the
organization.
Just Culture
• An atmosphere of trust in which people are encouraged for providing
essential safety related information, but in which they are also clear about
where the line must be drawn between acceptable and unacceptable behavior.
• Managers and operational personnel freely share critical safety information
without the threat of punitive action.
• Those who manage and operate the system have current knowledge about
the human, technical, organizational and environmental factors that
determine the safety of the system as a whole.

• culture of safety is flexible, in the sense that decision making processes vary,
depending on the urgency of the decision and the expertise of the people
involved.
• A “Just Culture” refers to a way of safety thinking that promotes a
questioning attitude, is resistant to complacency, is committed to excellence,
and fosters both personal accountability and corporate self-regulation in
safety matters.

Learning from unsafe acts
• A just culture supports learning from unsafe acts. The first goal of any
manager is to improve safety and production. Any event related to safety,
especially human or organizational errors, must be first considered as a
valuable opportunity to improve operations through experience feedback and
lesson learnt.
• Unsafe acts includes but not limited to, Human error , Negligent conduct
, Reckless conduct , International violations, and so on..
summary
• Safety related behavior has to do with directly complying with procedures,
rules and regulations, but also to aspect such as coaching , recognizing ,
communicating , demonstrating , and actively caring.
• Reports are only effective if an organization learns from them. Learning will
occur from both reactive and proactive safety assessments and is promoted
by an inherent organizational willingness to adapt and improve.
