Warmest greetings of love and peace.
Pursuant to Article XI also known as Amendments in Section 1 reads that
the constitution and by-laws shall amend in the regular or special meeting
of the officers subject for endorsement and approval by the majority votes
of the members during the Assembly/Organizational Meeting.
It is for this reason that there is a dire need to present the just amended
and reviewed ESLA Constitution and By-Laws during the Special Meeting
of the ESLA officers dated June 23, 2016.
Attached is a copy of the ESLA Constitution and By-Laws subject for your
approval and confirmation to this general assembly.

PREAMBLE
We, the sovereign Members of English as Second Language Advocates ( ESLA)
of the Surigao del Sur State University-Main Campus, imploring the aid of divine
providence in order to establish an organization that shall embody our ideals and
aspirations, promoting and maintaining the sprit de corps and camaraderie among
students, conserving and developing our patrimony, securing to ourselves and our
posterity and the blessings of democracy, promoting social justice to ensure the dignity,
welfare and security of all students, do promulgate this Constitution and By-Laws.

Article 1
NAME OF OFFICE
Section 1. The name of the organization shall be known as English as Second
Language Advocates (ESLA).

OBJECTIVES OF THE ORGANIZATION

Section 1. All students of the College of Teacher Education taking up Bachelor of
Secondary Education Major in English are automatically members of the English as a
Second Language Advocate (ESLA) organization.
Section 2. The membership fee of the organization is P 10.00 subject for endorsement,
amendment and approval provided with a legal basis such resolution.
Article IV
FUNDS
Section 1. The funds of the organization shall come from the following:
A. P 30.00 fines for those who violate some rules or not attending regular
meetings;
B. Other legitimate source of funds such as contribution or some fund raising;
C. There will be a consideration for those who have valid reasons like medical
conditions providing his/her evidence.

meetings and general assemblies;

will become incapacited the organization may choose another member to serve the

Article VI
DUTIES OF OFFICERS
Section 1. The Mayor has immediate management of the affairs of the organization.
He/she shall call and preside over the meeting, shall sign or countersign all payments,
contracts or instruments of the organization shall prepare and submit reports to the
organization regarding the achievements and shall perform other duties in hearing to
office.
Section 2. The Vice-Mayor shall act as the Mayor in case of the absence of Mayor and
perform other duties designated by the Mayor.
Section 3. The Secretary shall be the official record keeper of the organization. He/she
should keep all the records, writes the minutes of the meeting and performs other duties
required to him/her by the Mayor.
Section 4. The Treasurer shall be the custodian of funds of the organization. He/she
shall be responsible in receiving and disbursing of the funds. Any amount received by
the Treasurer shall be issued with the corresponding receipt. No disbursement of the
funds shall be made without prior approval by the body. He/she shall perform other
duties required to him/her by the Mayor.
Section 5. The Auditor shall examine and audit the book of account at least four times a
year and shall suspend or without payments of accounts incurred and in accordance
with the expressed policies of the organization and shall perform other duties required to
him/her by the Mayor.
Section 6. The Public Information Officers (P.I.O.s) shall perform the dissemination of
information to the officers and members in case of regular, special or urgent meeting of
the organization and shall perform other duties required to him/her by the Mayor.
Section 7.The Business Manager shall execute the policies formulated, approved and
implemented by the organization and take all necessary steps which are deemed proper
on affecting the purposes of the organization. They shall plan ways and means to raise
funds and perform other duties required to him/her by the Mayor.
Section 8. The Sergeant-at-Arms shall take the responsibility in maintain peace, order
and decorum during meeting and other activities of the organization.

Section 9. The Year Level Representatives shall represent/delegate their respective
year level during the regular and emergency meeting of the organization. He/she shall
propose policies and guidelines consistent with the By-Laws subject to the approval of

Section 10. Muse and Escort shall represent in any beauty contest or search of the
organization and they shall hold the organization’s banner during parade.

MEETINGS AND QUORUM
Section 1. The organization shall have a General Meeting every Friday of the month at
the given place and common free time of the members.

at 3:00 PM on the third week of the month.

Article VIII
RIGHTS OF THE MEMBERS
Section 1. All the members of the organization have the following rights:
a. To exercise the right to vote in all matters relating to the affairs of the
organization;
b. All members are eligible for an appropriate office;
c. To participate in all deliberation to express his/her views on matters relating the
affairs of the organization.
d. To be informed on matters taken/related to the organization.
e. To examine all records of the organization especially in financial matters.
Article IX
DUTIES AND RESPONSIBILITIES
Section 1. A Member shall have the following responsibilities:
a. To obey and comply with the By-Laws, rules and regulations that maybe
promulgated by the organization from time to time.
b. To attend all meetings, general assemblies, symposia, seminars, workshops and
other similar activities.
c. To pay all the payments regarding the funds of the organization.
Article X
ELECTIONS
Section 1. The election of the officers shall be held once a year in the month of June.

AMENDMENTS
Section 1. The Constitution and By-Laws shall amend in the regular or special meeting
of the officers subject for endorsement and approval by the majority votes of the
members during the Assembly/Organizational Meeting.
