Programme
Now in its tenth year, the Ministerial
Programme, held alongside Mobile World
Congress, is an influential forum offering senior
government officials and telecommunications
regulators the opportunity to expand their
knowledge, debate current issues and engage
with mobile-industry experts on technical and
policy issues. In 2014, the event saw record
attendance with 139 government delegations
and 22 international institutions participating.
The 2015 Ministerial Programme will emphasise the
innovative core of the mobile sector and the policy
and regulatory enablers that allow innovation to
thrive, through a range of sessions including
keynotes, in-depth workshops and regional summits.
Additionally, for the first time, the Programme will
include a dedicated Capacity Building ‘taster’ day
where policymakers and regulators will have the
opportunity to attend free training sessions. The
sessions will provide insight into key regulatory
issues while advising participants on how to further
expand their knowledge in each topic.

• National ICT/telecommunications ministries and

The as yet undefined "5G" standard is already an
important agenda item for telecom operators
worldwide with its promise of a tenfold increase in data
transmission speeds compared to current 4G
capabilities, much lower system latency and higher cell
traffic density making it a key enabler of the Internet of
Things. Without undermining existing network
investments, early movers in Japan and South Korea are
amongst those vying for 5G leadership, with the first
commercial trials anticipated between 2018 and 2020
to coincide with major global sporting events. China has
made a major ITU contribution on requirements. The
University of Surrey’s 5G Innovation Centre envisage a
perception of ‘infinite capacity’. The European
Commission has pledged €700 million towards funding
Public Private Partnership 5G research efforts. But will
5G prove a hard sell for investors or consumers? Is it
really about capacity or capability? With 212 billion
smart devices forecast by 2020 (IDC), how do you size
the market? With network virtualisation as a key
stepping stone to 5G, what are the other enabling

The Internet
An open Internet allows start-up companies to reach
scale and offer services at marginal costs to a global
audience. It has been the most important driver of
technological innovation in this century. Capping
Internet access based on type of traffic may end up
discouraging an open entrepreneurial environment
where human creativity, rather than technical or
commercial limitations, defines the boundaries of
innovation. On the other hand, it's misleading to
suggest that broadband infrastructure was not a big
part of all innovation the world has witnessed to date.
Building this infrastructure costs enormous amounts of
money, often covered by telcos as well as cable
companies and defining broadband as utilities may
hinder future investment in faster networks. This
session will bring industry leaders as well as regulators
to the forefront of the net neutrality debate, offering
our audience with a unique opportunity to engage in
this industry-defining topic.

The global video games business is set to break the
$100 billion mark over the next year, driven in large part

mapped gamification in the ‘Trough of
Disillusionment’, there is little cause to be alarmed,
with its huge potential for a variety of applications,

are expected to spend $13.5 million on gamification in
2014, rising to $65 million by 2016, according to IDC
Energy Insights. This highly interactive session will

arguably greater returns for the ecosystem. Hardware

GSMA can provide attendees with a supporting visa
invitation letter which you can request through the
registration system (please fill in your passport
details in ‘Step 2 – Personal Data’). You must have
paid your registration fee in full, as well as
completing the Passport Details section, in order to
receive visa support.
If you do not require a visa, please do not apply for
visa support as the GSMA will not issue supporting
information for nationalities that do not require a visa.

Attendees will receive a Final Confirmation via email
only after completing your registration and payment in

The Digital Badge is a feature available in My MWC
which allows you to use your NFC-enabled handset to
access Mobile World Congress.
The Digital Badge will enable you to enjoy ease-of-
access during MWC, passing through dedicated Digital
Badge entrance lanes at the venue without having to
repeatedly show Photo ID. You will only need to show
official Photo ID once to collect your printed badge
and to validate your Digital Badge photo. Additionally,
you may use your Digital Badge to attend conference
sessions held in Hall 4, subject to having a Silver, Gold
or Platinum Pass.
You can download My MWC and obtain your Digital
Badge by entering “GSMA” in your app market and
selecting ‘My Reg & Digital Badge’ from within the
GSMA app.
Note: to use the Digital Badge, your handset must be
NFC-enabled and running on Android 4 or Windows
Phone 8 operating systems.
Age Restriction
Admission to Mobile World Congress is restricted to
industry professionals and application developers. All
attendees must be 16 years or older. Any requests for
visitors under the age of 16 must be put in writing to
registration@mobileworldcongress.com. Requests
must be approved by GSMA prior to the event.
Attendees under the age of 16 will not be able to enter
the event without GSMA’s prior written approval.

Stay Safe
Barcelona is a safe city.
Nevertheless, while you are visiting
we suggest taking common-sense

and remaining vigilant in crowds,
restaurants and on public
transportation. Watch out for
people creating distractions and
diversions. Also, we strongly
suggest you remove your Congress
pass when you leave the venue, so
as not to advertise that you’re
carrying the latest mobile devices.
