Objective and Project Goals CurrentIssue: In an event of Emergency the Drivers are directed to transport medically disabled clients to different emergency staging areas spread across the county for rehabilitation. Objective: Effective, error-free Outreach client identification at point of drop-off  is one of the most important steps for ensuring safety. Bar-coded/ RFID Client wristbands help locate a client or monitor the movements. Project Goals: This work proposes to develop a secure system of client identification using High Frequency RFID technology.
Description The initial process involves the verification of client using RFID (and Barcode) scanning. This process is done using a RFID reading system(Fig 1). This RFID system is a product from TRACIENT TECHNOLOGIES model ‘Padl-R HF’. The Final process is the data flow of  previously scanned information from Padl-R HF device to Mobile Data Terminal (MDT) followed by the  data communication between the Mobile Data Terminal and Command Center/ Outreach Dispatch(Fig 1). Similar Applications Alexandra Hospital in Singapore recently began a new tracking system in its accident and emergency (A&E ) department in the wake of the Severe Acute Respiratory Syndrome (SARS) scare. Under this system, all patients, visitors, and staff entering the hospital are issued a card embedded with an RFID chip. The card is read by sensors installed in the ceiling, which record exactly when a person enters and leaves the department. The information is stored in a computer for 21 days. Officials say that the technology enables health care workers to keep tabs on everyone who enters the A&E department, so that if anyone is later diagnosed with SARS, a record of all other individuals with whom that person has been in contact can be immediately determined. Other hospitals in Singapore are expected to adopt similar technology. Palomar West , 2011 future hospital, San  Diego, CA  is proposed of having RFID wristband tags to all its patients and it stores information about the patient in the course of their recovery. In August 2005, the Department of Homeland Security began testing RFID tags at five border crossings under the United States Visitor and Immigrant Status Indicator Technology program, or "US VISIT.“ US government even proposed of RFID tags embedded in I-94 card.

Product Features: R2844-Z Printer: Compact RFID printing solution that can encode smart labels working using 13.56MHz RFID transponders, including Philips’ I-Code®, Philips’ EPC, TI’s Tag-it ®,  Inside Technologies’ PicoTag®, and ISO 15693 from Philips, Infineon, and Texas Instruments. The  Padl-R  HF  RFID  reader:The unit  is  ideal  for  the mobile workforce  to track and monitor mobile assets. Bluetooth  connectivity  makes  it  a  perfect  retrofit  option  for businesses that want to add value to their investment in handheld technology. Zebra smartband: The Zebra wristband family has excellent print quality and RFID functionality for secure, accurate patient and patron tracking. Tamperproof and secure snap enclosures provide an additional level of security. Each bracelet has an rfid antenna built directly into the material with information ready to be picked up by a reader. 
Conclusion and Future work In future, once the Phase 1 setup has positive results, steps will be taken to begin Phase 2, where data is sent via radio waves using HAM radio. Also barcode reader, integrated with RFID tags will also be incorporated. New, non – client profile can also be created in server at the command center by the operator at the MDT.
