Adapting open source for a union catalogue in Kenya is not impossible. This is made feasible by the fact that there exist several successful union catalogs in the world. Of importance, is the agreement between the participating libraries. This is the hurdle that must be overcome before any progress is realized in this direction. There are libraries in Kenya that have implemented open source ILS for long enough to provide the necessary expertise or input to help in the actual implementation. Koha seems to have gained much mileage in Kenya as observed earlier on. The experiences with it by the different libraries will come in handy when deciding on which software to adapt for the union catalogue.

Abstract The internet has evolved beyond recognition since its advent in 1980s; fundamentally changing the way we live, work and communicate. However its pervasiveness is mirrored by the transient nature of much of the content and the consequent loss of collective memory has been described as the digital black hole. Historically nations have relied on national libraries and other legal deposit libraries, to collect preserve and provide ongoing access to the intellectual, cultural and social outputs of their country, and in an increasingly digital world restricting legal deposit to publications in print has put the national record at risk. Over the last decade countries across the world have extended legal deposit provisions in their legislation to cover non-print formats. This presentation focuses on the experience of the UK, as a case study, from new legislation in 2003 through the experience of implementation in 2013 to where we are today. Challenges, viewed through the lens of an academic library, include defining what is national in a digital world; balancing the interests of multiple stakeholders; technical challenges to implement robust collection, preservation and access systems within legal constraints; dealing with multiple and rapidly evolving formats; the sheer scale and cost of collecting and preserving content and providing ongoing access to it. Two years on from UK implementation of the legislation how successful have the legal deposit libraries been in this endeavour, what does the future look like and what lessons might be applicable to the Irish digital environment? Biography "Margaret Flood heads the Collection Management Division of Trinity College Library. She has been actively engaged with the British Library and UK legal deposit libraries since 2003 in the planning to bring non-print legal deposit from legislation to implementation and ultimately business as usual. She represents TCD on a number of key committees including the Legal Deposit Implementation Group and Joint Committee for Legal Deposit which draws its representation from the publishing and library communities. She chairs the TCD internal Steering Group responsible for coordination of the implementation of UK Non-Print Legal Deposit within TCD. Margaret also chairs the CONUL Regulatory Affairs Sub-Committee which includes legal deposit in its remit. On behalf of CONUL the Sub-Committee responded to public the two public consultations initiated by the Copyright Review Committee including detailed submissions on the urgency of legislating for digital legal deposit for Ireland Arlene Healy is Sub-librarian of the Digital Systems and Services (Readers’ Services Division) in Trinity College Library, Dublin, where she is a member of the Leadership Team. Our presentation will focus on Cornell and Columbia’s efforts to examine local electronic resource licensing, acquisition, and management work-flows; identifying procedures and operations that can be streamlined and integrated as we move closer towards the goal of joint management of electronic resources. The presenters will provide a brief background of the 2CUL collaboration (http://2cul.org/node/17), an overview of our varied local practices, workflow environments and systems used to support the life cycle of an electronic resource. We will speak to our similarities and differences, and areas that have been identified from which we can build a stronger collaboration. Emphasis will be placed on our current efforts to investigate local e-book purchasing procedures and the potential development for a joint workflow. Presenters will also discuss the experience of cross-institutional collaboration and communication, and we will highlight the efforts of established cross-institutional committees and task forces which are working to provide a future framework for the technical services 2CUL environment. The webinar will feature a presentation and Q&A session with Jeff Liu, Digital Services Librarian and Louisa Lam, Head, Research Support and Digital Initiatives at the CUHK Library. The CUHK Library has curated a collection of over five million digital objects in the past 20 years. It features Chinese literature, culture, arts, politics, society and religion. Until recently, the collection was stored in a broad range of different systems, complicating the discovery of these precious digital assets. In 2015, librarians at CUHK embarked on a project to find a permanent, single platform for digital content. Objectives of the project included enhanced discoverability, multi-language support (Chinese, Japanese & Korean) and custom development capability to modify display and viewing features that would showcase Chinese literature in its true form. Islandora met all the functional requirements and more, including support for digital humanities projects and access to a user-driven open source software community. The CUHK library was also attracted to the vendor services and support available through discoverygarden. We provided advice, support and custom development assistance; contributing to the launch of the digital repository every step of the way. The repository (http://repository.lib.cuhk.edu.hk) officially launched in February 2016, making the CUHK Library digital initiatives pioneers in Hong Kong.

Presentation at the Ohio Valley Group of Technical Services Librarians 2017. Managing and coordinating the multifaceted steps involved in the electronic resource lifecycle in a transparent and effective method can be a challenging aspect of librarianship. This presentation will cover the workflow processes and collaborative efforts involved in: investigation of new resources, acquisitions & licensing, access, support, evaluation and renewal decisions from a unique perspective of three institutions of varying sizes and types. The presenters will discuss their shared work history in coordinating the electronic resources workflow at Capital University, a small private four-year college, as well as their current respective roles at Union Institute and University, a small private nonprofit university specializing in distance learning and The University of Toledo, a large public university with a health science campus. The presentation will conclude with best practices and will highlight some challenging issues we have encountered such as, working with limited staff and administration, large-scale ILS and discovery changes, and budgetary concerns.

The traditional ILS as we know it will only die out because it will evolve. It will not disappear. More now than ever do libraries need automation and resource management. The thing is, our collections are becoming more and more heavily electronic, we need a system that will handle digital content in an efficient manner. The current ILS does not. Current ILSs are built around the traditional library practice of print collections and services designed around these collections, but the last ten to fifteen years have seen great shifts in both library collections and services. Print and physical materials are no longer the dominant resources. Actually, in many libraries, especially in academic and research libraries, the building of electronic and digital collections have taken a larger role in library collection development. As libraries have moved increasingly to accommodate digital collections, they’ve found the ILS products unable to be reconfigured well enough to smoothly and efficiently handle the integration of all the workflows that are different, yet, necessary, for both print and digital. The current ILS serves the purpose for an academic library but instead of one system with seamless interaction we have one system with add on components to do some of the now necessary functions like electronic resource management and the discovery layer. there are three trends that will lead to the change in the traditional ILS: “1. Increased digital collections; 2. Changed expectations regarding interfaces; 3. Shifted attitudes toward data and software.” There are four distinguishing characteristics of the next-generation ILS we believe are critical. They are comprehensive library resources management; a system based on service-oriented architecture; the ability to meet the challenge of new library workflow; and a next-generation discovery layer. Up until recently, libraries developed collections to serve the communities that they were located in. And that's going to shift because the collections that they create will define the communities they serve, which is the exact opposite of the way it used to be in the physical world. In the electronic world it will be completely opposite. (VINOD CHACHRA, VTLS) Our collections are now booming with digital content and a very inept way to serve it. The traditional ILS wasn’t created to handle digital content. The new ILS, will serve as a library service platform where digital content will be a the forethought instead of an afterthought. Breeding writes that “the next generation of library automation systems needs to be designed to match the workflows of today’s libraries, which manage both digital and print resources.” There are four distinguishing characteristics of the next-generation ILS we believe are critical. Presentation at the Ohio Valley Group of Technical Services Librarians 2017. Managing and coordinating the multifaceted steps involved in the electronic resource lifecycle in a transparent and effective method can be a challenging aspect of librarianship. This presentation will cover the workflow processes and collaborative efforts involved in: investigation of new resources, acquisitions & licensing, access, support, evaluation and renewal decisions from a unique perspective of three institutions of varying sizes and types. The presenters will discuss their shared work history in coordinating the electronic resources workflow at Capital University, a small private four-year college, as well as their current respective roles at Union Institute and University, a small private nonprofit university specializing in distance learning and The University of Toledo, a large public university with a health science campus. The presentation will conclude with best practices and will highlight some challenging issues we have encountered such as, working with limited staff and administration, large-scale ILS and discovery changes, and budgetary concerns.

The traditional ILS as we know it will only die out because it will evolve. It will not disappear. More now than ever do libraries need automation and resource management. The thing is, our collections are becoming more and more heavily electronic, we need a system that will handle digital content in an efficient manner. The current ILS does not. Current ILSs are built around the traditional library practice of print collections and services designed around these collections, but the last ten to fifteen years have seen great shifts in both library collections and services. Print and physical materials are no longer the dominant resources. Actually, in many libraries, especially in academic and research libraries, the building of electronic and digital collections have taken a larger role in library collection development. As libraries have moved increasingly to accommodate digital collections, they’ve found the ILS products unable to be reconfigured well enough to smoothly and efficiently handle the integration of all the workflows that are different, yet, necessary, for both print and digital. The current ILS serves the purpose for an academic library but instead of one system with seamless interaction we have one system with add on components to do some of the now necessary functions like electronic resource management and the discovery layer. there are three trends that will lead to the change in the traditional ILS: “1. Increased digital collections; 2. Changed expectations regarding interfaces; 3. Shifted attitudes toward data and software.” There are four distinguishing characteristics of the next-generation ILS we believe are critical. They are comprehensive library resources management; a system based on service-oriented architecture; the ability to meet the challenge of new library workflow; and a next-generation discovery layer. Up until recently, libraries developed collections to serve the communities that they were located in. And that's going to shift because the collections that they create will define the communities they serve, which is the exact opposite of the way it used to be in the physical world. In the electronic world it will be completely opposite. (VINOD CHACHRA, VTLS) Our collections are now booming with digital content and a very inept way to serve it. The traditional ILS wasn’t created to handle digital content. The new ILS, will serve as a library service platform where digital content will be a the forethought instead of an afterthought. Breeding writes that “the next generation of library automation systems needs to be designed to match the workflows of today’s libraries, which manage both digital and print resources.” There are four distinguishing characteristics of the next-generation ILS we believe are critical. A briefing paper written by Ken Chad for Higher Education Library Technology contrasts the library resource management landscape now with the situation in 2008 when a Jisc/SCONUL LMS study recommended that the time was not right for libraries to purchase a new library management system. In the intervening period a new generation of 'library services platforms' (LSPs) has emerged to replace library management systems (or integrated library systems –as they are also known) and the pace of procurement has quickened. Ken Chad analyses the current landscape and looks at the strategic issues around the changing nature of library collections, shared services, workflows, analytics and the cloud. He predicts that LSPs will move to encompass additional resource silos. Furthermore cloud-based library platforms will unleash further opportunity for shared services. ”The cloud is becoming the new normal” he suggests, quoting Amazon’s cloud strategy chief Andrew Jassy.

e-Governance is the ICT-enabled route to achieving good governance. An e-library is a library in which collections are stored in digital formats (as opposed to print, microform, or other media) and accessible by computers. The digital content may be stored locally, or accessed remotely via computer networks. As a part of my regular academic activities under the course “Globalization and Governance (PA-322)”, I was assigned to plan for making department’s seminar an e-library . This document contains an e-Library Manifesto which introduces the relevant ‘systems’. It describes the main concepts characterising these systems, i.e., content, user, functionality, quality, policy and architecture. It also describes the reference frameworks needed to clarify the e-Library Reference Architecture. This e-library will meet the needs and passions of teachers and students and the learning styles of the latter of the department .
