What is Responsibility?
• Responsibility “the state or fact of being responsible,
answerable, or accountable for something within one’s
power” (Dictionary.com)
• The meaning of response-ability “is the ability to choose
your response…highly proactive people recognize that
responsibility. They do not blame circumstances,
conditions, or conditioning for their behavior. Their
behavior is a product of their own conscious choice,
based on values, rather than a product of their
conditions, based on feeling ~ Stephane R. Covey
Definition of Social Responsibility
• It is a responsibility not a requirement, of an organization
for the impacts of its decisions and activities on society
and the environment, through transparent and ethical
behavior that contributes to sustainable development,
health and the welfare of society; which takes into account
the expectations of stakeholders, is in compliance with
applicable law and consistent with international norms of
behavior, and is integrated throughout the organization and
practiced in its relationship. This includes products,
services, and processes (DRAFT ISO 26000 WD4.2 as cited
in 2011, p.2).
Definition of Social Responsibility (cont)
• Social Responsibility is a multi-faceted approach that
should be integrated into all aspects of how an
organizations conducts its activities, through the
development of a proactive mindset across all levels of
planning, execution, and stakeholder interaction (ISO
26000).

• CSR is an open and transparent business practices that
are based on ethical values and respect for the
community, employees, the environment, shareholders
and stakeholders. It is designed to deliver sustainable
value to society at large (Bursa Malaysia)
• USR is rationalized by the concept of social responsibility
and CSR (Corporate Social Responsibility)

Current Definitions of USR
A policy of ethical quality in the activities of
the university community (students, lectures,
administrative staff), through responsible
management of the educational, cognitive,
labour and environmental impacts of the
university, in a participative dialogue with
society to promote sustainable human
development in four steps: (1) commitment, (2)
self-diagnosis, (3) compliance, and (4)
accountability. (Vallaeys, 2013, p. 1)
University engagement and that
university partnership with its communities
is achieved through education
(transferring knowledge), provision of
services, research, teaching, and
scholarship (Esfijani et al., 2012, p. 3).
Redefine of USR
• USR is a philosophy or principle for social movement, which can be
perceived as a philosophy of a university to use an ethical approach to
develop and engage with the local and global community in order to sustain
the social, ecological, environmental, technical, and economic
development.
• USR acts as a key player for social changes, as USR implies having a
policy of ethical quality, governing the performance of the university
community. This is done via the responsible management of the educational
cognitive, labor, and environmental impact from the university, in an
interactive dialogue with society and its communities, in order to promote
sustainable human development through education (transforming
knowledge), provision of service, research, teaching, and scholarship.
• All of these underline an ethical collaboration not only with the university
community but also with business community in terms of stakeholder
involvement

USR Key Features
1. Is a responsibility of institutions’ action and behavior
for the impact they have influenced and caused to
society.
2. Requires a management practice that seeks to make
society sustainable by eliminating unsustainable
negative impacts and promoting sustainable forms of
development.
3. Is not beyond or outside the law; it works in coordination
with legal obligations.
4. Requires coordination between the stakeholders who
are about to act on the negative impacts diagnosed
(Vallaeys, 2013, p.1)
Why Higher Education needs USR?
• USR covers social, environmental, and economic
issues that should not be separated from a university’s
strategic planning and operation
• USR is an important aspect of how universities
interact with their internal and external stakeholders
and the society
• USR as the movement and practice that should
integrate the social-cultural and ethic aspects to
institutions’ planning and management process
Ethics
• Ethics refers to standards of behavior that guide human
action in many situations, defining which acts are right
and which wrong.
• In Islamic thought “you are the best of peoples, evolved
for mankind, enjoining what is right, forbidding what is
wrong, and believing in Allah” (Qur’an 3:110)
Code of Professional Ethics in Educational Technology
1. Commitment to the individual, such as the protection of
rights of access to materials and efforts to protect the
health and safety of professionals
2. Commitment to society, such as truthful public
statement regarding educational matters or fair and
equitable practices with those rendering service to the
profession
3. Commitment to the profession, such as improving
professional knowledge and skill and giving accurate
credit to work and ideas published

Recommendations
• Further investigation on the components of USR practices, and
how exactly to create such a USR impact should be examined
in the future.
• USR needs to be a component of each institution’s strategic
planning process.
• USR needs to address in all level of higher education
management system.
• A strategic plan that must focus strongly on the details of how
reform can and will be implemented along with realizing the
USR impact for not only the university, but also for the
community and global society.

What is Responsibility? • Responsibility “the state or fact of being responsible, answerable, or accountable for something within one’s power” (Dictionary.com) • The meaning of response-ability “is the ability to choose your response…highly proactive people recognize that responsibility. They do not blame circumstances, conditions, or conditioning for their behavior. Their behavior is a product of their own conscious choice, based on values, rather than a product of their conditions, based on feeling ~ Stephane R. Covey

Definition of Social Responsibility • It is a responsibility not a requirement, of an organization for the impacts of its decisions and activities on society and the environment, through transparent and ethical behavior that contributes to sustainable development, health and the welfare of society; which takes into account the expectations of stakeholders, is in compliance with applicable law and consistent with international norms of behavior, and is integrated throughout the organization and practiced in its relationship. This includes products, services, and processes (DRAFT ISO 26000 WD4.2 as cited in 2011, p.2).

Definition of Social Responsibility (cont) • Social Responsibility is a multi-faceted approach that should be integrated into all aspects of how an organizations conducts its activities, through the development of a proactive mindset across all levels of planning, execution, and stakeholder interaction (ISO 26000).

CSR (Corporate Social Responsibility) • CSR is an open and transparent business practices that are based on ethical values and respect for the community, employees, the environment, shareholders and stakeholders. It is designed to deliver sustainable value to society at large (Bursa Malaysia) • USR is rationalized by the concept of social responsibility and CSR (Corporate Social Responsibility)

Current Definitions of USR A policy of ethical quality in the activities of the university community (students, lectures, administrative staff), through responsible management of the educational, cognitive, labour and environmental impacts of the university, in a participative dialogue with society to promote sustainable human development in four steps: (1) commitment, (2) self-diagnosis, (3) compliance, and (4) accountability. (Vallaeys, 2013, p. 1) University engagement and that university partnership with its communities is achieved through education (transferring knowledge), provision of services, research, teaching, and scholarship (Esfijani et al., 2012, p. 3).

Redefine of USR • USR is a philosophy or principle for social movement, which can be perceived as a philosophy of a university to use an ethical approach to develop and engage with the local and global community in order to sustain the social, ecological, environmental, technical, and economic development. • USR acts as a key player for social changes, as USR implies having a policy of ethical quality, governing the performance of the university community. This is done via the responsible management of the educational cognitive, labor, and environmental impact from the university, in an interactive dialogue with society and its communities, in order to promote sustainable human development through education (transforming knowledge), provision of service, research, teaching, and scholarship. • All of these underline an ethical collaboration not only with the university community but also with business community in terms of stakeholder involvement Esfijani & Chang, 2012a, 2012b; Esfijani, Hussain, & Chang, 2012; Reiser, 2007; Vallaeys, 2013; Chen et al, 2014; 2015).
  • 10. USR Key Features 1. Is a responsibility of institutions’ action and behavior for the impact they have influenced and caused to society. 2. Requires a management practice that seeks to make society sustainable by eliminating unsustainable negative impacts and promoting sustainable forms of development. 3. Is not beyond or outside the law; it works in coordination with legal obligations. 4. Requires coordination between the stakeholders who are about to act on the negative impacts diagnosed (Vallaeys, 2013, p.1)

Why Higher Education needs USR? • USR covers social, environmental, and economic issues that should not be separated from a university’s strategic planning and operation • USR is an important aspect of how universities interact with their internal and external stakeholders and the society • USR as the movement and practice that should integrate the social-cultural and ethic aspects to institutions’ planning and management process

Ethics • Ethics refers to standards of behavior that guide human action in many situations, defining which acts are right and which wrong. • In Islamic thought “you are the best of peoples, evolved for mankind, enjoining what is right, forbidding what is wrong, and believing in Allah” (Qur’an 3:110)
  • 13. Code of Professional Ethics in Educational Technology 1. Commitment to the individual, such as the protection of rights of access to materials and efforts to protect the health and safety of professionals 2. Commitment to society, such as truthful public statement regarding educational matters or fair and equitable practices with those rendering service to the profession 3. Recommendations • Further investigation on the components of USR practices, and how exactly to create such a USR impact should be examined in the future. • USR needs to be a component of each institution’s strategic planning process. • USR needs to address in all level of higher education management system. • A strategic plan that must focus strongly on the details of how reform can and will be implemented along with realizing the USR impact for not only the university, but also for the community and global society.

  1. Therefore, Social Responsibility is a multi-faceted approach that should be integrated into all aspects of how an organizations conducts its activities, through the development of a proactive mindset across all levels of planning, execution, and stakeholder interaction (ISO 26000).
  2. Teaching and Learning, Research and Academic Services: This can also be regarded as the university’s common mission. It includes how a university delivers academic services utilising their expertise and calibrating the strategy of knowledge application for social causes. University’s Governance and Administration: This focuses mainly on organisational management and administration approaches. It addresses the internal and structural element of universities as the internal practices of USR&S. Community Involvement: This component can be seen as the concept of many USR&S activities that usually engage with the community in an attempt to help equip them to improve their standard of living, tackle local issues and help contribute to a positive impact in the wider society. Campus Life: This part is essentially about the experiences of students and university personnel during their time in the universities. This internal practice is also one of the most important aspects of USR&S implementation since a basic and solid foundation must be built from within to ensure success when USR&S activities are being further carried out outside the campus.
