somewhat subjective in nature, but must be considered. Turnaround
time is of the utmost importance, as if customers have come to expect a
certain turnaround time for in-house measurements they will be unlikely
to embrace (or utilize) an outsourcing partner who delivers what they
consider to be “late” measurements. If the firm cannot process the
number of samples required then obviously they cannot be considered,
unless the firm is willing to make a capital investment to bring them up
to level required. Cost should not be looked at as the bottom line but
